Fernando Lugris, as the Ambassador of Uruguay to China was posted to China since December 2015, and has been living in Chaoyang district for more than seven years.

From where he stands, Chaoyang district is a clear expression of what's going on in Beijing, and in China in general. This is a city and a district with a lot of optimism where young people are happy to live here, and they feel that things are getting better and better.
