In September 2020, President Xi Jinping announced at the annual China International Fair for Trade in Services that Beijing would receive support to establish an National Integrated Demonstration Zone for Greater Openness in the Services Sector, increase efforts in pilot programs and experiments, and gain experiences that can be replicated; and that a pilot free trade zone would also be established, which highlights scientific and technological innovation, opening-up of the services sector, and digital economy, along with a high-standard open platform for the coordinated development in the Beijing-Tianjin-Hebei region. These efforts were expected to result in a new, more advanced framework for reform and opening up. Thus were the "Two Zones" officially launched.
