Beijing Municipal Commission of Development and Reform is a constituent bureau-level authority of the Municipal Government.
The Beijing Municipal Commission of Development and Reform is responsible for implementing the guidelines, policies, and decisions of the CPC Central Committee on development and reform, as well as the relevant requirements of the CPC Beijing Municipal Committee, and for upholding the Party's leadership over development and reform throughout the performance of its duties. Its main responsibilities are as follows:
I. Formulating and implementing the city's national economic and social development strategies, medium and long-term plans, and annual plans. Leading in building a unified planning system. Being responsible for the coordinated integration of city-level special plans, regional plans, and spatial plans with the city's development plan. Drafting local regulations and government regulations concerning national economic and social development, economic reform, and opening-up.
II. Proposing the city's overall objectives, major tasks, and related policies for accelerating the construction of a modern economic system and promoting high-quality development. Organizing the evaluation and supervision of major plans, policies, and projects, and proposing relevant recommendations for adjustments.
III. Proposing the city's principal objectives for national economic and social development in a coordinated manner, monitoring and forecasting economic and social development trends, and proposing related regulatory policy recommendations. Coordinating economic policies, leading the research on response measures and suggestions. Regulating economic operations and coordinating solutions to related major issues. Formulating and organizing the implementation of relevant pricing policies, and organizing the formulation and adjustment of important commodity and service prices and fee standards according to its authority. Participating in the formulation of fiscal, financial, and land policies.
IV. Guiding, promoting and comprehensively coordinating the city's economic system reforms efforts, and proposing related reform suggestions. Leading the advancement of the supply-side structural reform. Coordinating and promoting the reform of property rights system and market-oriented allocation of factors. Promoting the improvement of the basic economic system and modern market system, and working with relevant departments to organize and implement the negative list for market access.
V. Leading the work of optimizing the city's business environment. Formulating and organizing the implementation of related plans, strategies, and schemes to optimize the business environment. Researching and proposing policy recommendations for deepening business environment reform. Coordinating and resolving major issues related to optimizing the business environment. Organizing and conducting evaluations related to optimizing the business environment.
VI. Proposing strategies, plans, overall balance, and structural optimization policies for utilizing foreign investment and outbound investment in Beijing. Taking the lead in promoting the implementation of the Belt and Road construction. Being responsible for coordinating the "going global" initiatives. Managing foreign investment and outbound investment projects according to its authority. Organizing the implementation of the negative list management for foreign investment access, and taking the lead in assisting relevant national ministries in conducting security reviews for foreign investment in the city. Being responsible for the overall control, structural optimization, and monitoring of the city's external debt.
VII. Being responsible for the comprehensive management of investment, and formulating the overall scale, structural adjustment targets, and policies of fixed assets investment of the whole society in Beijing. Working with relevant departments to formulate the approval authority of government investment projects and the catalogue of fixed assets investment projects approved by the government. Allocating fiscal construction funds, formulating and organizing the implementation of government investment plans. Reviewing, verifying, approving and submitting fixed assets investment projects according to its authority. Planning major construction projects and the layout of productivity. Formulating and promoting the implementation of policies and measures to encourage private investment.
VIII. Implementing regional coordinated development strategies, new urbanization strategies, and major policies, and organizing the formulation of related regional plans and policies. Working with relevant departments to propose strategies and policy recommendations for rural economic development, and coordinating major issues related to urban-rural integration development. Organizing the drafting and implementation of new urbanization plans and rural revitalization strategic plans. Coordinating the city's counterpart support and exchange cooperation work.
IX. Organizing the formulation of comprehensive industrial policies in the city. Coordinating major issues in the development of the primary, secondary, and tertiary industries, and aligning them with related development plans and major policies. Organizing the formulation of strategies, medium and long-term plans and policies for infrastructure development, coordinating the advancement of major infrastructure construction projects, and aviation and railway investment and construction. Organizing the formulation and advancement of strategic plans and major policies for the service industry and modern logistics industry. Analyzing the trend of consumption changes, formulating and implementing comprehensive policy measures to promote consumption. Organizing the formulation of overall development plans for development zones, coordinating and promoting their reform and development.
X. Promoting the implementation of innovation-driven development strategy. Coordinating and promoting the development of innovation, high-tech industries, and strategic emerging industries in Beijing, formulating relevant development plans and policies, and proposing policy recommendations for cultivating new quality productive forces and new driving forces for economic growth. Working with relevant departments to plan and deploy major scientific and technological infrastructure. Coordinating major issues related to industrial upgrading and the promotion and application of key technologies and equipment.
XI. Tracking and assessing potential risks and hidden dangers related to the city's economic security, and providing corresponding work recommendations. Being responsible for balancing and regulating the total amount of important commodities, researching and analyzing the market and foreign trade situation in Beijing, and proposing policy measures to promote the development of foreign trade. Being responsible for balancing the import and export demand of major industrial products, raw materials, and important agricultural products according to its authority, coordinating the implementation of import and export plans for grain and cotton. Organizing the formulation of grain and material reserve plans and total volume plans.
XII. Being responsible for the policy coordination between social development and national economic development in Beijing, and coordinating their related major issues. Organizing the formulation of social development strategies and overall plans, and coordinating the promotion of the construction of basic public service systems. Formulating the city's population development plans and policies, researching and proposing policy recommendations for the coordinated and sustainable development of population, economy, society, resources, and environment, and the overall promotion of high-quality population development. Participating in researching and proposing policy recommendations to promote employment, adjust income distribution, and improve social security and coordinated economic development.
XIII. Promoting the implementation of sustainable development strategy, coordinating and organizing the implementation of carbon peak and carbon neutrality work in Beijing, and coordinating energy and resource conservation and comprehensive utilization work. Proposing policy measures for improving the ecological compensation mechanism, and comprehensively coordinating the promotion of environmental protection industry and clean production related work. Cooperating with relevant departments to promote the construction and reform of ecological civilization. Formulating and organizing the implementation of the city's energy development strategy, medium and long-term plans, and policy measures. Proposing energy consumption control targets and tasks and organizing their implementation.
XIV. Organizing the formulation of strategies and plans for promoting the coordinated development of economic construction and national defense construction in Beijing, and coordinating related major issues. Organizing the preparation of national economic mobilization plans, coordinating and organizing the implementation of national economic mobilization related work.
XV. Overseeing the Beijing Municipal Food and Strategic Reserves Bureau.
XVI. Undertaking other tasks assigned by the CPC Beijing Municipal Committee and the Municipal Government.
