Beijing has raised public health emergency response from level-III to level-II on June 16. As part of heightened response to COVID-19, Beijing has tightened control over the exit from the city in an effort to curb the transmission of the virus. This, however, does not mean the city is placed at a lockdown at all.

I  The following three categories of people are strictly prohibited from leaving Beijing:

1. All confirmed cases, suspected cases, their close contacts, asymptomatic coronavirus carriers, and people with a fever;

2. Those who have visited the Xinfadi market or have had close contact with the staff who work in the market since May 30;

3. Residents from Beijing’s medium and high-risk areas.

Other residents should not leave the city unless the trip is absolutely necessary. Those who have to should first have a negative nucleic acid test result no older than seven days.

II  Ticketing restrictions

1. Civil airline and railway departments shall impose a restriction on ticket buying for confirmed and suspected cases, their close contacts, asymptomatic virus carriers, and all those who have visited Xinfadi Market or have had close contact with the market staff since May 30th.

2. Civil airline and railway departments shall have the passenger’s body temperature checked and negative nucleic acid test result confirmed before allowing him or her to get aboard and leave Beijing. Those who had purchased air or train tickets before 24:00, June 16th can reschedule their trip or cancel their tickets free.

III  Control measures on travel out of Beijing

1. Vehicles and people leaving Beijing shall be examined and their negative nucleic acid test results checked;

2. Taxis (including non-online hailing cars and online-hailing cars) and hitch rides shall be prohibited from leaving Beijing and interprovincial long-distance passenger buses and chartered vehicle from Beijing suspended;

3. According to Beijing Capital International Airport’s announcement, those who leave Beijing must meet the prevention and control requirements of the government of the destination, show green code on Health Kit (JianKangBao) indicating “No Abnormal Conditions”, and have negative nucleic acid test results no older than seven days.
