I. Beijing Emergency Management Bureau (hereinafter abbreviated as the municipal emergency management bureau) is a bureau-level constituent authority of the municipal government.
II. The municipal emergency management bureau implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on emergency management and relevant work requirements of the municipal Party committee, and adheres to and strengthens the centralized and unified leadership of the Party on emergency management in the course of performing its duties. Its Main responsibilities are:
1. Being responsible for the emergency management in Beijing Municipality, guiding the various authorities and entities of each district to deal with emergencies concerning work safety, natural disasters, etc and carry out comprehensive disaster prevention, mitigation and relief. Being responsible for the comprehensive supervision and administration of work safety as well as the supervision and administration of work safety in industrial, mining, commercial and trade sectors.
2. Formulating the emergency management, work safety and other policies of Beijing Municipality, organizing the preparation of the plans for the construction of emergency response system, work safety and comprehensive disaster prevention and mitigation, drawing up the drafts of relevant local laws and government regulations, organizing the formulation of relevant regulations and standards and supervising the implementation thereof.
3. Guiding the construction of Beijing's emergency response plan system, establishing and improving the hierarchical response system for accidents and natural disasters, organizing the preparation of Beijing's overall emergency response plan and special plans for emergencies of work safety, natural disaster and other categories, comprehensively coordinating emergency response plans, organizing drills of such plans, and promoting the construction of emergency shelter facilities.
4. Taking the lead in the establishment of a unified emergency management information system of Beijing Municipality, being responsible for the planning and layout of information transmission channels, building up a monitoring, early warning and disaster reporting system, improving the mechanism for the acquisition and sharing of natural disaster information resources, and releasing the information on disasters in a unified way according to the law.
5. Organizing, guiding and coordinating the rescue work in emergencies of work safety, natural disaster and other categories, comprehensively studying and judging the development trend of emergencies and putting forward countermeasures, and assisting the persons in charge designated by the municipal Party committee and the municipal government in organizing the emergency response to major disasters.
6. Coordinating and directing the municipality's various professional teams for emergency response in a unified way, establishing an emergency coordination and linkage mechanism, promoting the docking of command platforms, engaging the People's Liberation Army with the Armed Police in emergency rescue work, guiding fire rescue teams of Beijing Municipality in emergency rescue work.
7. Comprehensively planning the construction of emergency rescue forces in Beijing Municipality, being responsible for organizing the construction of professional emergency rescue forces such as fire fighting, forest fire fighting, flood fighting and emergency rescue, earthquake and geological disaster rescue, work-related accident rescue, etc, and guiding the establishment of comprehensive emergency rescue teams and the building up of emergency rescue forces in all districts and non-governmental emergency rescue forces.
8. Being responsible for the fire control management in Beijing Municipality, and guiding the work concerning fire control supervision, fire prevention, firefighting, etc.
9. Guiding and coordinating the prevention and control of forest fires, floods and droughts, earthquakes and geological disasters in Beijing Municipality, being responsible for the comprehensive monitoring and early warning of natural disasters, and guiding the comprehensive risk assessment of natural disasters.
10. Organizing and coordinating the disaster relief work in Beijing Municipality, organizing and guiding the disaster verification, loss assessment and disaster relief and donation, and administering and distributing the municipal disaster relief funds and materials and supervising the use thereof.
11. Exercising the authority of comprehensive supervision and administration of work safety in Beijing Municipality according to the law, guiding, coordinating, supervising, and inspecting the work on production safety of the relevant authorities of the municipal government and the district governments, and organizing and carrying out supervision and assessment of work safety.
12. In accordance with the hierarchical and jurisdiction principle, supervising and inspecting production and operation entities in the industrial, mining, commercial and trade sectors in their implementation of the laws, regulations and standards on work safety, their work safety conditions and their work safety management of the relevant equipment (except for special equipment), materials and labor protection products. Organizing, guiding and supervising the implementation of the access system for safety of production according to the law. Being responsible for comprehensively supervising and administering the safe handling of hazardous chemicals, and supervising and administering the safety of firework and firecracker operation entities. Being responsible for supervising and administering work safety in coal mines and other types of mines.
13. Organizing and guiding the investigation and handling of coal mine accidents in Beijing Municipality, supervising the investigation of such accidents and the accountabilities thereof in accordance with the law. Organizing the investigation and evaluation of natural disaster emergencies.
14. Carrying out foreign exchange and cooperation in emergency management, organizing and participating in overseas rescue operations in emergencies, such as natural disasters and disasters of other categories.
15. Formulating the plans for reserves of emergency supplies and emergency relief equipment of Beijing Municipality and organizing the implementation thereof, and establishing and improving the emergency supplies information platform and allocation system in conjunction with the municipal food and strategic reserves administration and other authorities, so as to realize unified allocation in the course of disaster relief.
16. Being responsible for the publicity, education and training on emergency management and work safety in Beijing Municipality, and organizing and guiding the scientific and technological research, the promotion and application of such research results and the informatization on emergency management and work safety.
17. Undertaking the specific work of the emergency response committee, being responsible for planning, organizing, coordinating, guiding and inspecting the emergency response work and the development of plans, systems, mechanisms and laws on emergency management. Undertaking the specific work of the municipal work safety committee, the municipal fire safety committee (the municipal forest fire prevention headquarters) and the flood control and drought relief headquarters of the municipal people's government.
18. Performing other tasks assigned by the municipal Party committee and the municipal government.
19. Transformation of functions. The municipal emergency management bureau shall strengthen, optimize and comprehensively coordinate the efforts made to enhance the emergency response capability of Beijing Municipality, establish an authoritative and efficient emergency response capability system featuring unified leadership and a match between power and responsibilities, and promote the formation of a responsive emergency management system with unified command and upper and lower linkage that is equipped with both special and standing forces and is applicable for both peacetime and wartime use. First of all, it shall adhere to the principle of prevention first and of the combination of prevention, mitigation and relief, stick to the unity of disaster mitigation as daily routine and disaster relief as emergency response, strive to realize the shift from focusing on post-disaster relief to focusing on pre-disaster prevention, from dealing with a single disaster to comprehensive disaster mitigation, from reducing disaster losses to mitigating disaster risks, improve the emergency management level and disaster prevention, mitigation and relief capabilities of Beijing Municipality, and prevent and resolve serious and major safety risks. Second, it shall insist on the principle of putting people first, place the safety of the people's lives above anything else, ensure the basic living needs of the people affected by disasters, strengthen emergency drills, enhance the awareness of disaster prevention and mitigation of all people, enhance the popularization of knowledge to the public, improve self-and mutual-rescue skills, and effectively reduce casualties and property losses. Third, it shall establish a concept of safe development, adhere to the principle of putting life and safety first, improve the responsibility system for work safety, and resolutely prevent serious and major accidents.
20. Divison of relevant responsibilities.
A. Assignment of responsibilities on the prevention and relief of natural disasters with the municipal commission of planning and natural resources, the municipal water authority, the municipal gardening and greening bureau and other authorities.
a. Beijing Emergency Management Bureau shall be responsible for organizing the preparation of the overall emergency plan and special plans for work-related emergencies, natural disaster and, natural disaster and disasters of other categories, comprehensively coordinating the link-up of emergency response plans, and organizing and carrying out the drills of such plans. Guiding the natural disaster emergency relief according to the hierarchical responsibility principle; organizing and coordinating the emergency relief work for major disasters, and making decisions within its authority; assisting the officials in charge designated by the municipal Party committee and the municipal government in organizing emergency response to and disposal of major disasters. Organizing the preparation of comprehensive disaster prevention and mitigation plans, guiding and coordinating relevant authorities to carry out the prevention and control of forest fires, floods and droughts, earthquake disasters and geological disasters; working in conjunction with the municipal commission of planning and natural resources, Beijing Water Authority, Beijing Gardening and Greening Bureau, the Beijing Meteorological Service, Beijing Earthquake Agency and other relevant authorities to establish a unified emergency management information platform, establishing a monitoring, early warning and disaster reporting system, improving the mechanism for the acquisition and sharing of natural disaster information resources, and the release of information on disasters in a unified way according to the law. Carrying out comprehensive monitoring and early warning of multiple disasters and disaster chains, and guiding and carrying out the comprehensive risk assessment of natural disasters. Being responsible for monitoring and issuing early warning on forest fire, and releasing the information concerning forest fire and fire disaster.
b. The municipal commission of planning and natural resources shall be responsible for implementing the relevant requirements laid down in the comprehensive disaster prevention and mitigation plans, organizing the preparation of geological disaster prevention plans and protection standards, and organizing the implementation thereof; organizing the guidance for, coordination of and supervision on surveys and evaluation of geological disasters as well as comprehensive, detailed surveys and screening of hidden risks; guiding and carrying out collective predication and prevention, professional monitoring, forecasting and early warning, etc, and guiding and carrying out the engineering management of geological disasters; and undertaking technical support for emergency response and relief in geological disasters.
c. Beijing Water Authority shall be responsible for implementing the relevant requirements laid down in the comprehensive disaster prevention and mitigation plans, and organizing the preparation of plans and protection standards for the prevention and control of flood and drought disasters, and guiding the implementation thereof; undertaking monitoring and early warning of water regimen and drought regimen; organizing development plans for flood prevention and the dispatch of drought relief and the dispatch of emergency water volume, submitting them for approval according to procedures and organizing the implementation thereof; and undertaking the technical support for flood prevention and urban inland waterlogging emergency relief.
d. Beijing Gardening and Greening Bureau shall be responsible for implementing the relevant requirements laid down in the comprehensive disaster prevention and mitigation plans, and organizing the preparation of plans and protection standards for forest fire prevention and control and guiding the implementation thereof; guiding and carrying out fire prevention patrol, fire source management, construction of fire prevention facilities, and publicity and education on fire prevention knowledge; and organizing and guiding the state-owned forestry farms to carry out fire prevention work such as monitoring, early warning, supervision and inspection.
e. When necessary, the municipal commission of planning and natural resources, Beijing Water Authority, Beijing Gardening and Greening Bureau and other authorities may request Beijing Emergency Management Bureau to undertake relevant prevention and control work in the name of the city's relevant emergency response headquarters of the municipality.
B. Assignment of responsibilities on the municipal reserve of disaster relief supplies with the municipal food and strategic reserves administration.
a. The municipal emergency management bureau shall be responsible for putting forward the reserve requirements and making utilization decisions of municipal disaster relief supplies, organizing the preparation of municipal plans, catalogues and standards for the reserve of disaster relief supplies, determining the annual purchase plan in conjunction with the municipal food and strategic reserves administration, and giving utilization instructions as needed.
b. The municipal food and strategic reserves administration shall be responsible for the purchase, stockpile, rotation and daily management of municipal disaster relief supplies according to the municipal plans, catalogues, standards and annual purchase plan for the reserve of disaster relief supplies, and organizing the deployment of such supplies following the procedures according to the utilization instructions of the municipal emergency management bureau.
