A Driver who holds a motor vehicle driving license issued by Beijing municipality and voluntarily applies for downgrading the types of vehicles allowed of his/her driving license shall meet the following requirements: the deducted points shall not reach 12 point within the scoring period; his/her driving license has not been seized, detained, temporarily seized, suspended, canceled or revoked in accordance with the law. A driver who holds a motor vehicle driving license issued by other provinces or municipalities and applies for downgrading the types of vehicles allowed shall transfer his/her license to Beijing and then renew it accordingly in addition to the aforementioned requirements.

1. The proof of identity of themotorvehicledriver.If the proof of identity of the motor vehicle driver is submitted by an agent, the proof of identity of the agent must be submitted. If there is no signature of the applicant on the application form, a letter of authorization shall be submitted separately. If an application is submitted through Traffic Management 12123 (Jiaoguan 12123) APP, there is no need to submit the physical letter of authorization;

2. The motor vehicle driving license of the motor driver;

3. Two photos of the motor vehicle driver(Photo requirements are as follows: the applicant's ID photo shall be straight-edged, bareheaded, front-facing, half-length and full-color, and against a white background, and shall be taken within 6 months before applying for a motor vehicle driving license. The applicant shall not wear uniforms when taking the photo; the portrait shall be clear and stereoscopic, have a natural appearance and be without distortion. The dimensions shall be 32mm×22mm (equivalent to one inch). The head width shall range from 14mm to 16mm, and the head length, from 19mm to 22mm.

Examination:  

Definitions of proof of identity:

1. The proof of identity for residents of the Chinese Mainland refers to their Resident Identity Card or Temporary Resident Identity Card;

2. The proof of identity for the residents of the Hong Kong Special Administrative Region and Macao Special Administrative Region refers to their Residence Permit for Hong Kong and Macao Residents. For those who have not applied for the Residence Permit for Hong Kong and Macao Residents, the proof of identity shall be the Mainland Travel Permit for Hong Kong and Macao Residents they hold upon their entry into the Chinese Mainland or the People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, the Hong Kong Permanent Identity Card and Macao Permanent Identity Card as well as the residence registration certificate issued by public security authorities.

3. The proof of identity for the residents of Taiwan refers to the Residence Permit for Taiwan Residents of People's Republic of China. For those who have not applied for the Residence Permit for Taiwan Residents, the proof of identity shall be the Mainland Travel Permit for Taiwan Residents with a valid term of five years and issued by public security authorities or the People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, and the residence registration certificate issued by public security authorities.

4. The proof of identity for overseas Chinese refers to their Passport of the People's Republic of China, and the resident registration certificate issued by public security authorities.

5. The proof of identity for foreigners refers to their passport or other travel documents, a valid visa with at least 3 months of period of stay, a stay permit or residence permit they hold for entry into China and the residence registration certificate, while for foreigners who have obtained permanent residence permit, the proof of identity shall be the Foreigner's Permanent Residence Card and the resident registration certificate issued by public security authorities.

6. The proof of identity for the personnel of foreign embassies and consulates and the representative offices of international organizations in China refers to the valid identity documents issued by the Ministry of Foreign Affairs.
