As part of the second batch of capital international talent community pilot projects, the Shunyi International Talent Community has made strides to create an innovative and entrepreneurial ecology, improve international support facilities, and create an "overseas-like" environment based on the concept of the "Home in Shunyi".
At present, Shunyi International Talent Community has been working on Four Sustained Actions.
The first involves efforts to improve the top-level design of the "Shunyi International Talent Community Development Plan" in line with international first-class standards.
The second entails attracting high-end talent to build the first HICOOL Building in Beijing. Global academicians were invited to visit Shunyi District and connections with 17 overseas academicians have been established.
The third concerns the continuing growth of innovation and entrepreneurship. More efforts were made to accelerate the development of the Beijing International Cooperation Industrial Park (Sino-German Industrial Park), which has been selected as the venue of the first "HICOOL Global Entrepreneur Summit and Entrepreneurship Competition".
The fourth is focused on the continual optimization of the living and working environment, for which purpose high-end international education and medical projects such as Nord Anglia International School and the International Medicine Division of Beijing Friendship Hospital were introduced. An operation model of international talent community led by the CPC was introduced. In 2020, more than 100 foreign volunteers were organized during the outbreak of COVID-19; more than 50 events were held during the international talent community activity week.
Shunyi District's next plan is to build a special community of "three parks".
The first aim is to promote industrial transformation and upgrading to build a high-end entrepreneurship park of city-industry integration for talent.
This will take place within the framework of the "3+4+1" structure of high-grade, precision and advanced industry. Based at the airport-related economic zone, industrial park, HICOOL Building and other innovative platforms, Shunyi District will seek to expand the space available for innovation and entrepreneurship-related activities by international talents. It is hoped to create a complete chain of entrepreneurial ecology and introduce a series of policies to improve the functions of the Shunyi District Entry-Exit Service Hall for Foreigners and offer "one-stop" services to international talent.
The second goal is to improve the internationalization of the city and build environmentally-friendly, livable accommodations for international talent.
There is a plan to promote the development of a green ecological corridor and build a green city around the Longdao River to take advantage of the abundance of excellent water and forest resources available. Intercity railways and highways will be targeted to be a part of a safe channel of smart transportation and a "bus+bicycle+walking" transportation model in line with international standards. High-quality international support resources will also be targeted with the construction of international talent apartments and Sino-German international schools. A batch of noticeable demonstration neighborhoods has been established, including the "COFCO Shine Hills".
Finally, there is a real will to strengthen the service functions of community and build an open and inclusive community for the co-existence of diversified cultures.
To this end, there must be innovation among community governance models to incorporate foreign residents into the neighborhood and residential governance system so as to consolidate achievements in epidemic prevention and control in the international community. In addition, the integrated development of diversified cultures will be promoted, and international talent community open days will be organized to create an "overseas-like" environment.
