Foreign doctoral graduates who are invited by innovation and entrepreneurship entities can apply for the Confirmation Letter for High Level Foreign Talents. After obtaining the Confirmation Letter for High Level Foreign Talents, they can apply for a foreign talent visa (R Visa) with a maximum validity period of 10 years, and their spouses and minor children can also apply for a visa of the same validity period.

Foreign doctoral graduates who are invited by institutions of higher education, scientific research institutions and high-tech enterprises in Beijing.

The applicant shall hold a doctoral degree and the time of obtaining a doctoral degree shall not exceed 5 years.

The application materials required for the Confirmation Letter for High Level Foreign Talents include: application form; invitation letter from employers in China; passport; certificate of doctor's degree.
