Beijing Municipal Health Commission (abbreviated as the municipal health commission) is a bureau-status constituent authority of the municipal government.

Beijing Municipal Health Commission implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on health work and relevant work requirements of the municipal Party committee, and adheres to and strengthens the unified leadership of the Party on health work in the course of performing its duties. Its main functions include:

I. Being responsible for drafting local regulations and government regulations related to health. Planning and coordinating the allocation of health service resources in Beijing, and formulating and organizing the implementation of a regional health development plan. Coordinating and promoting health informatization and statistical work.

II. Being responsible for organizing and coordinating the reform of the medical and health system, studying and developing plans, policies, implementation plans and related supporting measures for the reform of the medical and health system. Working out and organizing the implementation of the policies and measures for promoting the public health services by providing multiple providers and diversified methods. Offering suggestions for policies on medical services and drug price policies.

III. Being responsible for disease prevention and control. Formulating disease prevention and control plans, immunization plans and intervention measures for public health problems that seriously endanger the health of residents, and organizing the implementation thereof. Being responsible for the building and administration of Beijing's health emergency response system. Formulating health emergency response and emergency medical rescue plans and public health emergency monitoring and risk assessment plans, organizing and guiding the prevention and control of public health emergency events and medical and health rescue of various public health emergency events.

IV. Organizing the development and coordinating the implementation of national and municipal policies and measures for dealing with aging of population, and being responsible for promoting the building of the elderly health service system and the combination of medical care and elderly support.

V. Being responsible for the implementation of the national drug policy and the national essential drug system in Beijing Municipality, organizing the implementation of the national essential drugs list, carrying out monitoring of drug use, clinical comprehensive evaluation and early warning of shortage of drugs in Beijing Municipality. Organizing and carrying out the monitoring and assessment of food safety risks.

VI Being responsible for the supervision and administration of public health work within the municipality's scope of responsibility such as health related occupations, radiation, environmental sanitation, sanitation in schools, sanitation in public places and sanitation of drinking water, being responsible for the prevention, control and supervision of infectious diseases, and improving the comprehensive health supervision system.

VII. Being responsible for the supervision and administration of the medical and health industry in Beijing Municipality. Organizing the formulation of specifications and standards for the administration of medical institutions and their medical treatment, rehabilitation, nursing services, medical technology, medical quality, medical safety and blood collection and supply institutions, and supervising the implementation thereof. Organizing the formulation of codes on medical and health professional ethics and regulations on the practice administration of medical personnel. Establishing the evaluation and supervision systems for medical treatment, rehabilitation, nursing, public health and other services. Undertaking relevant administration work to encourage social forces to provide medical and health services. Building a harmonious doctor-patient relationship.

VIII. Being responsible for the family planning administration and service work in Beijing Municipality. Organizing the monitoring of the newly-born population dynamics in Beijing, and putting forward suggestions for the release of population monitoring, early warning and forecasting information in Beijing Municipality. Organizing the implementation of the family planning policy in Beijing Municipality.

IX. Being responsible for drawing up and organizing the implementation of policies and measures on primary-level health, maternal and child health, elderly health and mental health in Beijing Municipality, and guiding the building of primary-level health, maternal and child health, elderly health and mental health systems in Beijing Municipality. Promoting the equalization of basic public health and health services for the elderly, and improving the new mechanism for primary-level operations and the administration systems for rural doctors and general practitioners. Organizing and carrying out patriotic health campaigns and health promotion initiatives. Participating in promoting the innovation and development of health science and technology.

X. Being responsible for the medical care for the health care targets of Beijing Municipality and health care targets of central entities whose medical relationship is in Beijing Municipality. Being responsible for the administration of medical care for officials in Beijing Municipality and the districts. Participating in the organization and implementation of medical and health supportive work for major events held in Beijing Municipality.

XI. Administering Beijing Administration of Traditional Chinese Medicine, administering Beijing Seniors Association as delegated, and performing centralized administration on Beijing Hospitals Authority.

XII. Completing other tasks assigned by the municipal Party committee and the municipal government.

XIII. Transformation of functions. First, the commission shall focus more efforts on prevention and health promotion, strengthen the prevention and control of major diseases, actively respond to aging of population, and improve the health service system. Second, it shall pay more attention to the shift of work focus and allocation of resources to lower levels, and promote the extension of public health resources to the primary level and the coverage of rural areas. Third, it shall make greater efforts to strengthen the administration of the whole industry, improve the service quality and level, and promote the equalization, generalization and convenience of basic public health services. Fourth, it shall coordinate and promote the deepening reform of the medical and health system,  redouble the efforts for the reform of public hospitals, and promote the public health services by providing multiple providers and diversified methods.

XIV. Assignment of relevant responsibilities.

1. Division of responsibilities related to the municipal commission of development and reform. The municipal health commission shall be responsible for organizing and carrying out the population monitoring and early warning work in the municipality, and studying and offering policy recommendations on the quantity, quality, structure and distribution of population related to childbirth in the municipality. The municipal commission of development and reform shall be responsible for organizing monitoring and assessment of changes in population and the impact the changes may make, establishing the population forecasting system, formulating the municipal plan for population development and population policies, and studying and offering policy recommendations for the coordinated and sustainable development of population and economy, society, resources and environment, and the overall promotion of the long-term balanced development of population.

2. Division of responsibilities related to the municipal bureau of civil affairs. The municipal health commission shall be responsible for comprehensively coordinating, supervising and guiding, organizing and promoting the development of the elderly care services, and undertaking prevention and treatment of diseases of the elderly, medical care for the elderly, mental health and care services for the elderly, and other health work for the elderly. The municipal bureau of civil affairs shall be responsible for comprehensively promoting, urging and guiding, supervising and managing the elderly care services, drawing up the plans, drafts of regulations, policies and standards for the building of the elderly care service system and organizing the implementation thereof, and providing the welfare for the elderly and the relief for those with special needs.

3. Division of responsibilities related to Beijing Customs. The municipal health commission shall be responsible for the overall prevention and control of infectious diseases and emergency response to public health emergencies. The municipal health commission and Beijing Customs shall establish and improve a cooperative mechanism for coping with infectious diseases and epidemic situations at ports and public health incidents, a mechanism for notification and communication of information on infectious disease and epidemic situations, and public health incidents, and a mechanism for notification and collaborative processing of imported epidemic cases at ports.

4. Division of responsibilities related to the municipal administration for market regulation. The municipal health commission shall be responsible for food safety risk assessment and, in conjunction with the municipal administration for market regulation and other authorities, develop and implement food safety risk monitoring plans. If the municipal health commission discovers by monitoring food safety risk or receiving reports on possible hidden food safety risks, it shall immediately organize an inspection and food safety risk assessment and promptly notify the municipal administration for market regulation of the results of the food safety risk assessment, and in respect of food on which a non-safety conclusion is drawn, the municipal administration for market regulation shall take immediate measures. If the municipal administration for market regulation finds in the supervision and administration that a food safety risk assessment is necessary, it shall promptly make recommendations to the municipal health commission.

5. Division of responsibilities related to the municipal bureau of medical Insurance. The municipal health commission, the municipal bureau of medical insurance and other authorities shall strengthen the linkage of systems and policies in medical care, medical insurance, medicine, and other respects, establish a mechanism for communication and consultation and information sharing, jointly promote the reform, and improve the fairness and efficiency of medical and health services and the level of medical security.

6. Division of responsibilities related to the municipal food and drug administration. The municipal food and drug administration shall, in conjunction with the municipal health commission, establish a mutual notification mechanism and a joint disposition mechanism for major adverse drug reactions and medical device adverse events.
