Urban-Rural Beijing Residents: Basic Medical Insurance Application for Foreigners

Foreign nationals who have obtained the “Foreign Permanent Resident ID Card” in this city but as of yet have no other basic medical insurance can apply for Basic Medical Insurance for  Urban-Rural Beijing Residents.

Household register, resident ID card, photo, and applicant’s bank account number. The applicant may confirm the specific materials required with the  institution handling the application.

Foreign nationals who have obtained the “Foreign Permanent Resident ID Card” in  this city and have no basic medical insurance should submit their  passports, their “Foreign Permanent Resident ID Card,” and a letter of guarantee stating the absence of basic medical insurance.

1. Insurance enrollment

For persons who meet enrollment conditions for the current year, application processing should be completed within 90 days of the date of  obtaining city household registration or meeting the conditions for enrollment.

2. Insurance renewal

November 11, 2019 to February 29, 2020.

Payment method

Basic medical insurance for urban-rural Beijing residents only accepts “payment through entrusted banks”.

1. Insurance enrollment

Establishing  a bank account for payment: the insured should open a personal  settlement account (card or passbook) at the business branch of any one  of the banks cooperating with the social security agency, and make a deposit equivalent to at least one year’s medical insurance premium.

Reminder: Foreign insured persons will need to use their passports to open a bank account.

2. Insurance renewal

If the insured enrolled in insurance at a social security office or school  and used the “payment through entrusted banks” method, the insured must  confirm that their bank account balance is sufficient for payment.

3. Self-service online payments

Self-service  payments can be made online between the 5th day and 20th day of the following month through the "Beijing Social Insurance Online Declaration Service Platform."

1. Persons who enroll in time within the prescribed period will enjoy the  benefits of medical insurance for urban and rural residents starting from the month of enrollment until December 31 of that year.

2. Those not enrolled in time within the prescribed period will go through  the insurance payment procedures and pay the year’s medical insurance  premiums in a lump sum according to the payment criteria. After the three-month waiting period expires, they can enjoy the benefits of medical insurance for urban and rural residents up until December 31 of that year.

3. In case that the insured elderly, working-age, or student child resident  experiences a change in identity, they shall continue to enjoy benefits according to their identity at the time of payment.

4. Persons enrolled in basic medical insurance for urban employees in this  city, if then enrolling in basic medical insurance for urban and rural  residents, and it is within 90 days of their payment of a disruption fee for the basic medical insurance for urban employees, shall make  payments and enjoy the benefits of medical insurance for urban and rural  residents starting from the month of enrollment and until December 31 of that year.

5. The insured persons enrolled in basic medical insurance for urban and  rural residents, if then employed and enrolled in basic medical  insurance for urban employees, shall enjoy the benefits of medical  insurance for urban employees starting from the month of payment, and at  that time no longer enjoy the benefits of medical insurance for urban  and rural residents.

6. There  are no personal accounts for basic medical insurance for urban and  rural residents. The payment period of basic medical insurance for urban  and rural residents is not included in the payment period of basic medical insurance payment period for urban employees.
