The goal is to propel the AI industry to the forefront of industrial progress and facilitate its leading position in technological advancement.

Beijing is driving AI technological innovation and nurturing the growth of the industry. With the aim of reaching a groundbreaking achievement by 2025, the city is set to establish an AI innovation hub of global significance.

III. Main Tasks
(I) Achieve breakthroughs in key technologies
1. Foster innovation in advanced fields by enhancing fundamental theoretical frameworks. Beijing will prioritize the development of fundamental theoretical frameworks for the new-generation AI industry. The city will maintain a focus on promoting innovation-driven entities such as new-type research and development institutions to conduct scientific research in cutting-edge fields, including general intelligent agents and scientific computing.
2. Assume a leading role in driving innovation in terms of key and core technologies. Beijing is dedicated to achieving breakthroughs in fundamental platform technologies, such as distributed deep learning frameworks. It aims to develop crucial deep-learning algorithms that address data and knowledge integration. Additionally, Beijing will actively promote open-source initiatives within the industry.
3. Enhance trustworthy AI innovation. Beijing will make AI systems robust, explainable, fair, and safe. The city intends to develop strategies and frameworks to bolster privacy safeguards for sensitive data. Additionally, it will establish a reliable evaluation mechanism based on varying levels and categories for AI systems.
(II) Lay the groundwork for development
4. Make breakthroughs in developing domestic AI chips. Beijing will embark on the development of high-performance computing power training and low-power edge AI chips, enhancing the domestic computing power supply through an innovative architecture roadmap.
5. Reinforce the research and development of the deep learning frameworks. Beijing will prioritize the efficient research and development of distributed computing and the creation of comprehensive tools that encompass various stages, from multi-type model development to inference. This approach aims to foster domestic compatibility between fundamental software and hardware components.
6. Improve the overall computing resource supply. Beijing will promote collaboration in computing power among different regions through the establishment or renovation of a group of commercial public computing centers. Additionally, the city will implement the computing power partnership program to further enhance cooperative efforts in this field.
7. Encourage public data release and sharing. Beijing aims to efficiently manage existing public data and enhance the development of public data platforms. Furthermore, the city will explore operations of public data platforms with proper authorization, ensuring accessibility to high-quality training datasets.
(III) Establish industrial clusters with high efficiency
8. Establish technology-based industry ecosystems. Beijing will create open-source platforms for algorithms and tools of large models while establishing domestic AI innovation consortiums across the entire technology stack. This initiative seeks to cultivate an independent, controllable technology-based system and foster a thriving industrial ecosystem.
9. Focus on phased and systematic cultivation services for enterprises. Beijing will facilitate the seamless integration of industry, universities, and research institutes. Additionally, the city will prioritize the cultivation of unicorns, the establishment of benchmark incubators, and the attraction of teams with strong development capabilities to promote future advancements in the region.
10. Provide enterprises with multi-dimensional services. Beijing will enhance service provisions for enterprises, establish clear mechanisms for enterprises, and broaden the range of services available.
(IV) Establish more application scenarios with efficiency
11. Seek opportunities to enhance the accessibility of scenarios. Beijing aims to establish a range of demonstration application scenarios. This initiative is designed to foster the iteration of new technologies and the development of innovative applications while promoting the seamless integration of innovation, industry, capital, and talented minds.
12. Support smart city growth. Beijing will extend support to Haidian District for the development of the Urban Brain 2.0, and will also assist in the implementation of projects such as the Advanced Autonomous Driving Demonstration Zone 3.0 within the city.
(V) Keep focused on creating a good environment for innovation
13. Facilitate to form a talent hub. Beijing will formulate tailored policies and measures to enhance talent services in the AI sector. The city's objective is to incentivize enterprises to attract and nurture diverse levels of technical talent for the industry, while also supporting universities in providing interdisciplinary training for talent development.
14. Form a high-quality environment for AI innovation. Beijing will foster AI industry clusters by establishing platforms for international exchanges and cooperation. The goal is to attract early-stage investments in core technologies while providing support for the listing of enterprises in the sector.
15. Promote inclusive and prudential supervision systems. Beijing will innovate supervision policies and processes, offer regular communication services, and provide appropriate guidance. Furthermore, the city will encourage the filing of safety assessments and algorithms, and support innovation-driven entities in increasing their security awareness.
16. Enhance the regulation of principles and codes of conduct in scientific activities of the AI sector. Beijing will strengthen research on principles and codes of conduct in scientific activities and social governance practices. Training sessions will be conducted to provide guidance on managing these principles and codes of conduct, including the review process. Moreover, the city will establish an expert review mechanism to assess the review outcomes of high-risk scientific activities.
IV. Safeguarding Measures
1. Enhance organizational leadership. Beijing will establish a special task force to enhance coordination, optimize resource allocation, and bolster the innovative progress of the local AI sector.
2. Drive innovation and reforms in mechanisms. Beijing will promote reforms in systems and mechanisms. The city will implement the "Open Competition Mechanism and Selection of the Best Projects" system and other strategic initiatives and build a market-oriented mechanism for commercializing technological achievements. Through these efforts, Beijing aims to establish an efficient collaborative innovation system that integrates industry, universities, and research institutes.
3. Strengthen the supporting role of policies. Beijing will drive policy innovation and provide more financial support. The city will implement specialized plans for scientific activities in the AI sector, optimize the investment mechanism for industrial growth, and enhance investments in relevant areas.
4. Execute comprehensive and coordinated operational plans. Beijing will formulate annual action plans for industrial development, enhance supportive mechanisms, implement real-time information monitoring, and foster proactive international exchanges and collaborations.
