The Social Work Commission of the Beijing Municipal Committee of the CPC (hereinafter referred to as the social work commission of the municipal Party committee) is an agency of the municipal Party committee, and Beijing Municipal Civil Affairs Bureau (hereinafter referred to as the municipal civil affairs bureau) is a constituent authority of the municipal government. The social work commission of the municipal Party committee works together with the municipal civil affairs bureau as one office, which has hierarchical bureau status.

The social work commission of the municipal Party committee and the municipal civil affairs bureau implement the guidelines, policies, decisions and arrangements of the CPC Central Committee on social construction and civil affairs and relevant work requirements of the municipal Party committee, and uphold and strengthen the centralized and unified leadership of the Party on social construction and civil affairs in the course of performing their duties.

I. The main responsibilities of the social work commission of the municipal Party committee:

1. Implementing the guidelines, policies, decisions and arrangements of the Central Committee of the CPC on social construction and relevant work requirements of the municipal Party committee, and studying and putting forward suggestions on work and organizing the implementation thereof.

2. Studying and putting forward the overall planning, important policies and plans for the social construction in Beijing, and serving the macro decision-making of the municipal Party committee.

3. Providing macro guidance, making overall coordination and carrying out supervision and inspection of the implementation of key tasks of social construction in Beijing Municipality. 

4. Formulating plans, policies and measures for the reform of Beijing's social administration system and the construction of the social mobilization system and mechanism in the social field, and organizing the implementation thereof.

5. Being responsible for studying and promoting the reform of the subdistrict administration system of Beijing Municipality.

6. Coordinating and guiding the districts and relevant entities in carrying out Party building in communities; coordinating and guiding social organizations in their Party building work.

7. Coordinating and guiding the building of social work talent teams in Beijing, formulating the plans, policies and measures for the building of social work talent teams and organizing the implementation thereof, and establishing and improving the system and mechanism with training, evaluation, utilization and incentive as the main contents.

8. Being responsible for guiding, supervising and inspecting the social construction work in all districts.

9. Performing other tasks assigned by the municipal Party committee and the municipal government.

II. The main responsibilities of the municipal civil affairs bureau:

1. Implementing the laws, regulations, rules and policies of the state on civil affairs, drawing up the drafts of local laws and government regulations of Beijing Municipality and organizing the implementation thereof. Formulating medium- and long-term development plans and policies for civil affairs and supervising the implementation thereof.

2. Being responsible for the registration, supervision and administration of social groups, social service institutions and foundations in Beijing Municipality according to the law. Guiding the registration and administration of social groups and social service institutions in all districts.

3. Formulating development plans, policies and standards for social welfare undertakings in Beijing Municipality; drawing up measures for the administration of social welfare institutions and welfare lottery sales. Guiding the sale of welfare lottery and the use and administration of lottery public welfare funds. Organizing the formulation of policies to promote the development of charities, and organizing and guiding the social donation work. Organizing the formulation of social welfare policies for the elderly, the orphans, the disabled and other groups with special needs, and guiding the protection of their rights and interests. Being responsible for the administration of people exceeding the age for conversion from farmer into worker due to land requisition for construction.

4. Being responsible for planning, promoting, supervising, guiding, monitoring and administering the old-age care work. Formulating policies, draft regulations, standards and plans for the construction of the old-age care service system and organizing the implementation thereof.

5. Putting forward suggestions on strengthening and improving the building of primary-level political authority in urban and rural areas. Keeping contacts with subdistrict offices. Promoting the development of democratic politics at the primary level.

6. Coordinating and promoting the construction of urban and rural communities in Beijing Municipality, formulating plans, policies and measures for the construction of urban and rural communities and organizing the implementation thereof. Formulating and organizing the implementation of specific measures for the development of self-governance among people at the primary level in urban and rural areas.

7. Organizing the formulation of Beijing's plans, policies and standards for urban and rural social assistance; improving the urban and rural social assistance systems and being responsible for the minimum living guarantee for urban and rural residents, temporary assistance, and assistance for vagrants and beggars who have no means of living in the city. Being responsible for providing basic necessities for people experiencing extreme difficulties.

8. Formulating the policies for the reward and protection of persons taking courageous acts for a just cause, and being responsible for organizing the implementation of reward and protection for voluntary actions against injustice.

9. Working out the policies of Beijing Municipality on administration of marriage, administration of funeral and interment and adoption of children, being responsible for promoting the reform of marriage customs and funeral and interment, and guiding the administration of marriage, funeral and interment, adoption and social aid institutions.

10. Undertaking the administration of support services for petitioners from localities away from Beijing who are appealing for help to higher authorities in Beijing and petitioners who do not follow the normal procedure of appealing for help to higher authorities.

11. Drawing up the policies for the administration of administrative divisions of Beijing Municipality. Being responsible for examining and approving the establishment, naming and alteration of the administrative area of Beijing Municipality and the relocation of government residence. Being responsible for administering the administrative boundary of Beijing Municipality. Being responsible for the mediation of border disputes of all districts.

12. Being responsible for the registration management and continuing education of social work talents of Beijing Municipality. Being responsible for the administration of the volunteer service work in Beijing Municipality.

13. Performing other tasks assigned by the municipal Party committee and the municipal government.

14. Division of responsibilities.

A. Division of responsibilities with the Municipal Health Commission. The Municipal Health Commission shall be responsible for comprehensively coordinating, supervising and guiding, organizing and promoting the development of the elderly undertakings, and performing the duties of disease prevention and treatment as well as the mental health and care services, and other health work for the elderly. The Municipal Civil Affairs Bureau shall be responsible for comprehensively promoting, urging and guiding, supervising and managing the elderly care services in Beijing Municipality, drawing up the policies, drafts of laws and regulations, standards and plans for the building of the elderly care service system and organizing the implementation thereof, and looking after the welfare of the elderly and providing assistance for those with special needs.

B. Assignment of responsibilities with the Municipal Medical Insurance Bureau. The Municipal Civil Affairs Bureau shall be responsible for the identification of people eligible for medical assistance. The municipal medical insurance bureau shall be responsible for formulating the medical assistance policies and organizing the implementation thereof.
