According to the Notice of the State Administration of Foreign Experts Affairs on Issuing the Service Guide to the Foreigner's Work Permit in China (for Trial Implementation), any foreigner seeking to work in China shall meet the following conditions.

(I) Basic conditions for employers:

1. The employer must be legally established with no serious legal violations or records of dishonesty. The positions offered to foreigners should be of special need that cannot be met by suitable candidates domestically and must comply with national regulations. The salary paid to foreign employees cannot be lower than the local minimum wage.

2. For pre-approval by the industry competent authority by law, it shall be approved.

(II) Basic conditions for applicants:

1. Applicants should be at least 18 years old, in good health, without any criminal record, have a confirmed employer in China, and possess the professional skills or knowledge necessary for the job.

2. The jobs undertaken should meet the economic and social development needs of China and belong to professions urgently needed and scarce domestically.

3. Specific laws or regulations regarding foreigners working in China will be applicable.
