Foreigners applying for visas from port visa authorities must submit their passports or other valid international travel documents, along with necessary supporting documents for their specific visa application. Foreigners must enter China through the ports where they applied for visas and pay the prescribed visa fees to port visa authorities in accordance with fee standards set by the state.

Scope of application:

1. Foreigners with urgent humanitarian needs or those invited for critical business matters, engineering repairs, or other urgent situations, who possess certification materials issued by relevant competent authorities, can apply for a port visa at an authorized agency by the Ministry of Public Security. This application can take place at any eligible port of entry approved by the State Council.

2. Foreigners who are members of entrepreneurial teams in the Zhongguancun Science Park or employed as technical talent by an enterprise in Zhongguancun Science Park, but unable to obtain a work permit within the time constraints, can apply for a talent visa at the port of entry with an invitation letter offered by the leaders of the entrepreneurial team or by the enterprise.

3. Foreign students studying at universities outside of China who have been invited by an enterprise registered with a Beijing public security entry/exit agency in the Zhongguancun Science Park for an internship, can apply for a short-term private visit visa (annotated with "internship") at an authorized port visa agency. This visa will allow them to enter China and participate in their internship program.

4. Foreigners who have been recognized by the competent human resource departments of Beijing as high-end talented individuals, or as senior professionals in a specific industry, and are employed by enterprises recognized by the competent scientific and technological innovation departments of Beijing, or any other high-end foreign talented individuals verified by an entity, can apply for a talent visa at an authorized agency at any port of entry, even in the absence of a regular visa.

5. Foreigners who possess a valid work permit issued by the departments for human resources, social security and/or foreign expert affairs have two options for visa application. They can either directly apply for a work-type residence permit, which will be valid for up to one year, or apply for a work visa at an authorized visa agency at any port of entry.

6. Foreigners planning to invest, innovate, or start a business in Beijing but unable to obtain a work permit within the given timeframe, have the option to apply for a private visit visa at an authorized visa agency at any port of entry. To do so, they must provide supporting documents such as proof of investment, business plans, or proof of their source of income.
