David Moser, associate professor at the International Culture Institute of Capital Normal University, and scholar of Chinese Language and Culture, shared his experience of using the 12345 Hotline during his 30 years of living in China at the closing ceremony of the 2024 Beijing Forum on SRPC on December 19. 

He first learned about the hotline over a decade ago, on the advice of his neighbor. One day, his daughter came home from school with a stray dog she wanted to adopt. Concerned about hygiene, the family decided it would be better to send the dog to a stray animal shelter. After hearing this, the neighbor suggested they call the 12345 Hotline. Half an hour later, a staff member arrived to take the stray dog away.

He has also used the hotline to inquire about issues such as changing the name on his property ownership certificate, applying for a Chinese green card, and seeking legal advice. He believed that the hotline is a valuable channel for foreigners to access the most up-to-date and comprehensive information. 

"When applying for a Chinese green card, the staff were very considerate and guided me to the nearest location for the application process," he added.

David Moser believed it was worthwhile to promote the practice of "Swift Response to Public Complaints" abroad. However, he pointed out that only in China could such a comprehensive and effective system be realized, due to its ability to integrate social and human resources—something most other countries find difficult to achieve.
