As one of the first pilot areas, Haidian District took the international talent community as a pillar in the building of the Zhongguancun Science City, leveraging advantages in humanities, location, industry, and innovation to build an international talent community in the Zhongguancun Science City pleasant for living, working, learning, and creating.

Over the past few years, the district has been focusing on attracting talent, mapping global high-end talent across different fields, promoting the Talents + Projects initiative by concentrating on industrial needs, and organizing a series of online recruitment events.

In order to retain high-end talent, the district has introduced a series of talent policies such as the New Policy on Housing Security for Talent and continued to promote service support projects such as the Guanlinyuan International Talent Apartment and Tsinghua International School（THIS）.  

In an attempt to create the ideal working environment for sought-after talent, the district has established several major R&D platforms such as the Beijing Academy of Quantum Information Sciences, the Beijing Academy of Artificial Intelligence (BAAI), and many international youth entrepreneurship platforms along the lines of the Foreign Entrepreneurship Community. And the district government has appointed fourteen talented individuals as scientific advisors.  

The district has also sought international cooperation by holding a series of international events, including the Zhongguancun Forum.

Haidian District's next goal is to focus on the development and positioning of the Zhongguancun Science City to build a demonstration area for building the international talent community in the capital.  

First, this will entail the creation of demonstration sites such as:

distinctive talent parlors in Shangdi, College Road, and the Zhongguancun West Zone and International Talent Avenue demonstration blocks along Wudaokou and Chengfu Road.   

The second step will involve improvements to the service system by:  

integrating and developing a new version of the talent plan, exploring the establishment of a human resource alliance and a One-Stop Service Hall, and diversifying service sites for foreign talent.  

The third goal is to build business platforms:  

Based on the construction and development of the Northern Zone of the Zhongguancun Science City, the planning and layout of 5G, autonomous driving, blockchain, and other high-precision industries will be promoted to accelerate the construction of national laboratories, major national science and technology special projects and new research and development institutions.

Another important aspect to be fostered is international cooperation, which can be attained by working closely with:

foreign embassies and consulates, universities with a presence in the district, and large multinationals to host  talent month themed activities and organize international innovation exchange along the lines of the Zhongguancun Forum.  

Finally, there is a desire to enhance living facilities & amenities by:  

building a high-quality, high-standard masterplan of urban facilities and amenities, coordinating and promoting key support projects such as the Cuihu International Talent Community, and creating a high-quality international public service facilities system.
