To encourage the development of cross-border e-commerce in Beijing, Beijing Municipal Commerce Bureau and Beijing Municipal Finance Bureau have jointly revised the Implementation Plan for Beijing Foreign Trade Development Funds to Support the Development of Cross-border E-Commerce in Beijing (hereinafter referred to as the "Implementation Plan").

The main content of the Implementation Plan includes the targets, domains, methods and standards of the support, application conditions, application materials, and application process. It aims to provide guidance for the formulation and implementation of Beijing's cross-border e-commerce support policies.

(I) Five types of targets

1. Cross-border e-commerce platforms and operators on the platform. These include import and export enterprises that have set up their own cross-border e-commerce sales platforms, third-party cross-border e-commerce platforms, and enterprises that are connected to and using third-party cross-border e-commerce platforms for import and export business.

2. Cross-border e-commerce service providers. These include enterprises providing transactions, financing, payment, customs clearance, warehousing, logistics, and other related services to cross-border e-commerce enterprises, including operators of cross-border e-commerce industrial parks.

3. Enterprises setting up cross-border e-commerce experience stores (including offline self-pickup stores) in Beijing to carry out cross-border e-commerce sales via offline demonstration and online ordering; commercial entities introducing and developing cross-border e-commerce experience stores.

4. Cross-border e-commerce enterprises of certain stature providing comprehensive supporting services for market development via offering improved service facilities, such as overseas warehouses and operation centers. Priority will be given to the construction of overseas warehouses in countries participating in the Belt and Road Initiative.

5. Other enterprises or service entities supporting the construction of service support systems in the China (Beijing) Cross-border E-Commerce Comprehensive Pilot Area.

(II) Seven supported domains

1. Supporting the development of cross-border e-commerce platforms and platform operators. Supporting enterprises to set up their own cross-border e-commerce sales platforms (including related information systems, mobile applications, and WeChat mini programs), to set up third-party cross-border e-commerce platforms, to connect to and use third-party cross-border e-commerce platforms to carry out cross-border e-commerce business, and to provide cross-border e-commerce transactions, payments, and logistics services. Encouraging cross-border e-commerce platforms to expand their sales or services.

2. Supporting the construction and development of cross-border e-commerce industrial parks. Supporting the construction and development of cross-border e-commerce industrial parks in Beijing, and improve theirservice support systems. Encouraging parks to attract investment, stimulating the cluster-based development of cross-border e-commerce.

3. Supporting cross-border e-commerce customs clearance services in Beijing. Supporting the development of cross-border e-commerce customs clearance service projects. Encouraging enterprises to conduct cross-border e-commerce B2C, B2B customs clearance and declaration business in Beijing ports.

4. Supporting the development of cross-border e-commerce warehousing and logistics. Supporting the construction of cross-border e-commerce warehousing and logistics service facilities, such as overseas warehouses (or overseas operation centers), bonded warehouses (including special warehouses for pharmaceutical products traded through cross-border e-commerce), intelligent port warehouses, and integrated warehouses for exports, as well as supporting information systems, so as to enhance cross-border e-commerce warehousing and logistics support capabilities.

5. Supporting the development of cross-border consumption experiences combining online and offline activities. Supporting the construction and operation of newly-opened cross-border e-commerce experience stores. Encouraging cross-border e-commerce experience stores to boost sales. Supporting and guiding shopping malls, supermarkets, industrial parks and other entities toactively attract and cultivate cross-border e-commerce experience stores.

6. Supporting the construction of service support system for the China (Beijing) Cross-border E-Commerce Comprehensive Pilot Area. Supporting the establishment and improvement of an integrated online service platform for the Comprehensive Pilot Area, as well as service systems for statistical monitoring, information sharing, intelligent logistics, financial services, e-commerce integrity, risk prevention and control, market development, talent cultivation, and marketing.

7. Supporting other relevant projects recognized by the Ministry of Finance, the Ministry of Commerce, and other state ministries and commissions.

(III) Four methods of support

1. Loans with discounted interest. This provides discounted interest rates for the bank loans enterprises obtained for carrying out cross-border e-commerce-related business.

2. Financial subsidy. This provides support for investment projects such as cross-border e-commerce platforms, industrial parks, experience stores, and warehousing and logistics, and customs clearance service facilities, based on the costs of information system research and development, software/hardware facilities and equipment purchases, and project operation.

3.Incentives. This encourages cross-border e-commerce platforms to expand their sales and service volumes, industrial parks to attract more investment, and enterprises in Beijing to carry out cross-border e-commerce customs clearance services and promote integrated online and offline consumption via introducing, developing, opening, and operating experience stores.

4. Supporting projects related to the China (Beijing) Cross-border E-Commerce Comprehensive Pilot Area's integrated online service platform, based on thecosts determined by third-party evaluation, tendering and bidding, etc.

The specific support and requirements associated with this Implementation Plan will be refined in the annual project solicitation notice, taking into account the development of cross-border e-commerce each year.

This Implementation Plan comes into effect on September 9, 2021. The Notice of Beijing Municipal Commission of Commerce and Beijing Municipal Finance Bureau on the Issuance of the Implementation Plan for Beijing Foreign Trade Development Funds to Support the Development of Cross-border E-Commerce in Beijing (Jing Shang Wu Cai Wu Zi [2018] No. 25) was repealed at that time.
