1. Who is eligible?

Foreigners possessing a valid Foreign Permanent Resident ID Card obtained no earlier than September 25, 2012.

Unemployed Beijing residents possessing a valid Residence Card for Hong Kong, Macao and Taiwan residents obtained no earlier than January 1, 2020 between 16 and 60 years old (excluding students).

2. What are the terms of the annual premium payments?

A. Individuals possessing a Foreigner's Permanent Residence Card

Example 1:

An 1990-born individual possessing a Foreign Permanent Resident ID Card obtained in 2021 that will expire in 2031.

If an individual has paid his/her basic pension insurance premiums for urban and rural residents for at least 15 years in total ever since they were eligible for basic pension insurance coverage, the person could receive basic pension insurance benefits for urban and rural residents on a monthly basis. Note: The Foreigner's Permanent Residence Card or Residence Card for Hong Kong, Macao and Taiwan residents needs to remain valid in that payment period.

Example 2: 

A foreigner, born in 1990, obtained a Foreign Permanent Resident ID Card in 2015, which is valid until 2025.

A foreign resident may start paying insurance premiums upon implementation of the Notice on October 1, 2021. He/she can make a one-time retroactive payment of insurance premiums from 2015 (year when Permanent Resident Card ID was received) to 2020 (6 years), and then pay 9-year insurance premiums from 2021 to the year when he or she reaches 60 years old. After that he or she can receive monthly pension insurance benefits in Beijing.

Note: Since the permanent resident ID card will expire in 2025, the foreigner should renew it after the expiration, otherwise he or she will not be eligible for the pension insurance from 2026 onwards and will not be able to make payments.

Example 3: 

A foreigner, born in 1970, obtained a Foreign Permanent Resident ID Card in 2021, which is valid until 2041.

After registering for insurance this year and starting to make uninterrupted annual payments for 9 years until the age of 60, the foreigner can continue to make uninterrupted annual payments for 6 years by going through the procedure of deferment. Then he or she can enjoy the benefits on a monthly basis from the month following his or her birthday when meeting the condition of accumulating 15 years' payment.

Example 4: 

A foreigner, born in 1955, obtained a Foreign Permanent Resident ID Card in 2013, which is valid until 2030. He or she is over 45 at the time of the implementation of the Notice.

The foreigner was 58 years old when obtaining the valid permanent resident ID card in 2013. After registering for insurance in 2021, he or she can begin to receive monthly pension insurance benefits after directly paying the premiums for the yearsof 2013, 2014 and 2015 in one installment, and the benefits from the month after reaching his/her60th birthday in 2015 to present.

Example 5: 

A foreigner born in 1965 who obtained the Foreign Permanent Resident ID Card in 2015 which is valid until 2030. (The foreigner falls into the category of an applicant who is over 45 years old whenthe policy is implemented.)

After registering for the insurance in the present year and initiating premiums, he or she can first make a one-time retroactive installment covering the time frame from 2015 to 2020 (6 years), and pay premiums in 2021, 2022, 2023, 2024, and 2025, respectively. He or she will receive his or her pension on a monthly basis starting from the month following his or her 60th birthday. (The number of years paid in the lump-sum retroactive payment of premiums and the amount of year-by-year premium payments are calculated cumulatively as 10 years.)

Example 6:

A foreigner born in 1962 who obtained the Foreign Permanent Resident ID Card in 2021, which is valid until 2041. (The foreigner falls into the category of an applicant over 45 years old when the policy is implemented.)

After registering for the insurance during the present year and initiating payments, he or she can pay premiums in 2021 and 2022 respectively. The recipient will receive his or her pension on a monthly basis starting from the month following his or her 60th birthday.

B. Personnel from Hong Kong, Macao and Taiwan

Example 1:

A person from Hong Kong, Macao or Taiwan was born in 1962. In 2019, he or she obtained the residence permit in the Chinese mainland which is valid until 2029.

After registering for the insurance during the present year and initiating payments, , he or she will start to receive his or her pension on a monthly basisin the month following his or her birthday in 2034 after paying insurance premiums for 15 years from 2021 to 2034.

Note: Since his or her residence permit is valid until 2029, he or she should renew the permit after the expiration in 2029, otherwise he or she will not be eligible for the basic elderly insurance for rural and urban residents starting from 2030 and cannot make premiums.

Example 2: 

A person from Hong Kong (or from Macao or Taiwan) was born in 1980, and got the Residence Permit for Hong Kong, Macao and Taiwan residents. The permit is valid from 2019 to 2029.

After registering for the insurance during the present year and initiating payments, he or she can receive a monthly pension after reaching the age of 60 by paying insurance premiums cumulatively for more than 15 years. Please note that the identification of the applicant should be valid during the payment period.

3. How to register for the basic pension insurance and pay the premium?

Foreigners or residents of Hong Kong, Macao and Taiwan, who are eligible for basic pension insurance can register online or take their identifications to the respective government service centers nearby for registration. Foreigners should bring their People's Republic of China Foreign Permanent Resident ID Card and their Registration Form of Temporary Accommodation issued by the respective police station where they reside in Beijing, and any resident from Hong Kong, Macao and Taiwan should bring his/her Residence Permit for Hong Kong, Macao and Taiwan Residents of the People's Republic of China. Foreigners and Hong Kong, Macao and Taiwan residents can select affordable payment plans and pay premiums through bank or online services as per specifications by the tax authorities.

4.How to apply for the withdrawal of the pension?

Those who are eligible for pension withdrawal can apply online or at government service centers nearby with their valid identifications. The application will enter the next stage of the process after the review made by the relevant departments in the district where foreigners get their Registration Form of Temporary Accommodation or where the residents from Hong Kong, Macao and Taiwan get their Residence Permit for Hong Kong, Macao and Taiwan Residents of the People's Republic of China. Foreigners should bring the People's Republic of China Foreign Permanent Resident ID Card and residents from Hong Kong, Macao and Taiwan should bring their Residence Permit for Hong Kong, Macao and Taiwan Residents of the People's Republic of China.
