Service guide for the registration and alteration of information relating to employing units or entrusted professional service agencies

1. Employing units that have been established in accordance with the law and have no record of illegal or untrustworthy behavior. Foreign employees are employed for positions with special requirements, which are vacant due to a temporary lack of suitable Chinese candidates in China, and shall not violate relevant regulations. Wages and salaries for foreign employees shall not be lower than the local social minimum standard.

2. Formal approval must be duly obtained where pre-approval by a competent industrial authority is required.

1. Fill in the information completely, upload the attachment and submit. The information filled in must be accurate, true and consistent with the information contained on the company license.

2. The information registration or alteration can be fully processed online, instead of submitting paper materials at a service desk.

I. Registration

1. An original copy of the registration form (electronic copy), stamped with the official seal of the unit.

Note: If the seal of the labor contract is used to authorize the unit for foreign affairs and personnel use or is engraved according to law with a legal name on it, the applicant must submit an official seal authorization letter for the records.

2. An original copy of proof of legal registration (electronic copy).

Proof of legal registration refers to: business licenses; organization code certificates; certificate of social issuance registration; registration certificate of the permanent representative office of a foreign enterprise; registration certificate of foreign NGO representative office, etc. The unified social credit code registration certificate shall be provided if available.

3. An original copy of the proof of identity of the person in charge and the handling person (electronic copy).

Proof of identity refers to a valid ID card or passport. If the person in charge and the handling person are changed, the information must be changed in a timely manner.

4. An original copy of the employing unit authorization letter (electronic copy).

The authorization letter, which is to be stamped with an official seal, must include the principal's name, identity document number and matters for which they are to be entrusted. The principal must be a formal employee of the employing unit (i.e. there is a direct labor relationship and payment of social security).

5. An original copy of proof of industry license (electronic copy).

Approval documents issued by competent industrial authorities shall be submitted where pre-approval of competent industrial authority is required by law.

6. Original copies of any other documents (electronic copy).

II. Information Alteration

1. An original copy of the employing unit's information alteration form (electronic copy).

The form must be filled out and printed online and stamped with the official seal of the employing unit, or the department seal authorized by the employing unit, and upload it to the system.

2. An original copy of all supporting document for information alteration (electronic copy).

To alter the registration information, the employing unit must provide materials for such change with the authorized stamp of department for foreign affairs or personnel. For changes to the office address and economic type of the employing unit, legal proof of registration issued by relevant administrative departments are required, such as an approval letter, business license, unified social credit code registration certificate, or organization code certificate. To change the legal representative or chief representative, the applicant must provide the revised business license, organization code certificate, certificate of social issuance, or registration certificate and representative certificate for the permanent representative office of the foreign enterprise.

1. All the attachments uploaded must be clear and in color. The uploaded copy of the handling person's ID card must be in color, two-sided, clear, and front side up.

2. Uploaded attachments must, in general, not be obscured by watermarks.

1. In addition to basic documents, all industrial licenses held by the applicant must be uploaded together, for instance, school licenses, practicing licenses for medical institutions, and food business permits.

2. Special types of enterprises must upload relevant supporting documents:

- High-tech enterprises must submit a certificate of high-tech enterprises that is recognized by the science and technology department.

- Regional headquarters, R&D centers, and investment companies of multinational enterprises, encouraged foreign-invested enterprises, foreign-invested advanced technology enterprises, or foreign-invested export enterprises must submit relevant approval documents and foreign-invested enterprises approval certificates that are recognized by the commerce department.

- Enterprise engineering research centers recognized by the state (recognized by development and reform department), engineering laboratories (recognized by development and reform department), engineering technology research centers (recognized by science and technology department), enterprise technology centers (recognized by economy and information technology department), and technology and innovation service centers (recognized by science and technology department) must submit identification materials from relevant departments.

3. In regards to the condition that the same handling person applies for the controlling corporation, subsidiary or parallel corporation of the group, should any company of that group apply for registration, a letter of explanation including all the units involved must be submitted. All of the units must confirm the situation and stamp their official seals on the letter.

4. After successful submission, the applicant can access the information review page. If the employing unit's information has not been reviewed after submission, the applicant may click on "withdraw application" to cancel the review procedure. After cancellation, the applicant can change the information and submit again.

5. After the information of a human resource service agency is submitted, the agency must undergo real name authentication at a consultation desk using an original copy of the registration information form, an original and photocopy of both a valid personal ID and an introduction letter of the handling person, and any other documents required in the system (both original and photocopy). All the documents above must be stamped with an official seal.

6. Irrelevant attachments must not be uploaded. The attachments uploaded must be consistent with the selected tags. Correct files must be uploaded.

7. After passing the review, the employing unit can access regular services. Those who fail to pass the review may not apply for relevant services.

8. Multinational companies, China regional headquarters of multinational companies (recognized by commerce department), enterprise groups (with Enterprise Group Registration Certificate, including parent companies and member companies), centrally owned enterprises and their secondary companies, national high-tech enterprises (recognized by science and technology department), enterprise engineering research centers recognized by the state (recognized by development and reform department), engineering laboratories (recognized by development and reform department), engineering technology research centers (recognized by science and technology department), enterprise technology centers (recognized by economy and information technology department), and local technology and innovation service centers (recognized by science and technology department), are not required to repeatedly submit any evidentiary materials after submitting them for the first time and creating an account.
