Foundational education

Shunyi District now has 113 public primary and secondary schools, kindergartens, and vocational schools, with 90 thousand students and nine thousand faculty members. Also, it has 17 private schools, with more than 3,000 students and 500 faculty members. In addition, the district has 7 universities, with 14 thousand students and 1,200 faculty members.

For many years, Shunyi District has insisted to carry out administration and teaching according to laws. On the basis of ensuring the educational funds and realizing the "three growths", the district endeavors to collect capitals and improves the school conditions. Those primary and secondary schools are successively equipped with high-standard laboratories of physics, chemistry, and biology, language classrooms, manual labor and skills classrooms, and computer rooms, multi-functional electrification classrooms, and audiovisual classrooms for teachers to prepare lessons. Also, these schools are added with a great deal of teaching instruments and facilities and books, and the modernization level of teaching methods is further elevated.

As for the construction of teaching staff, the district ensures the sources by regulating the entry permission, keeps the stability by implementing the treatment, and realizes the improvement by intensifying the training, so as to continuously enhance the spiritual and professional qualities of those teachers. The professional qualification rate for kindergarten teachers is 90%, and the qualification rates for primary and secondary school teachers are 100% and 94% respectively. The kindergarten teachers with academic credentials above the junior colleges account for 30%, this proportion of the primary teachers is 50%, and the secondary schools with academic credentials above the undergraduate account for 60%. And a qualitative and stable team of cadres and teachers with reasonable structure has come into form.

In 1997, Shunyi District was identified as the experiment district of Beijing to carry out quality education. In 2001, Shunyi District further undertook the reformation and experimentation of textbooks of Beijing fundamental education courses. The district grasped this opportunity, carried out positive exploration and bold practice in reforms of classroom teaching, examination system, and education evaluation system, and energetically pushes forward the quality education, causing the teaching quality to be stably elevated. The district has frequently won prizes around Beijing and even the whole country in the competitions of subjects, science and technology, as well as culture and sports. The admission numbers of college entrance examination in the past 31 years have continuously laid the first place among Beijing's remote suburban districts and counties, and especially in 1998 and 2000, Beijing's No. ones in art and science of college entrance examination have both come from Shunyi District. In 2007, among 7,782 students, there are 6,899 students which have been admitted by the undergraduate and junior colleges, with the admission rate of 88.7%. Among them, the number of those who are admitted to undergraduate colleges is 4,263, with the admission rate of 54.8%, and there are 77 students who have entered Tsinghua University and Peking University, increasing by 13 compared with that in 2006.

In 1989, 1996, and 2003, Shunyi District was honored as the "National Advanced District of Childhood Education". In 1993, Shunyi District passed through the inspection of National Education Committee and realized the target of popularizing nine-year compulsory education. Shunyi was honored as the "National Advanced County of Functional Education" in 1987, the National Advanced County of "Two-bases" in 1997, the National Advanced District of "Two-bases" and "National Advanced District of Special Education" in 2001, and Beijing's Advanced District of Education.

Vocational education

At present, Shunyi District possesses 4 secondary vocational schools and one higher vocational technical college, among which is one state-level secondary vocational school and one demonstration school of Beijing secondary vocational schools. Now, with more than 200 classes and approximate 10 thousand students, these schools set up more than 30 majors such as computer and its application, cooking, making and marketing of clothes, operation and repair of vehicles, electrics and information technology, as well as microelectronic techniques and parts.

In the past few years, Shunyi District has carefully implemented the "Vocational Education Law of the People's Republic of China", and the "Implement Methods of the Vocational Education Law in Beijing", strives to improve the school conditions, pays close attention to the economic and social developments and endeavors to create the characteristics of vocational education. The school running mode has been transformed to the open, compound, and vocational style from previous enclosed, single, and general style. By organizing related professional qualification examinations, technical grades evaluation and professional techniques competition, and carrying out the multi-certifications system of the vocational education, Shunyi District has succeeded to train some compound talents, and enhance students' employment competition abilities, which receives appraisal from employing units. Since the 10th Five-Year Plan, the district has trained more than 20 thousand graduates of secondary vocational schools and finished 500 thousand of various professional trainings, which helps to boost qualities of labors and promote economic growth.

Culture

The district is full of various facilities of culture and entertainment, including Worker's Culture Palace, cinema and theater, library, and museum. There are 9 units involved in movies screening, 20 culture stations, 335 village-level clubs and culture compounds, one public library with 210 thousand books, and 9 district-level cultural sites under special protection. At the same time, the printing industry has been vigorously developing. The investment invitation of Beijing printing industrial base keeps pace with the municipal infrastructure's construction. So far, it has attracted 18 investors and the investments total 1.25 billion CNY. The public cultural activities are deeply developed and the public cultural living is very rich, with a series of cultural activities of "New Spring in February", "Summer Culture Square", and "Golden Autumn in October" aiming to popularize and praise the theme of "Beijing Shunyi, the Green International Airport". The broadcast and television closely surround the central tasks of the district, and constantly explore new columns and improve the qualities of programs. The broadcast's yearly programming time is stably increasing, with the covering rate of 100%; the cable television develops quickly, and the covering net of rural and urban areas is gradually perfect. The network access rate stably goes up, and the media's publicity effect has been completely brought into prominence.

Healthcare

In recent years, the whole district takes the opportunities of creating national heath district and continuously intensifies investment to the health software and hardware. The health care system is becoming more and more perfect, the covering rate of community health care reaches to 100%, and the health level of the public has been increased year by year. As a result, the expected life has been heightened to 78.95 years old. Headed by Shunyi District Hospital, Shunyi Chinese Medicine Hospital, and Shunyi Women and Children Health Hospital, the health care net covering the whole district has been established. At present, the district has various health care organizations of 117, and community health care stations of 212, among which are 5 second-level health care organizations, 32 first-level health care organizations, and 80 health care organizations above first level. Also, the district possesses 1,905 patient beds, and 1,258 physicians, which enables every 10 thousand people to have 35.3 patient beds and 23.3 physicians. Relying on the three-grade preventive care net, the preventive care is completely intensified. The A infectious diseases has been effectively curbed, the rate of B infectious diseases is lower than the average level of the district, the vaccine coverage rates of fundamental and intensified immunities are obviously elevated, and the heal care of mother and the new born tend to be standard, systematic and scientific. In order to construct the national health district, towns and Beijing's health villages, the district has positively carried out the national patriotic health activities and made health education enter all households. The rural health care is completely strengthened, the harmless reform of rural toilets is deeply pushed forward, the rural water reform is given more efforts, and the health conditions of rural residents are continuously improved.

Sports

The construction of Shunyi District's sport facilities is continuously intensified, and has built up the sport center sized of 90 thousand square meters which is top level in suburban areas. The sport center has spectator stands, the ground track field, the grass football field, the indoor plastic raceway, the swimming pool, 5 exercise stadiums, as well as the teaching building of the amateur sport school, the dining hall and flats of athletes. In 1999, the sport center was further constructed with modernized open-air swimming pool which is the largest in Beijing suburbs.

The sports industries of Shunyi District are also prosperous, and the golf clubs, country paradise, and skiing resorts and other sport recreation locations have become the resorts for tourists both home and abroad. The horse events of the 6th National Traditional Games of Ethnic Minorities of the People's Republic of China were held in Shunyi. In addition, Shunyi District has succeeded to hold China National Football League Division A, "Airport Cup" National Elderly People's Gate Ball Games, "Chaoba Cup" Women Football Games, "Lijing Cup" Four-side Basketball Games, Beijing 4th Farmer Games, and Beijing Distance Race of Thousands of Farmers to Bid the Olympics. Shunyi Olympic Rowing and Canoeing Park, as venues for water events of 2008 Beijing Olympic Games, is located on the bank of Chaobai River, Shunyi District.

The public body-building fields are pervasive in the district, where 415 basketball courts, 80 fitness rooms, 4 singing and dancing rooms, 32 swimming pools, 45 body-building routes are open to the public. The exercise has become a part of the people's "scientific, health and civilized" living style.

At the same time, the public sport activities are vigorously developed. The Games of All People, the Special Games, the "ICBC Cup" City Circle Race, the "Changshan Cup" Hill Climbing Race, the Farmer Chess Match, the Social Dancing Match, and the Yangko March have become traditional matches of Shunyi District.

The athletic sports of Shunyi District have always located in leading positions among Beijing suburbs. In the Track and Field Games of Beijing School Students, Shunyi Delegation has won 6 successive champions. On behalf of Beijing to take part in the 6th Intercity Games, Shunyi District has won 3 gold medals, 3 silver medals, and one bronze medal. On the international courts, athletes from Shunyi District won honors for many times.
