Notice on Basic Pension Insurance in Beijing for Those Who Hold a People's Republic of China Foreign Permanent Resident ID Card or Residence Permit for Hong Kong, Macao and Taiwan Residents

To District-level Human Resources and Social Security Bureaus and Finance Bureaus, and Social Undertaking Bureau of Beijing Economic-technological Development Area:

To better implement the Notice on Welfare for Foreign Permanent Residents in China (Ren She Bu Fa [2012] No.53) and Interim Regulations on Social Insurance for Hong Kong, Macao and Taiwan Residents (Regulation No.41 issued by Ministry of Human Resources and Social Security and National Healthcare Security Administration), the regulations concerning basic pension insurance in Beijing for those holding a People's Republic of China Foreign Permanent Resident ID Card or Residence Permit for Hong Kong、Macao and Taiwan Residents are set out below:

1. Those who are unemployed and living in Beijing, between the ages of 16 to 60 (excluding students enrolled in school), and possess a valid People's Republic of China Foreign Permanent Resident ID Card or Residence Permit for Hong Kong, Macao and Taiwan which is issued in Beijing are eligible for basic medical insurance in Beijing.

2. Those who are eligible for basic pension insurance can register and pay their insurance premiums in accordance with national and municipal regulations at the designated location for residence registration wherever their People's Republic of China Foreign Permanent Resident ID Card or Residence Permit for Hong Kong, Macao and Taiwan Residents was issued.

3. Those who are over 60 years old but have not withdrawn their designated pension provided by the state may start taking out their pension on a monthly basis if they meet any one of the following criteria:

A. Those who have paid their basic pension insurance premium for at least 15 years

B. Foreigners above 45 years old (as of September 25, 2012) who have continuously paid their premium every year since they were eligible for insurance

Those above 60 who do not meet requirements A or B must continue paying their basic insurance premiums until they are eligible for monthly pension withdrawal.

4. From September 25, 2012 to the implementation date of this notice, foreigners who meet the requirements contained in Article 1 can repay their insurance premium for corresponding years in a single lump sum. The payment period for repayment in one lump sum and the payment period after the implementation of this notice will be counted together.

5. Pension withdrawals for those who are eligible shall be taken care of under the administration of the place for their first registration of basic pension insurance. Pensions will be paid by the local finance of wherever the first registration was completed.

6. Matters not covered in this notice shall be implemented in accordance with relevant policies by the People's Republic of China and Beijing Municipality.

7. This notice shall be implemented as of October 1, 2021.
