I. Beijing Municipal Intellectual Property Office (BJIPO) is a deputy-bureau level agency directly under the municipal government.

II. Beijing Municipal Intellectual Property Office carries out and implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on IP rights as well as the relevant work requirements of the municipal Party committee, and adheres to and strengthens the centralized and unified leadership of the Party on IP rights in the course of performing its duties. Its main duties are as below:

1. To carry out and implement the national laws, rules, regulations and policies concerning patents, trademarks, and geographical indications for places of origin, draw up the drafts of Beijing Municipal relevant local rules and government regulations, and work out the policies and measures, development programmes and work plans of patents, trademarks and geographical indications for places of origin, and organize the implementation; to work with relevant departments to work out the IP strategies and programmes of Beijing, and organize the implementation; to promote the IP regional synergized development.

2. To be responsible for providing overall coordination of the municipal intellectual right protection, and promote the development of IP protection work system; to be responsible for the administrative adjudication and mediation and handling of patent infringement disputes; to undertake the aid of maintenance of IP rights; to be responsible for supervising and managing the printing and using of trademarks, protect the exclusive rights to use registered trademarks, and protect special marks according to law.

3. To undertake the responsibilities of standardizing the municipal basic order for the management of patents, trademarks, and geographical indications for places of origin; to supervise and manage the IP agencies according to law, promote the development of IP intermediary service system, and push forward the development of IP social credit system.

4. To be responsible for facilitating the application of the municipal IP rights; to work out the policies of applying the municipal IP rights, and promote the transfer and transformation of IP rights; to undertake the external transfer review of IP rights; to guide and standardize the patented technology market, and a number of work including transfer, licensing, and filing of patent rights and trademark rights; to be responsible for IP finance, work with relevant departments to guide and standardize the evaluation on IP intangible assets, and promote the pledges on patent rights and trademark rights; to promote civil and military integration of IP rights.

5. To be responsible for the development of the municipal IP rights public service system; to work with relevant departments to promote the dissemination of utilization of information regarding patents, trademarks, and geographical indications for places of origin; to be responsible for organizing and building the IP rights early-warning and emergent response mechanism; to undertake the statistics analysis of patents, trademarks, and geographical indications for places of origin.

6. To provide the overall coordination of the municipal foreign-related IP rights affairs; to develop the international liaison, cooperation and exchange activities of patents, trademarks, and geographical indications for places of origin.

7. To organize and develop the publicity and popularization of laws, regulations and policies regarding patents, trademarks and geographical indications for places of origin; to organize and formulate the municipal education and training work programmes relevant with IP, and organize the implementation.

8. To perform other tasks which are assigned by the municipal Party committee and the municipal government.
