If your motor vehicle meets the following requirements, you can apply for the registration of it:

1. The domicile of the motor vehicle owner is within the administrative area of Beijing;

2. The certificates and credentials used for the application for motor vehicle registration comply with laws and regulations, are complete and valid, not altered, with no inconsistencies between the certificates and credentials provided by the motor vehicle owner and those recorded on the certificate of the provenance of the motor vehicle;

3. The motor vehicle is produced or imported with the permission of the competent authority for motor vehicle products of the State Council of the People's Republic of China;

4. To apply for the registration of a small or micro-sized passenger service vehicle, the motor vehicle owner shall hold a valid notice confirming the configuration or updated indicators of local passenger service vehicles in Beijing;

5. Application materials prescribed by laws and regulations have been submitted;

6. Vehicle inspection. For owners applying for registration of small or micro-sized non-commercial passenger vehicles, a vehicle inspection may be waived if the manufacturer has established an information network connection with the Office of Vehicle Management of the Beijing Municipal Traffic Management Bureau for the inspection of new motor vehicle information.

1. The identity document of the motor vehicle owner.

2. If the motor vehicle owner appoints an agent to submit the application, the identity document(s) of the entrusted agent (or the handler if the entrustee is an agency) and a power of attorney from the motor vehicle owner are also needed; the agent does not need to submit written authorization if the individual has applied online through the "Traffic Management 12123" App.

3. The credentials of the provenance of motor vehicles.

4. The conformity certificate of completed vehicle if the motor vehicle is domestically-manufactured, and the import certificate of the imported motor vehicle chassis for a motor vehicle modified with imported chassis.

5. The import certificate if the vehicle is imported.

6. The certificate of compulsory insurance for vehicle traffic accident liabilities (not needed if digital information verification is realized).

7. Payment or exemption certificate of the vessel tax (except for the case where the vehicle is not taxed in accordance with the laws); in the case where the digital information verification is realized, the certificate can be exempt from submission.

8. To apply for the registration and filing of a small or micro-sized passenger service vehicles, the motor vehicle owner shall also submit the notice on confirming the configuration or updated indicators of passenger service vehicles in Beijing.

9. To apply for the registration of a motorcycle with a license plate whose number begins with "Jing A", the motor vehicle owner shall submit a certificate on the cancellation or transfer of the same type of motorcycles with the "Jing A" license plates.

10. For organizations under the management of the Office of Controlling Purchasing Power of Social Organizations of Beijing Municipal Finance Bureau (hereinafter referred to as the "Office") that apply for the registration of passenger service vehicles, the certificates issued by the Office shall be submitted. For the central state organs applying for the registration of small and micro passenger vehicles, an update certificate  shall be submitted, and vehicles allocated also require submission of the allocation receipt.

11. For transporting hazardous goods or operating passenger service vehicles, applicants must submit the relevant certification provided by the transportation regulatory authority.

12. For the registration of police vehicles, an approval certificate from either the Ministry of Public Security of the People's Republic of China or the Beijing Municipal Public Security Bureau are required. For the registration of fire engines, ambulances, and engineering rescue vehicles, a special vehicle approval certificate is required.

13. For vehicles equipped with assistive devices for physically disabled drivers, a certificate verifying the proper installation of the assistive device is required.

14. For the vehicles of embassies and consulates, inspection of the Notification Letters for Services for Diplomatic Vehicles and Relevant Documents is required.

15.Additional certificates and credentials as mandated by laws and administrative regulations must be submitted for motor vehicle registration.

Steps:

1. The owner of the motor vehicle or his/her agent shall submit the application materials including the conformity certificate of completed vehicle if the motor vehicle is domestically-manufactured, or the import certificate of the vehicle if it is imported; if the motor vehicle is not exempt from inspection, the owner or his/her agent shall also submit the motor vehicle safety inspection certificate, and have the motor vehicle inspected at any of the authorities in charge of the inspection of the motor vehicle; the vehicle can be exempt from inspection if its manufacturer has realized networking with the Office of Vehicle Management of Beijing Traffic Management Bureau in terms of the inspection of motor vehicle information, and the its registration can then be applied for directly;

2. After the motor vehicle has been inspected, the owner of the motor vehicle or his/her agent shall submit the application materials to the authority providing registration services to apply for motor vehicle registration.

Locations:

1. The places where motor vehicles are inspected:

A. The motor vehicles imported from overseas by foreign nationals, embassies and consulates, and Chinese diplomatic staff overseas, police vehicles, fire engines, ambulances, and engineering rescue vehicles are to be inspected at the Shenghua Motor Vehicle Inspection Area.

B. Other domestically-manufactured passenger motor vehicles can be inspected at the following areas:

Shenghua, Tongzhou, Yuegezhuang, Jingshun, Konggangfangxing, Liangxiang, Fengtai Engineering Machinery Repair Plant, Beifang, Chaokaixiaoguan, Panbeihaosheng (except for diesel vehicles), and Xueyuan Road (for micro, small and medium-sized passenger vehicles only).
Additionally, micro and small-sized passenger vehicles can also be inspected at Mentougou, Boruixiang'an, Huairou, Pinggu Kaichao, Lixinlanhua, Fuduoxintiande, and Jingbei Motor Vehicle Inspection Area.

C. Imported motor vehicles can be inspected at the following areas:

Shenghua, Tongzhou, Yuegezhuang, Jingshun, Chaokaixiaoguan, Konggangfangxing, Fengtai Engineering Machinery Repair Plant, Xueyuan Road (for micro, small and medium-sized passenger vehicles and micro-sized and lightweight cargo vehicles only).

D. Domestically-manufactured cargo vehicles can be inspected at the following areas:

Shenghua, Tongzhou, Mentougou, Yuegezhuang, Jingshun, Konggangfangxin, Liangxiang, Fengtai Engineering Machinery Repair Plant, Beifang, Chaokaixiaoguan, Xueyuan Road (for micro, small and medium-sized passenger vehicles and micro-sized and lightweight cargo vehicles only), Panbeihaosheng (for two-axle cargo vehicles only), Fuduoxintiande (for micro and small-sized passenger vehicles and micro-sized and lightweight cargo vehicles only).

E. Motorcycles with "Jing A" plates can be inspected at the following areas:

Shenghua, Tongzhou, Beifang, and Xueyuan Road.

The domestically-manufactured motorcycles with "Jing B" plates can be inspected at the following areas:

Shenghua, Tongzhou, Mentougou, Xueyuan Road, Jingshun, Konggangfangxing, Huairou, Pinggu Kaichao, Lixinlanhua, Fuduoxin, Liangxiang, Fengtai Engineering Machinery Repair Plant, Beifang, and Jingbei Motor Vehicle Inspection Area.

The imported motorcycles with "Jing B" plates can be inspected at the following areas:

Shenghua, Tongzhou, Xueyuan Road, Jingshun, Konggangfangxing, Fengtai Engineering Machinery Repair Plant, and Beifang Motor Vehicle Inspection Area.

F. Vehicles registered at dealership registration service stations can be inspected at the corresponding dealership registration service stations.

2. The places where registration is handled:

A. Motor vehicles of embassies, consulates, and foreign personnel are to be registered at the Office of Vehicle Management of Beijing Municipal Traffic Management Bureau (hereinafter referred to as the "Vehicle Management Office"). Vehicles brought from overseas by personnel of Chinese embassies and consulates, motorcycles applying for "Jing A" plates, police vehicles, fire engines, ambulances and engineering rescue vehicles, and vehicles from central state organs or units under the control of the Beijing Municipal Finance Bureau are also registered at the Vehicle Management Office.

B. Motor vehicles of individuals with Residence Permits for Hong Kong, Macao, and Taiwan residents are to be registered at either the Vehicle Management Office or its branch offices.

C. Registration is to be carried out at the designated vehicle inspection locations.

The registration of a domestically manufactured motor vehicle shall be completed within one working day since the date of application acceptance; the registration of an imported vehicle shall be completed within two working days since the date of application acceptance.

Matters-to-be-Noted.jpgI. The situations where the applications for motor vehicle registration will not be accepted:

1. The certificates and credentials submitted by the motor vehicle owner are invalid.

2. The credentials of the provenance of the motor vehicle are altered, or the motor vehicle owner recorded by the credentials of the provenance of the motor vehicle is inconsistent with the identity document submitted.

3. The credentials and certificates submitted by the motor vehicle owner are inconsistent with the information about the motor vehicle.

4. The motor vehicle is produced without the permission of the competent authority for motor vehicle products of the State Council of the People's Republic of China, or is imported without the permission of the competent authority for imported motor vehicles of the State Council.

5. The model, engine number, identification code, or relevant technical data do not meet national safety and technical standards.

6. The identification code or relevant technical data of the motor vehicle fail to comply with the national safety and technical standards.

7. The motor vehicle reaches the compulsory scrapping standard set by the state.

8. The motor vehicle has been lawfully seized or detained by supervisory authorities, people's courts, people's procuratorates, or administrative law enforcement departments.

9. The motor vehicle is obtained through theft or robbing.

10. The motor vehicle owner fails to submit a certificate on the cancellation or transfer of the same type of motorcycles with the "Jing A" license plates when applying for the registration of his/her motorcycle with a "Jing A" license plate.

11. The motor vehicle owner who applies for the registration of his/her motorcycle with a "Jing B" license plate resides in, as recorded in his/her ID card, one of the six districts of Beijing Municipality (namely Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District, and Shijingshan District).

12. The motor vehicle owner fails to submit the notice confirming the configuration and updated indicators of small passenger service vehicles in Beijing when applying for the registration and filing of his/her small or micro-sized passenger service vehicles.

13. The cargo vehicle for dangerous substances is owned by an individual.

14. Other situations that do not comply with laws and administrative regulations.

II. Other regulations:

1. For an unregistered motor vehicle undergoing ownership transfer, the original sales invoice should be provided, which is the national unified motor vehicle sales invoice or an invoice from a foreign sales entity. Exceptions include vehicles confiscated, reclaimed, or ordered for restitution by supervisory authorities, people's courts, or administrative law enforcement agencies, as well as vehicles transferred through court mediation, adjudication, arbitration decisions, or sold at auction by law enforcement.

2. If a domestically-manufactured, unregistered motor vehicle is detained, confiscated, and auctioned legally by supervisory authorities, people's courts, people's procuratorates, or any other administrative law enforcement departments and lacks a factory compliance certificate, registration can be proceed with a certificate issued by any of the authorities aforementioned on legally detaining, confiscating and auctioning his/her motor vehicle.

3. Motor vehicles applying for registration must meet national and local environmental protection standards, except for pure electric motorcycles, wheeled self-propelled mechanical vehicles, and tractor-trailers.

4. Selection of Vehicle License Plates

(1) Users of "Traffic Management 12123" App can choose license plates via the Beijing Municipal Traffic Safety Comprehensive Service Platform (bj.122.gov.cn) or the "Traffic Management 12123" App.

(2) For on-site registration applicants, license plates can be selected using a computer at the registration locations.

(3) When applying for motor vehicle registration, it is possible to request the use of the original vehicle's license plate number after completing changes of ownership, transfer, or deregistration, subject to the following requirements:

a. The application is made within two years following the vehicle's relocation, co-ownership change, transfer registration, or deregistration.

b. The vehicle owner has owned the original vehicle and used the original license plate number for more than one year.

c. Any road traffic violations and accidents involving the original motor vehicle have been fully resolved.
