Individuals with a driver's license issued by another province or municipality who have transferred their household registration to Beijing or who live in Beijing may apply for a Beijing driver's license, provided the following requirements have been met:

1. The relevant authorities have queried the national public security traffic management information system and verified the authenticity, legality, and validity of the driver's license; the registered name, date of birth, photo and other applicant information on the ID card and driver's license are identical;

2. Individuals with a license for the operation of large buses, heavy tractor-trailers, city buses, medium-sized buses, and large trucks must have no record of demerit points for scoring period, or individuals with other permitted driving license typed should have no more than 12 demerit points for the scoring period;

3. Individuals with a license for the operation of large buses, heavy tractor-trailers, city buses, medium-sized buses, and large trucks with demerit points on their driving record for the scoring period and individuals operating other permitted vehicle types with traffic accidents leading to a death and assuming equal or higher responsibility without having their licenses revoked, shall be subject to take reeducation;

4. The applicant must have no unresolved road traffic violations or accidents;

5. The applicant must meet the physical conditions required for a driving permit;

6. Drivers aged 70 or over must pass tests on memory, judgment, reaction and other abilities ;

7. The applicant must never have had their driver's license suspended or revoked.

1. ID for the motor vehicle driver; ID must also be provided for agent representatives if applicable. If there is no principal signature on the application form, a power of attorney may be submitted separately. If the online authorization has been applied through the 12123 Traffic Management (交管12123)app, there is no need to submit a physical  authorization letter separately.

2. The driver's license issued by another province or municipality unless the applicant is applying for a replacement;

3. Three photos of the driver. (Photo requirements are as follows: the applicant's ID photo shall be straight-edged, bareheaded, front-facing, half-length, full-color against a white background, and shall be taken within 6 months before applying for a driving license. The applicant A shall not wear uniforms when taking the photo; the portrait shall be clear, stereoscopic, have a natural appearance and be without obvious distortion. The dimensions of the photo shall be 32mm×22mm (equivalent to 1 inch). The head width shall range from 14mm to 16mm, and the head length, from 19mm to 22mm).

Procedures:

Acceptance and review: Once deemed to meet the requirements, the submitted documents are collected and recorded in the system, after which the driver's license is renewed and issued.  

Locations:

1. Diplomatic personnel and foreign nationals with changes to name, nationality, or documents should handle the process at the Office of Vehicle Management. Other foreign nationals can choose to handle it at the Office of Vehicle Management or branches of the Vehicle Management Office.

2. Other individuals with a motor vehicle may apply to any Vehicle Management Branch Office, vehicle management office/station (with driver's license services) of traffic management detachments or brigades, qualified postal service agencies, or government affairs service centers.

3. Registered users of the Traffic Management 12123 app may apply through the Traffic Safety Comprehensive Service Management Platform or Traffic Management 12123; Individuals aged 60 and above may apply through the Traffic Management 12123 account of a relative or a friend;

4. After renewing their driving licenses, applicants can log in to the Traffic Management 12123 app to access the e-version of driving licenses. Individuals who have already obtained the e-version of driving licenses will have to re-apply.

Definition of ID:

1. A Resident Identity Card or Temporary Resident Identity Card for residents of Mainland China;

2. An Identity Card or Temporary Identity Card for military personnel (including the armed police force). Before an Identity Card has been issued, valid military credentials issued by the army such as a Military Officer ID Card, a Civilian Cadre ID Card, a Soldier ID Card, a Certificate of Emeritus, or a Certificate of Retirement and domicile certificate issued by the unit above the regimental level in the city of residence may be used; 

3. A Residence Permit for Hong Kong and Macao Residents for residents of Hong Kong SAR and Macao SAR. Alternatively, a valid Mainland Travel Permit for Hong Kong and Macao Residents or a People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, and residence registration certificate issued by the public security organ may be used;

4. A Residence Permit for Taiwan Residents for residents of Taiwan region. Alternatively, a Mainland Travel Permit for Taiwan Residents valid for five years issued by the public security organ, or a Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs and residence registration certificate issued by the public security organ may be used;

5. For overseas Chinese, a Passport of the People's Republic of China and the residence registration certificate issued by the public security organ may be used;

6. For foreign nationals, a passport or other travel document, a visa valid for at least 3 months or the stay permit or residence permit held upon entry into China, or a resident registration certificate issued by the public security organ may be used; foreign nationals who have obtained permanent residency may use the Permanent Residence Permit for Foreigners;

7. For the personnel of foreign embassies and consulates and representative offices of international organizations in China, the valid identity documents issued by the Ministry of Foreign Affairs may be used.
