National Integrated Demonstration Zone for Greater Openness in the Services Sector and the China (Beijing) Pilot Free Trade Zone, known collectively as the "Two Zones", encompass the entire region of Beijing and serve as essential platforms for the capital to implement policies calibrated in alignment with international high-standard economic and trade regulations and continuously facilitate high-level institutional opening-up. With institutional innovation as the core, the "Two Zones" strive to create an international, market-oriented, and law-based business environment, promote the opening-up of industries, industrial parks, and elements, attract global resources, stimulate innovation, and consistently enhance Beijing's international competitive edge.

2020

In September 2020, President Xi Jinping announced at the annual China International Fair for Trade in Services that Beijing would receive support to establish an National Integrated Demonstration Zone for Greater Openness in the Services Sector, increase efforts in pilot programs and experiments, and gain experiences that can be replicated; and that a pilot free trade zone would also be established, which highlights scientific and technological innovation, opening-up of the services sector, and digital economy, along with a high-standard open platform for the coordinated development in the Beijing-Tianjin-Hebei region. These efforts were expected to result in a new, more advanced framework for reform and opening up. Thus were the "Two Zones" officially launched.

2021

In September 2021, Beijing received support in piloting the implementation of the policies in alignment with the international high-standard free trade agreements and developing a digital trade demonstration zone. Further efforts were directed toward the innovative growth of small and medium-sized enterprises (SMEs), the deepened reform of the National Equities Exchange and Quotations (NEEQ), and the establishment of Beijing Stock Exchange and a centralized platform for serving innovative SMEs.

2022

In August 2022, efforts were made for the promotion of high-quality development through opening up with a progressive easing of market access in the services sector. The level of openness in cross-border trade was being improved. Additionally, measures were taken to enhance the capabilities of the platforms for opening-up, and the services sector. All these efforts were for the development of a high-level institutional system for the opening up of the services sector.

In November 2023, the State Council approved the Working Plan for Supporting Beijing in Strengthening Development of National Integrated Demonstration Zone for Greater Openness in the Services Sector in November 2023.

Moving forward, the "Two Zones" will continue to help cement Beijing's position as a center for international exchanges, continuously enhance its competitiveness in the world economy, and inject new energy into Beijing to help it develop a new development paradigm and drive its high-quality economic development.
