A conformity inspection mark can be applied for a registered motor vehicle when meeting the following requirements:

1. The application is filed within three months before the expiration date of the previous inspection;

2. Credentials prescribed by laws, regulations, and other rules required by the relevant authorities are provided;

3. The owner of the motor vehicle registered in a province or municipality in China, who is unable to have the vehicle inspected at the place of registration due to specific circumstances, may apply for the Conformity Inspection Marks at the office of vehicle management in the place where the vehicle is located (excluding large passenger vehicles and school buses).

4. Schools and school bus service providers are required to apply for the Conformity Inspection Marks at the traffic management authority one month prior to the expiry of the inspection validity periods of their school buses.

5. Road traffic safety violations or traffic accidents associated with the motor vehicle have been settled;

6. The motor vehicle (unless it is exempted from inspection) has passed the technical safety inspection.

1. The owner's driving license (in the case where the motor vehicle is exempted from inspection, both the driving license and the identity document of the owner are accepted);

2. In the case where an agent is acting on behalf of the owner, the identity document of the entrusted agent is needed (if the agent is a unit, the identification of the person who files the application shall also be submitted). Additionally, a written power of attorney from the vehicle's owner is required. For individual owners of exempt vehicles who have already applied for online agent services through the "Jiaoguan 12123" (交管12123) App, the physical powers of attorney are not necessary.

3. The certificate of compulsory insurance for vehicle traffic accident liabilities. Exemption may apply for vehicles with their certificates verified online; 

4. The conformity certificate on the inspection of the safety of the motor vehicle issued by a competent motor vehicle safety inspection institution (unless the motor vehicle is exempted from testing);

5. Vehicle and vessel tax voucher or tax exemption certification. Exemption may apply for vehicles with their certificates verified online.


Procedures:

Upon acceptance and review, applications that meet the requirements will have their relevant documents collected and their information recorded into the system. Subsequently, the Motor Vehicle Conformity Inspection Marks will be issued.

Locations for Applications:

1. For the vehicles meeting national motor vehicle safety standards, their owners can apply for the Conformity Inspection Marks at the corresponding inspection sites.

2. For the vehicles exempted from safety technical inspection, their owners may apply for the marks at the Office of Vehicle Management of Beijing Traffic Management Bureau (hereinafter referred to as the "Office of Vehicle Management") and its branch offices, the vehicle management stations and law enforcement stations of the traffic units of public security organs, motor vehicle registration service stations, inspection and license plate-issuing stations of automobile sales service shops, and Beijing Government Service Center.

3. Owners of motor vehicles can also apply online through the “Jiaoguan 12123” App or Beijing Municipal Traffic Safety Comprehensive Service Platform (bj.122.gov.cn). Eligible applicants will have their conformity certificates mailed to them. For vehicle owners aged 60 and above, they can use their friends and family members’ “Jiaoguan 12123” accounts, and let their friends and family members apply on their behalf. Applicants who receive prompts from the traffic management authorities through the App and confirm to collect the marks, upon verification of their applications, can receive electronic certificates for the arks, thus eliminating the need for separate applications.

The application for a motor vehicle exempted from inspections will be processed within half a working day from the date of application acceptance.

For the vehicles not exempted from inspection, the processing is completed within one working day from the date of application acceptance.

1. Owners of registered motor vehicles shall apply for conformity inspection marks according to the following time requirements:

A. Commercial passenger service vehicles shall be inspected annually within the first five years of registration, and every six months thereafter.

B. Freight vehicles and large/medium-sized non-commercial passenger vehicles shall be inspected annually for the first 10 years of registration, and every six months thereafter.

C. Dedicated school buses shall be inspected every six months from the date of registration.

D. Non-dedicated school buses shall be inspected every six months from the date of obtaining the school bus plates.

E. All other motor vehicles shall be inspected annually.

F. Non-commercial small and micro-sized passenger vehicles (excluding vans), large sedans, and motorcycles are subject to safety technical inspections in the 6th and 10th years from the dates of initial registration, and apply for inspection exemption marks in the 2nd, 4th, and 8th years. After 10 years, annual inspections are required. However, for the vehicles that have been involved in traffic accidents causing personal injury or death, or have been penalized for illegal modifications, the original inspection frequency must be adhered to.

G. Vehicles ineligible for inspection exemption and are required to follow the standard inspection protocol include:

1. Vehicles involved in traffic accidents causing personal injury or death;

2. Vehicles penalized for illegal modifications;

3. Vehicles converted from commercial to non-commercial use;

4. Vehicles classified as vans;

5. Vehicles that have not been registered within four years from their manufacturing dates;

2. Situations of rejection to issue a motor vehicle conformity inspection mark:

A. Inconsistencies exist in the information on the vehicle license plate, vehicle registration license, compulsory insurance certificate for motor vehicle traffic accident liabilities, certificates of vehicle and vessel tax payments or tax exemption, and motor vehicle technical safety inspection certificate of the motor vehicle concerned.

B. Cases of road traffic safety violations or traffic accidents involving the motor vehicle remain unresolved.

C. The motor vehicle owner fails to pay for the vehicle and vessel tax or compulsory insurance for motor vehicle traffic accident liabilities.

D. The motor vehicle fails the technical safety inspection (unless it is exempted from inspection).

3. Definition of the following terms:

A. The term "motor vehicle owners" refers to individuals and entities that possess legal ownership of motor vehicles.

- Individuals include to residents and military (including the armed police force) personnel in the Chinese mainland, residents of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan, Chinese citizens residing overseas, and foreign nationals;

- Entities include government agencies, enterprises, public institutions and social organizations, as well as foreign embassies and consulates in China, foreign offices in China, and representative offices of international organizations in China.

B. Definition of Identity Documents:

- The identity documents of government agencies, enterprises, public institutions, or social organizations are their Organization Code Certificates, or such documents as the unified social credit code certificates, the letters of authorization with their official seal, and the identity documents of the entrusted persons;

- The identity documents of foreign embassies, consulates, and representative offices of international organizations in China are the certificates issued by themselves;

- The identity documents for residents of the Chinese Mainland are their Resident Identity Cards or Temporary Resident Identity Cards;

- The identity documents of military (including the armed police force) personnel include the Resident Identity Cards and Temporary Identity Cards. In the case where the Resident Identity Card has not been issued yet, the valid military credentials issued by the army such as the military officer ID card, civilian cadre ID card, soldier ID card, certificate of emeritus, certificate of retirement and domicile certificate issued by the unit above the regimental level where the individual serves in can be used;

- The identity documents of Hong Kong or Macao residents refer to Mainland Residence Permits for Hong Kong and Macao Residents. In the absence of such permits, the valid Mainland Travel Permits for Hong Kong and Macao Residents, the Travel Documents of the People's Republic of China issued by the Ministry of Foreign Affairs, and the accommodation registration records issued by public security organs can be used;  

- The identity documents of Taiwan residents refer to the Mainland Residence Permits for Taiwan Residents. In the absence of such permits, the Mainland Travel Permits for Taiwan Residents valid for five years or more issued by the public security organs, and Travel Permits of the People's Republic of China issued by the Ministry of Foreign Affairs, and the accommodation registration records issued by public security organs can be used;

- The identity documents for Chinese citizens residing overseas refer to the Passports of the People's Republic of China and accommodation registration records issued by public security organs;

- The identity documents for foreign nationals refer to their passports or other travel documents, valid visas with stay periods of at least three months, or stay or residence permits, as well as the accommodation registration certificates issued by public security organs;

- The identity documents for the personnel of foreign embassies, consulates, and representative offices of international organizations in China refer to the valid identity documents issued by the Ministry of Foreign Affairs.
