I am currently on a Z visa and working in China, but I want to apply to a PhD program. I am asked in the application to submit a medical examination form and a non-criminal background check. I have been living in China for 12 years without leaving the country for more than a few weeks at a time. Am I still required to submit these two for getting an X1/X2 visa?

Hello. The Exit-Entry Administration Department is responsible for handling the change or renewal of visas or residence permits for foreigners in China. The main document you need to provide when applying for this service at our office is the "Visa Application for Study in China" (commonly known as the JW201/JW202 form) or a letter of consent to study in China issued by the Beijing Municipal Education Commission (please consult the Education Commission or relevant departments on whether a criminal record clearance certificate is required for the application of the consent letter. The online application website for this certificate is: https://gaj.beijing.gov.cn, under ''Government Services'' (政务服务) - ''I Want to Apply''(我要办) - ''Exit-Entry Services'' (出入境业务) - ''Foreigners' Application for Criminal Record Inquiry''(外国人申请查询犯罪记录). You can also apply at the Exit-Entry counter. Additionally, for applying a residence permit valid for more than one year, a health examination certificate from a designated institution by the General Administration of Customs is required. Other essential documents can be found on the official WeChat account of the Exit-Entry Administration Department of Beijing Municipal Public Security Bureau (北京公安出入境), and tap "Information Guide" (资讯指南) - "Visa Guide for Foreigners" (外国人签证指南) - "Issuance of Foreigners' Residence Permits"  (外国人居留证件签发)- "Guide for Applying for Study Type Residence Permits" (申请学习类居留证件指南) section, or by calling the National Immigration Administration's consultation hotline +86-(10)12367 (foreign language services are available).
