Overseas students who have graduated from Chinese universities and are willing to start a business in Beijing, may apply for a residence permit with a validity of no less than 180 days and no more than five (5) years, and foreigners planning to invest in or start up innovative enterprises in Beijing, may apply for a residence permit with a validity of no less than 180 days and no more than two (2) years.

 


(I) For foreign graduates of Chinese higher education institutions planning to start a business in Beijing

1. A valid passport or other international travel documents. 

2. A completed Visa/ Stay Permit/ Residence Permit Application Form with one (1) recent 2-inch photo in color. Please fill in the application form with a black ink pen, and ensure that the photo is taken against a white background and includes your full, bare face and head.

3. A valid registration of temporary residence of the applicant provided by the local police station or hotel of current residence.

4. Application letter from the applicant or their employer.

5. Graduation certificate obtained from the applicant's graduating Chinese higher education institution.

6. Official documents from the government department of the corresponding industry, that approve the applicant's new business.

(Ⅱ)  For foreign applicants planning to invest in or start up an enterprise in Beijing

1. A valid passport or other international travel documents.

2. A completed Visa/ Stay Permit/ Residence Permit Application Form with one (1) recent 2-inch photo in color. Please fill in the application form with a black ink pen, and ensure that the photo is taken against a white background and includes your full, bare face and head.

3. A valid registration of temporary residence of the applicant provided by the local police station or hotel of current residence.

4. Application letter and business plan.

5. Certificate of Deposit or bank statement from a bank in China, with an amount no less than CNY ¥50,000.  

6. One the following supplementary documents shall be provided:

a. Intellectual Property Certificate or Patent Certificate from China or abroad for the IP rights or patents owned by the applicant. Certificates issued abroad shall be certified by an embassy or consulate of China in the country of issuance.

b. A proof of investment letter from the corresponding government authorities, detailing the applicant's investment in Beijing.

c. Invitation Letter and Guarantee letter issued by the Beijing host organization or partner. The host organization shall provide a Tax Completion Certificate from the previous fiscal year. The partner shall provide a Certificate of No Criminal Conviction issued within the last six (6) months.

7. Applicants of age 18 and above that are applying for a residence permit with validity of more than one (1) year shall provide a Verification Certificate of Medical Examination Records of Overseas Personnel, issued by an Entry-Exit Inspection and Quarantine Bureau in China. This health certificate is valid for six (6) months from the date of issuance.

b) applications for foreigner residence permits of employment, international study, family reunion and private business.

1. Applicants must attend a face-to-face interview.

2. Foreign graduates from Chinese universities may apply for work residence permits in accordance to provisions that apply if, while starting a business, they are employed by an enterprise or organization in Beijing.

3. Original versions of the required documents must be presented for inspection; photocopies shall be submitted.

4. Application material in any foreign language except English must be translated into Chinese.

5. Applicants must first cancel their Chinese household registration (hukou) before applying.

1. Foreigners with visas specifying that applicants must to apply for residence permits after entry into China shall, within 30 days from the date of their entry, apply for a foreigner residence permit.

2. Foreigners residing in China that apply to extend the duration of residence shall file their application at least 30 days prior to the expiry of the validity period on their residence permits.

3. During the period when the applicant's passport (or other travel document) is under legal custody of the exit-entry administration authorities for the issuance of a visa or residence permit, the applicant may, bearing the receipt notice of the application herein, travel and reside legally within the territory of China. 

4. If there has been a change in a registered item within a foreigner's residence permit (including the bearer's name, gender, date of birth, reason for residence and duration of residence, date and place of issuance, passport or other international travel document number), the bearer shall go through the formalities for alteration within ten (10) days from the date of change, by applying to the exit-entry administration authorities of the public security unit under the local people's government (at or above the county level) in the bearer's place of residence. 

5. The entity that employs a foreigner shall, in a timely manner, report to the exit-entry administration authorities of the public security unit upon discovery of one of the following circumstances: an employed foreigner resigns, changes employment location, violates the provisions of the exit-entry administration, dies, disappears, or otherwise.

6. The exit-entry administration authorities of the public security unit reserve the right to verify the purpose of application via interview, telephone inquiry and on-the-spot investigation. The applicant as well as the entity or individual that has provided the letter of invitation or certification documents shall cooperate.

7. Any decision made by the exit-entry administration authorities to reject extension applications, visa re-issuing, foreigners' stay or residence permits, and duration of residence extensions, shall be considered final.

The right to interpret these Instructions reside with the Exit-Entry Administration Department of the Beijing Municipal Public Security Bureau.

The process of issuing the Residence/Visa/Stay permit takes seven (7) working days from the day of submission. You may pay the fee upon receiving your documents from the Visa Hall.

The fee for a residence permit for foreigners valid for less than one (1) year is CNY ¥400 per applicant. For a residence permit valid for one to three (1-3) years, the fee is CNY ¥800 per person. For a residence permit valid for three to five (3-5) years, the fee is CNY ¥1,000 per person.
