To effectively address the issue of professional title promotion, Beijing Municipality has implemented reforms in professional title certification by removing restrictions on such areas as nationality and region. The city has opened channels for professional title applications for various categories of talents, including foreigners, talents from Hong Kong, Macao and Taiwan, freelancers and highly skilled professionals. This move aims to attract more high-level talents to start businesses in Beijing. Meanwhile, the city has released Version 2.0 of the Overseas Professional Qualification Accreditation Catalog, based on credible international qualification evaluation mechanisms. The catalog recognizes up to 110 authoritative overseas professional qualifications. The city will provide convenient channels for personnel with relevant certificates to work in Beijing, including handling work permits, certificate verification, personnel evaluation and other aspects. In addition, the city will bestow vice-senior titles, which equate to associate professors, to four categories of urgently needed talents who have obtained IEEE (The Institute of Electrical and Electronics Engineers) fellowship, IEEE senior membership, LEED (Leadership in Energy and Environmental Design of the U.S. Green Building Council) fellowship, and the ACCA (The Association of Chartered Certified Accountants) senior membership. The reward also includes a five-item upgrade gift package for those applying for senior professional titles.

Beijing Municipality has been continuously improving its professional title evaluation process by simplifying application materials and certification requirements, as well as implementing a fully online system for handling all aspects of the application, review, payment, evaluation, inquiry and evidence collection. Meanwhile, it has continued to streamline the management of professional and technical personnel qualification certificates, issuing 370,000 electronic title certificates and launching over 3.15 million electronic qualification notices. Moreover, the city has established agreements with the human resources and social security departments of Tianjin Municipality and Hebei Province to achieve mutual recognition of professional titles in such areas as post-appointment and professional title promotion.
