The Beijing Economic-Technological Development Area was established as part of the second batch of international talent community pilot zones and in adherence to the underlying concept which employs selected enterprises to promote the development throughout the area in a coordinated manner, and there have been continuous efforts to improve the mechanism, planning, and project promotion.

First, efforts to improve the working mechanism have been included:

The establishment of a development leadership team for the international talent community in the Beijing Economic-Technological Development Area, the implementation of quarterly work coordination schedules, the clarification of development tasks and assessment criteria for each member unit, and the adoption of checks to ensure that development work is carried out on time.

Second, there has been a push to highlight planning-based leadership by:

Clearly defining the goal of creating an industry supporting international talent community across the New E-Town and planning the creation of a complex, diversified, high-quality urban environment reminiscent of an overseas community.

Third, there has been a focus on putting key projects in place with:

The construction of high-quality international talent apartments and blocks featuring international styles, the improvement of innovation and entrepreneurship support policies for international talent, and the construction of a new highland location with international influence to bring together talent of high-level, high-precision and state-of-the-art technologies.

The Beijing Economic-Technological Development Area's next goals will be to fully implement internationalization, ecological progress, and digitization, to develop excellent top-level designs and a reasonable overall spatial layout for optimal deployment, to integrate the development of the international talent community into the overall development of the E-Town New Town, and to formulate a research-based three-year development work plan.

The Beijing E-Town International Talent Development Group Co., Ltd., a state-owned enterprise in the district was established to  provide services to the international talent community, and is in the works to guarantee the operation of the community.

Plans include an improved development layout prioritizing the development of three demonstration blocks and international medical projects aimed at improving facilities, and healthcare for international talents.

Brand development and an expanded scope of international talent community identification will also receive due attention, with international elements on main roads, rail transits, important nodes and green spaces in parks, which are all planned to increase the visibility of the international talent community.

Government administration and one-stop services for foreign talent to work and stay in China must also be improved. To this end, the first comprehensive international talent service hall in Beijing will be established to provide a one-stop application service of both work permits and stay/residence permits for high-end talent from abroad.
