Ⅰ. To implement state laws, regulations and policies on management of grain circulation and strategic reserves, draft relevant local regulations and government regulations at the city level. To propose plans for reforming grain circulation and strategic reserve systems and implement them.
Ⅱ. To study and make recommendations on the planning of important commodities and emergency reserves, and the catalogue of reserve varieties. To provide guidance on and supervise the collection, storage, rotation and delivery of important commodities. To organize the collection, storage, rotation and management of emergency reserves in accordance with the overall reserve plan and variety catalogue. To implement relevant utilization plans and instructions.
Ⅲ. To conduct daily management of grain reserves of the city. To use and manage grain reserves related financial funds, and provide guidance on the warehousing business of enterprises storing grain reserves. To monitor and predict the changes in the supply and demand of grains and emergency supplies, issue warnings, and regulate grain circulation. To carry out assessment of the accountability system for food security.
Ⅳ. To formulate and implement the relevant technical standards and specifications for warehousing management of grain and strategic reserves in Beijing. To provide guidance on safe production of the grain industry, and carry out daily management of safety work in the industry. To supervise the safe production at units storing municipal strategic reserve.
Ⅴ. To build and manage the reserve infrastructure in accordance with the overall reserve plan of Beijing. To draw up and implement the plans for building reserve infrastructure and grain circulation facilities; to manage city level investment projects related to reserve infrastructure and grain circulation facilities.
Ⅵ. To supervise and inspect the government reserves and enterprise reserves managed by the city, and the implementation of the reserve policy. To supervise and inspect grain circulation in Beijing; to ensure the grain quality and safety and raw grain hygiene in purchase, storage and transportation; to conduct inspection of grain inventory across the city.
Ⅶ. To manage the grain circulation industry in Beijing, formulate industry development plans and policies, draw up standards for grain circulation and strategic reserves, local standards for grain quality. To supervise and implement relevant technical standards. To carry out foreign cooperation and exchange on grain and strategic reserves.
Ⅷ. To perform other tasks assigned by the CPC Beijing Municipal Committee and the People's Government of Beijing Municipality.
