Foreign talents can apply for a work permit via industrial parks, incubators or other entrepreneurship carriers in their entrepreneurial process.

This policy is applicable to the foreign talents who start businesses in incubators or other entrepreneurship carriers. The entrepreneurship carriers include: national-level incubators for technological enterprises; university science parks in Beijing accredited by competent departments; municipal-level demonstration bases for business incubation; and municipal-level incubators for technological enterprises.

1. The foreign talents who have already settled in entrepreneurship carriers, but have not yet finished the registration of their own enterprises in their entrepreneurial process.

2. The basic conditions specified in the Notice on Issuing the Service Guide to the Foreigner's Work Permit in China (for Trail Implementation) (Wai Zhuan Fa [2017] No.36).

1. Application submission: entrepreneurship carriers, as the submitter of applications for a work permit for foreign entrepreneurial talents, shall be fully responsible for the recommended foreign talents who are still in their entrepreneurial process.

2. Application process: entrepreneurship carriers shall apply for the Notification Letter of Foreigner's Work Permit in the People's Republic of China and the Foreigner's Work Permit for the applicants in accordance with the Notice on Comprehensively Implementing the Work Permit System for Foreigners in China (Wai Zhuan Fa [2017] No. 40) and the Notice on Issuing the Service Guide to the Foreigner's Work Permit in China (for Trail Implementation) (Wai Zhuan Fa [2017] No.36); if the applicants stay in China, hold a valid visa, and meet relevant conditions, the entrepreneurship carriers can also directly apply for the Foreigner's Work Permit for them. The materials that carriers shall submit when filing an application include: application form, passport, certificate of no criminal record, certificate of physical examination, and incubation certificate for foreign talents issued by entrepreneurship carriers.

3. Follow-up management: entrepreneurship carriers shall promptly go through various procedures such as the change, cancellation, and extension of work permit according to the actual work situation of foreign talents, and assume the responsibility to ensure a proper management of foreign talents. After foreign talents register and establish a startup, they shall re-apply for a work permit with the newly registered enterprise as the application entity in a timely manner. Before the expiration of work permit, entrepreneurship carriers shall make relevant assessments and apply for the extension or cancellation of work permit as needed. In principle, such work permit can be renewed for only once.
