Measures for Establishing an International Cultural Relic and Artwork Trade Exhibition Hub in Beijing

Beijing has taken series measures to foster the development of international trade in cultural relics and artworks, enhance the trading system of cultural relics and artworks, and establish the city as an international exhibition hub for the trade.

The term "cultural relics" in these measures refers to those cultural relics that may legally be exhibited and traded as outlined in Article 2 of the Law of the People's Republic of China on Protection of Cultural Relics, and the term "artwork" as outlined in Article 2 of the Measures for the Administration of Business Operation of Artworks.

I. Advancing top-level design to foster a deeper integration of the international trade in cultural relics and artworks with Beijing's urban enhancement

Efforts will be made to guide districts in Beijing to cultivate unique services and application scenarios through enhancing cooperation and innovation across departments and at different levels and with the backing of Beijing's leading position in cultivating a national culture center.

● Shunyi District will be at the center of cultivating an international hub for the circulation of cultural relics and artworks.

The functional and carrying advantages of the Tianzhu Free Trade Zone can be harnessed to gather together global cultural relic and artwork resources to create a comprehensive one-stop service system covering the entire chain.

● Chaoyang District will be at the center of cultivating an international hub for cultural relic and artwork exhibitions.

The district's capacity for pooling international resources should be harnessed to provide a comprehensive design for exhibition, trading, and settlement, so as to support the growth of new business forms such as live-streamed cultural relic and artwork auctions, facilitate the establishment of customs bonded logistics centers (Type B), and create high-quality spaces for interaction among collectors of cultural relics and artworks.

● Dongcheng District will be at the center of cultivating an international auction and trading hub for cultural relics and artworks.

The concentration of historical and cultural sites and leading auction houses in the district should be leveraged to enhance international cultural and artistic exchanges, foster trading and exhibitions of Chinese cultural relics returned from abroad, and establish a heartland for the auction of cultural relics and artworks in China.

● Tongzhou District will be at the center of cultivating a heartland for original artworks.

Songzhuang Town's natural strengths for creating original artworks can be leveraged along with the culture and museum complex of the Beijing Municipal Administrative Center (BMC) to promote the creation and exhibition of outstanding original artworks and encourage the robust development of original art in Beijing.

II. Prioritizing key areas to guarantee a smooth, and complete service chain for cultural relics and artworks

● Optimizing the comprehensive import and export customs clearance service system

Optimize the joint supervision and service mechanism that involves such departments as customs, cultural tourism, and cultural relics.

A new one-time processing model will be applied and expanded for temporary entry and re-exit procedures for cultural relics.

A cross-departmental collaborative examination and approval service model will be explored for cultural relics and related works, including endangered species, fossils, and special artworks such as multimedia art installations utilizing sound, light, and shadow.

With risks under control, efforts will be made to enhance collaborative supervision between Beijing Customs and the customs divisions in other regions to support cross-region bonded exhibitions and trading.

● Enhancing bonded service platforms

With the authorization of the National Cultural Heritage Administration, the Beijing Administrative Office of Examination and Approval of Entry and Exit of National Cultural Relics may extend stays by multiple times for cultural relics temporarily entering China from Beijing ports into special customs supervision areas or bonded logistics centers (Type B).Support will be provided for expansion of bonded exhibition at the right time.

The Tianzhu Free Trade Zone will be at the center of cultivating a comprehensive one-stop service platform and a full life cycle management service platform for cultural relics and artworks in Beijing.

Foster a diversified solution for bonded exhibition and trading deposit of cultural relics and artworks and explore various deposit substitution models, such as the integration of risk compensation capital pools and bank guarantees.Support bonded exhibition of senior accredited enterprises without guarantees.

● Streamlining online and offline auction supervision services

Streamline the review process for items up for auction and reduce the pre-review period to facilitate enterprises conducting cultural relic and artwork auctions.

Improve the oversight for cultural relic and artwork circulation, reduce the submission and approval costs to enterprises, and enhance efficiency in auctioning.

● Establishing cross-border trading service platforms

Enterprises with a good reputation and strong credit standing will be trusted to serve as cross-border trading service platforms for cultural relics and artworks. and cross-border delivery and remittance of funds for items traded by individuals will be facilitated under the premise of sufficient risk evaluation and management.

● Broadening the full spectrum of copyright services

A comprehensive full-chain digital service platform will be established in Beijing for the confirmation of copyrights, production (or publication), pricing, trading, investment and financing, and protection of originals and copies of cultural relics and artworks. The platform will also provide copyright services for cultural relics and artworks. The transformation of copyright assets into physical and digital creative products will be promoted under the principle of location and with the introduction of innovative models for rapid registration, trusted trading, internet copyright detection, and swift response to copyright infringement. Market rules for copyright and authentic product trading will be standardized, and services proving rights and interests for legally traded copyright and authentic products enhanced.

III. Increasing policy support to strengthen the safeguarding of cultural relics and artwork

● Improving diversified talent services

Promoting outstanding original works by promising artists to gather in Beijing

Supporting professional and technical personnel from private cultural relics management units to participate in the professional title evaluation of cultural relics and museum items

Conducting training for professional talent specializing in cultural relics and artwork, including for auction and exhibition service specialists and cultural brokers

● Intensifying fiscal policy support

Enterprises dealing with cultural relics and artwork will receive help in applying for Beijing's culture and finance integration development funds, with eligible enterprises obtaining investment and loan rewards, as well as rental policy support.

Projects significantly affecting the cultural relics and artwork industry and displaying important market benefits to their districts will receive incentives to carry out projects making regional contributions.

IV. Creating high-quality mediums for enriching the integration of culture, business, and tourism

● Establishing featured art exhibition spaces

Promoting the profound integration of the exhibitions of cultural relics and artwork with new urban forms, spaces, and scenarios.

Creating a supply-demand matchmaking platform for connecting the artists and public spaces for showcasing art.

Supporting the establishment of "shared galleries" and "shared art spaces".

● Creating distinctive art consumption spaces

Encouraging the development of exhibition-based commercial spaces and build immersive social consumption scenes

Supporting the eligible hotels to deploy international cultural relics and artwork with diverse experiences and consumption spaces .

● Optimizing professional storage space for cultural relics and artwork

Market entities will be encouraged to construct a series of high-quality warehousing centers integrating bonded storage, exhibition, and other functions to deliver personalized storage and management services with top-notch security and privacy.

Existing exhibition space will be brought into line with high international standards and storage security measures enhanced.

V. Activating innovation entities for greater international influence

● Supporting a new business form, the digitalization of cultural relics and artwork

Support will be provided for the growth of new business forms such as online exhibitions, live-streamed auctions, and supply chain management of cultural relics and artwork.

Support will be provided for the creation of digital artwork utilizing cultural resources from institutions involved with cultural relics.

Market entities will be encouraged to explore new models for trading and circulating artwork on the secondary market, leveraging digital copyright certificates, blockchain technology, and other emerging technologies in a legally compliant manner.

● Fostering international exchanges and cooperation by leveraging high-level entities

Districts will be encouraged to attract internationally renowned art institutions, fairs, galleries, and studios among other market entities.

Art institutions in Beijing will be encouraged to collaborate with renowned overseas museums and art galleries and employ innovative approaches to foster exchanges of domestic and foreign cultural relics and artwork through overseas exhibitions, exhibitions with borrowed items, itinerant exhibitions, and lectures and forums.

● Supporting the growth of the cultural relics and artwork industry with financial services

The valuation process for cultural relics and artwork will be standardized and cultural and creative branches of commercial banks will be encouraged to explore the valuation and mortgage loan services.

Domestic and foreign insurance companies will be encouraged to introduce insurance products catering to the market demand for cultural relics and artwork while establishing and improving a corresponding pricing system and claims settlement mechanism.
