► Application form for Work Permit for Foreigners

The applicant shall sign on it (photocopy or fax), affix the employer's official seal or the official seal of the authorized departments, and upload it to the system. The employer's official seal includes the seal of legal name, and the business-purpose official seals of the foreign affairs institution, personnel institution and labor contract administration institution authorized for filing and registration in the system. The electronic version shall also be uploaded to the system.

► Certifying documents on working qualifications

(1) An evidential document of work experience related to the current employment issued by the former employer of the applicant, including his/her position, service duration and the projects he served for; it shall be affixed with the former employer's official seal or signed by the person in charge, and a valid contact number or e-mail with a contact person shall be reserved to facilitate verification. For certifying materials not in Chinese, the translated documents in Chinese are required, which shall be affixed with the employer's official seal.

(2) Foreign high-end talent (category-A) meeting the Classification Criteria for Foreigners Working in China:

1) Included in the relevant talent program of China;

2) The commitment system is adopted if the internationally recognized professional achievement identification standard is met. If the applicant has won a well-known award in the professional field, corresponding award materials should be provided.

(3) The electronic version shall also be uploaded to the system.

► Highest degree certificate or relevant approval instrument, and certificates of professional qualification

(1) The highest degree certificate acquired abroad shall be certified by China's embassy or consulate, the embassy or consulate of the country where the applicant acquires his/her certificate in China or China's academic degree certification bodies (the originals of certified certificate and Chinese version are acceptable). The highest degree certificate acquired in Hong Kong, Macau and Taiwan shall be notarized by China's academic degree certification bodies or notary bodies of the region. If acquired in China, only the original (accepting copy while checking original) of the highest degree certificate is provided. According to China's laws and regulations, it shall be reviewed and approved by the competent industry department in advance. Or, if China's corresponding access-related professional qualification is in place, the approval document issued by the competent industry department or professional qualification certificate shall be provided.

(2) Foreign high-end talent (category-A) meeting the Classification Criteria for Foreigners Working in China:

1) Included in the relevant talent program of China;

2) The internationally recognized professional achievement identification standard is met;

3) Foreign talent meeting market-based encouraged position demand

4) The commitment system is adopted for the highest degree certificate if the applicant is an innovation and entrepreneurship talent. The foreign professional qualification certificate (if any) shall be certified by China's embassy or consulate or the embassy or consulate of the country where the applicant acquires his/her certificate in China. The certificates of professional qualification, if acquired in Hong Kong, Macau or Taiwan, shall be notarized by the notary of the location.

(3) The electronic version shall also be uploaded to the system.

► Criminal Record Check

(1) It shall be issued by the police department, security department, court or other department of the country of the applicant's nationality or habitual residence, and certified by China's embassy or consulate or the country's embassy or consulate in China. The criminal record check issued by Hong Kong, Macau or Taiwan shall be notarized by the notary of the location. Habitual residence refers to the country or region where the applicant has lived for at least one consecutive year after leaving the country of his/her nationality, excluding China. The time of issuing the criminal record check shall be in recent six months.

(2) For certifying materials not in Chinese, the translated documents in Chinese are required, which shall be affixed with the employer's official seal.

(3) The electronic version shall also be uploaded to the system.

► Physical examination report of the applicant

The Verification Certificate of Physical Examination Records of Overseas Personnel or the Certificate of Health Examination issued by the Inspection and Quarantine Institutions of China, for which the issuance time shall be within the past six months.

► Employment contract and job description

The contract in Chinese shall be provided, the applicant shall sign on it and affix with the employer's official seal, and it shall have not been altered. Employment contract or certificate of employment (including the dispatch letter from the transnational corporation) shall include the essential content such as working place, job description, pay, working period in China, position and the seal (signature) page. Certificate of employment is applicable for the personnel performing any agreement or treaty between governments and international organizations, the chief representatives and representatives in various representative offices in China, and overseas contract service providers. Dispatch letter is applicable for the circumstances that the head offices of transnational corporations or regional headquarters dispatch senior management or professional technical personnel from overseas to serve in domestic subsidiaries or branch offices, and it shall be issued by the head office of the transnational corporation or the regional headquarters. If essential content is absent in the job description (including the dispatch letter), additional certifying material shall be provided as supplement (affixed with the official seal). In the case that the regional headquarters in China of a transnational corporation dispatch senior management or professional technical personnel from overseas to serve in domestic subsidiaries or branch offices, the dispatch letter and the employment contract signed by the regional headquarters in China shall be submitted.

► The information page on the applicant's passport or international travel document

The period of validity of passport shall not be less than 6 months.

► The information page on the valid visa held by applicant or the resident permit within the period of validity

► Bareheaded and full-faced photo of the applicant taken within the past six months

Bareheaded electronic photo taken recently, with white background, frameless, with complete facial features, and the image shall be clear and free of spots, flaws or ink defects. It shall be made into a JPG document in a size ranged in 40K-120k, with the resolution no lower than 354(W)*472(H) pixel but no higher than 420(W)*560(H), and 24-bit true color. Hats or headscarves are not recommended; if the applicant has to wear it for religious reasons, make sure it does not cover the entire face.

► Certifying materials for family relationship

(1) Certifying materials for family relationship are not required for application based on Q1, Q2 or reunion visa. Certifying materials for family relationship shall be provided for application based on other types (such as S1, S2 and private affair) of visa.

(2) For certifying materials not in Chinese, the translated documents in Chinese are required, which shall be affixed with the employer's official seal.

(3) The electronic version shall also be uploaded to the system.

► Identification materials (to be provided by category-A talents) of high-end talent

(1) Related certifying materials in accord with the identification conditions shall be provided according to the classification criteria for foreigners working in China.

(2) For certifying materials not in Chinese, the translated documents in Chinese are required, which shall be affixed with the employer's official seal (except for passport or international travel documents).

(3) The materials in electronic version shall also be uploaded to the system.

1. All paper materials and Chinese translations thereof must be uploaded in original color to the service system for foreigners working in China http://fwp.safea.gov.cn/.

All non-Chinese certification materials submitted must be provided along with Chinese translations and stamped with the official seal of the employer (except for a passport or international travel certificate). The reception authority or the decision-making authority may request the employer to submit a corrected version if there is any discrepancy between the Chinese translation and the original.

1. High-Level Foreign Talents should provide relevant certifying materials in accord with the classification criteria for foreigners working in China. The applicant should sign the form and have it affixed with their employer's official seal, which signifies consent for the for the work permit-granting body to investigate further as necessary.

2. Applicants ranked up to High-Level Foreign Talents through the scoring system still must provide the corresponding annual salary (when it is the first instance of work permit application, a letter of commitment on annual salary should be submitted. When it comes to renewal or cancelation, a corresponding individual income tax record and a screenshot of a list of details about individual tax payments of the natural person should be submitted (affixed with an official seal)), the highest degree (academic qualification) certificate obtained, vocational qualifications, years working, annual working hours, Chinese proficiency certificate (HSK Chinese Proficiency Test Certificate), work experience in the world's top 500 companies, patents, etc.

3. During re-application, any applicant who has obtained the Foreigner's Work Permit is not required to resubmit the highest degree certificate. If the position applied for is the same as the position approved for under the former work permit, the applicant is not required to submit any materials certifying work experience.

4. If a High-Level Foreign Talent (Class A) apply for a different position (occupation) from that previously held, they should submit a certificate of work qualification.

5. Any applicant who has changed their nationality since applying must apply for the Foreigner's Work Permit f again.

7. "Overseas contract service providers" refers to the employees of overseas enterprises that have no legal business entity in China but are engaged in substantial business activities abroad. They provide temporary services in China to carry out service contracts obtained from Chinese employers, and their remuneration comes from overseas employers. Service providers should have the necessary educational background, professional and technical qualifications for providing services. The number of service providers shall be determined based on the scale of tasks to be fulfilled according to the contract. In addition to all of the abovementioned materials, overseas contract providers applying for a work permit in China must also submit the service contract obtained in China (which should name both parties to the contract, work location, contract service details, applicant's position and job description, duration of work in China, and signature/seal page).

8. A foreign language teacher should engage in the teaching of their native language, and obtain a bachelor's or higher degree with at least two years' experience in language education. He or she who (1) has a bachelor's degree or higher in education, language, or pedagogy, or (2) has obtained a teacher's qualification certificate in his/her country, or (3) has obtained any certificates of qualification for international language teaching such as the TEFL certificate, may be exempted from submitting a certificate of work experience.

9. ”Approval documents issued by the responsible professional department” include representative certificates, physicians' medical licenses, short-term medical licenses, employment cards, and receipt forms for the temporary activities of NGOs abroad. "Professional qualification certificates" include chefs' certificates, athletic coaches' certificates, etc.

10. Those who have obtained global qualification certificates and 60 points in the score-based system for a relevant position can be exempted from submitting a certificate of working experience, but they must have their qualification certificates verified.

Note: Salary will be a supplemental item. If it is an applicant's first time applying for a work permit, a letter of commitment on annual salary should be submitted. When it comes to reapplication (including renewal or cancelation), a corresponding individual income tax record and a screenshot of a list of details about individual tax payments of the natural person should be submitted (affixed with an official seal).

11. International talents who have obtained a PhD in the field related to their position can be exempted from submitting a certificate of work experience. International talents who graduated from graduate school within the past year and obtained a master's degree in a relevant major can be exempted submitting a certificate of working experience. International talents who fulfill this clause are categorized as other foreigners (Class C).
