At the Press Conference on Trade and Investment Facilitation of Beijing's "Reform Version 5.0" for Improving Business Environment held on December 27, Li Qiong, Deputy Director of Chaoyang District Commerce Bureau, stated that 658 new foreign-funded enterprises were established in Chaoyang District from January to November. This was a 51.3 percent increase year-on-year and accounted for 38.4 percent of the city's total. During the same period, the actual utilization of foreign investment in Chaoyang District totaled USD 5.09 billion, up 10.1 percent year-on-year and accounting for 33.6 percent of the city's total. Meanwhile, contracted foreign investment reached USD 14.9 billion, a massive surge of 163.2 percent year on year. From January to October, the district's total import and export of goods reached CNY 1178.45 billion, an increase of 29.9 percent year-on-year, accounting for 47.5 percent of Beijing's total and sustaining Chaoyang's highest rank in the city.
To create a favorable investment environment for enterprises, Chaoyang District has taken the lead in exploring wholly foreign-funded operational vocational education and training and stepped up the launch of key projects such as the University of Hong Kong Beijing Center. Chaoyang District has enriched high-end international medical resources in the district by commencing construction of the 240,000-sqm Beijing Jiahui International Hospital. Hospitals such as United Family and China-Japan Friendship Hospital and more than 40 large international insurance companies have achieved real-time settlements for commercial insurance.
At the same time, Chaoyang District has provided strong policy support for enterprises. It has utilized the guiding role of policies to their fullest extent and supported the development of an export-oriented economy through various policies and measures. So far this year, Chaoyang District has rewarded 18 enterprises that actually utilized foreign investment of USD 50 million or more in the previous year, including Daimler (China) Commercial Vehicle Investment Co., Ltd., with more than CNY 14 million for their contribution to the actual utilization of foreign investment. The district also gave nearly CNY 10 million to support the development of three enterprises, including Coloplast and Chuanfu Yunxi, as they were certified by Beijing Municipality as the regional headquarters (including Asia-Pacific headquarters) of multinational companies.
