Hello. The customs authority conducts quarantine supervision on pets brought into China in accordance with the "Announcement on Further Regulating the Quarantine Supervision of Pets Brought into China" (关于进一步规范携带宠物入境检疫监管工作的公告). Each person may bring one pet (dog or cat) per entry. The carrier must provide the customs authority with a valid quarantine certificate and a rabies vaccination certificate issued by the official animal quarantine agency of the exporting country or region, and the pet must have a valid electronic microchip. For any pet from a non-designated country or region, a rabies antibody test report issued by a recognized laboratory is required.
According to the Beijing Municipal Public Security Bureau, foreign nationals who keep dogs in Beijing must comply with the "Regulations on Beijing Dog Ownership" (北京市养犬管理规定).
