Interpretation: Policies for Industrial Promotion of the Tongzhou Cluster of the International Business Services Area in the China (Beijing) Pilot Free Trade Zone

Implementation principle: Tongzhou District has established dedicated services system for key enterprises while setting up special hotlines and designating service specialists to provide one-stop services regarding application acceptance and policy consultation. The district also releases favorable policies for professional talents in Tongzhou and ensure they live in peace and work happily in the Beijing Municipal Administrative Center.

Implementation Measures for Incentives for the Residence of Key Enterprises

1. Residence incentives

a. Financial institutions: Newly established or relocated legal person financial institutions which are in line with the functional positioning of the Beijing Municipal Administrative Center may be eligible for graded incentives according to the scale of paid-in capital. These incentives shall be granted over three years. Newly established or relocated financial institutions which are in line with the functional positioning of the Beijing Municipal Administrative Center may also be rewarded and supported according to the Measures to Promote the Development of the Financial Industry in the Beijing Municipal Administrative Center on a merit basis and without duplication.

b. Headquarters-type enterprises: Newly relocated headquarters-type enterprises may be eligible for graded incentives according to the scale of paid-in capital, with incentives being granted over three years.

c. Professional service enterprises: A one-time incentive may be given to newly relocated professional service enterprises that contribute comprehensively more than CNY 10 million to the original area in the previous year.

d. Unicorn enterprises: Newly relocated enterprises that are included in the lists of unicorns issued by authoritative institutions may receive one-off incentives.

e. Listed companies: A one-time incentives may be granted to enterprises that are registered outside Tongzhou District and publicly listed on the main board, SME board, Growth Enterprise Market, and Science and Technology Innovation Board, or enterprises quoted for innovation by China's National Equities Exchange and Quotations (NEEQ), provided that they have made profits for three consecutive years and relocated the registration and taxation place of their headquarters to Tongzhou District.

f. National high-tech enterprises: Newly relocated national high-tech enterprises that are aligned with the functional positioning of the Beijing Municipal Administrative Center may receive a one-time incentive.

g. High-quality relocated enterprises: A one-time incentive may also be granted to newly relocated enterprises that do not fall within the scope of the aforementioned six categories but have contributed an average of over CNY 20 million to the original area over the past three years while being aligned with the functional positioning of the Beijing Municipal Administrative Center.

h. Other key enterprises: A certain amount of incentive may be granted according to the above standards to other enterprises that are in line with the future industrial development of Tongzhou District and have either made significant economic and social contributions to the district or have prominent clustering and guiding effects within specific industries.

2. Office space subsidies

Newly established or relocated key enterprises in Tongzhou District that rent self-use office space in the district and are in line with the functional positioning of the Beijing Municipal Administrative Center may be eligible for rental subsidies for a maximal period of three years. (For self-built or purchased office space, please refer to the aforementioned criteria for incentives.)

Implementation Measures for Services for Senior Executives and Professionals of Key Enterprises

1. Housing rental services. The housing needs shall be addressed for senior executives and professionals of key enterprises who have made outstanding contributions according to particular conditions and relevant policies.

2. Services for household registration in Beijing. Assistance will be actively provided to key enterprises that have made notable contributions to regional economic development and excelled in driving industrial development in relevant procedures of talents introduction as well as non-Beijing resident graduates.

3. Health services. Green channel healthcare services shall be provided for senior executives and professionals of key enterprises who have made outstanding contributions, including outpatient services, inpatient services, surgery appointments, health care services, and health examination.

4. Services for school enrollment of children. During the preschool and compulsory education phase, assistance may be provided to executives and professionals of key enterprises who have made outstanding contributions in enroll their school-age children in schools or kindergartens according to actual needs and relevant policies.

5. Services for coordination of government affairs. "One-to-one" full-process assistance and "green channel" services may be provided to key enterprises in administrative approval-related affairs concerning business registration, taxation and personnel services.

6. Services for application for Work and Residence Permit. In accordance with relevant policies and regulations, assistance may be actively provided to senior executives and professionals of key enterprises who are not registered in Beijing in applying for Work and Residence Permits.

7. Services for exit and entry facilitation. In accordance with relevant regulations, "green channel" services may be provided to senior executives and professionals of key enterprises in handling matters related to entry and exit.

8. Other services. Other services determined through the research of the Industry Promotion Committee of the district.

Implementation Measures for Special Support Fund for the Development of Key Enterprises

1. Subsidy for operating premises. Subsidies within the limit for premise purchase may be granted to eligible enterprises that purchases new operating premises in Tongzhou District. Subsidies within the annual limit for rental expenses may be granted to eligible enterprises that lease new operating premises in the district. Subsidies within the limit for decorations may be granted to eligible enterprises that renovate their operating premises.

2. Subsidies for listed/quoted enterprises. Subsidies may be paid by stages within the amount of expenses incurred may be granted to eligible enterprises that are applying for initial public offerings (IPOs) on China's main board, SME board, and Growth Enterprise Market, registered on the Science and Technology Innovation Board for IPOs, quoted by the National Equities Exchange and Quotations (NEEQ) or listed on overseas stock markets. A certain amount of financial subsidies may be granted to eligible enterprises that have transferred from NEEQ to domestic or overseas capital markets recognized by the district government, or eligible enterprises listed overseas and returning to the main board, SME board, or Growth Enterprise Market. Upon approval by the China Securities Regulatory Commission, eligible non-listed enterprises that have acquired publicly listed companies in other places through M&A and relocated the registration and taxation of listed entities to Tongzhou District may apply for subsidies subject to the above criteria.

3. Subsidies for R&D investment. Eligible enterprises may receive subsidies based on their ratified R&D expenditures during the previous year.

4. Subsidies for loan interest. Eligible enterprises that have obtained bank loans may receive subsidies within the range of accrued interest of the current year.

5. Subsidies for infrastructure construction. Subsidies based on the actual expenses incurred to eligible enterprises for such purposes as space renovation, environmental improvement, and housing construction.

6. Incentives for senior executives and professionals of enterprises. A certain amount of incentives and subsidies may be given to senior executives and professionals who have made important contributions.

7. Operational subsidies. For eligible enterprises making significant contributions to the region as identified by the Tongzhou District Industrial Promotion Association, a certain amount of financial subsidies may be given according to their comprehensive contributions.

8. Incentives for settlement of enterprises. The support methods, criteria and application for enterprise settlement incentives shall be subject to the provisions of the Implementation Measures for Incentives for the Settlement of Key Enterprises in Tongzhou District.
