Foreign High-End Talents (average salary no less than six times of regional average salary of previous year) refer to applicants whose average income (excluding tax-free income) is no less than six times of Beijing's average salary of previous year, with no limits of age, academic qualification or working experience. 1. The original application form for Foreigner's Work Permit in China (electronic)

After completing the form online and printing it out, the applicant shall sign on it (photocopy or fax), affix the employer's official seal or the official seal of the authorized departments, and upload it to the system. 

Note: The employer's official seal includes the seal of legal name, and the business-purpose official seals of the foreign affairs institution, personnel institution and labour contract authorized for filing and registration in the system.

2. The original physical examination report of the applicant (electronic)

The Verification Certificate of Physical Examination Records of Overseas Personnel or the Certificate of Health Examination issued by the Inspection and Quarantine Institutions of China, or the physical examination report issued by an overseas health and medical institution accepted by the Inspection and Quarantine Institutions of China, for which the issuance time shall be within the past six months. If it cannot be provided, a letter of commitment on health issued by the employer is also acceptable.

Note: For the list of overseas health and medical institutions accepted by the Inspection and Quarantine Institutions of China, please consult with the website of local diplomatic or consular missions.

3. The original employment contract or job description (including the dispatch letter from the transnational corporation) (electronic)

The contract in Chinese shall be provided, the Applicant shall sign on it and affix with the employer's official seal, and it shall have not been altered. For a typical honest employer identified by the permit granting sector and an employer without bad credit record for three consecutive years, if the employment contract cannot be provided before entry, job description can be submitted instead, and the employment contract shall be submitted for obtaining the Work Permit for Foreigners in the People's Republic of China after entry, in which the essential content shall keep consistent; in case of inconsistency, a new application for the permit is required, except for pay rise or promotion of position.

Notes: Employment contract or job description (including the dispatch letter from the transnational corporation) shall include the essential content such as working place, job description, pay, working period in China, position and the seal (signature) page. Job description is applicable for the personnel performing any agreement or treaty between governments and international organizations, the chief representatives and representatives in various representative offices in China, and overseas contract service providers. Dispatch letter is applicable for the circumstances that the head offices of transnational corporations or regional headquarters dispatch senior management or professional technical personnel from overseas to serve in domestic subsidiaries or branch offices, and it shall be issued by the head office of the transnational corporation or the regional headquarters. If essential content is absent in the job description (including the dispatch letter), additional certifying material shall be provided as supplement (affixed with the official seal). In the case that the regional headquarters in China of a transnational corporation dispatch senior management or professional technical personnel from overseas to serve in domestic subsidiaries or branch offices, the dispatch letter and the employment contract signed by the regional headquarters in China shall be submitted.

4. The original information page on the Applicant's passport or international travel document (electronic)

Note: The period of validity of passport shall not be less than 6 months.

5. Bareheaded and full-faced photo of the applicant taken within the past six months

Bareheaded electronic photo taken recently, with white background, frameless, and complete facial features. The image shall be clear and free of spots, flaws or ink defects. It shall be made into a JPG document in a size ranged in 40K-120K, with the resolution no lower than 354(W)*472(H) pixel but no higher than 420(W)*560(H) pixel, and 24-bit true color; hats or headscarves are not recommended.

Note: If the applicant has to wear a hat or headscarf for religious reasons, make sure it does not cover the entire face.

6. The original certifying materials for accompanying dependents (electronic)

A. Information pages on accompanying dependents' passports (or international travel documents)

B. Certifying materials for family relationship

Spouse - Marriage Certificate; children - Birth Certificate or Adoption Certificate; parents or parents-in-law - the Applicant's Birth Certificate or Marriage Certificate or related notarial certificates.

C. Physical examination report

D. Electronic photo

Note: Accompanying dependents include spouse, children under the age of 18, parents and parents-in-law (except for Chinese family members).

7. The original letter of commitment (the original (electronic)) on salary of foreign high-end talents (Category A) (electronic)

All original paper materials and Chinese translations shall be uploaded with the original color to the service system for foreigners working in China. Paper materials are not required for verification.

Notes: All non-Chinese certification materials submitted shall be provided with Chinese translations and stamped with the official seal of the employer (except passport or international travel certificates). The reception authority or the decision-making authority may request the employer to submit corrected version if there is any discrepancy between the Chinese translation and the original.

1. Foreign Talents should provide the required credentials according to the Classification Criteria for Foreigners Working in China (Trial). The application form must be signed by the applicant and stamped with the employer's seal. Additional investigation may be conducted by the decision-making authority if necessary.

2. The applicant who has changed his/her nationality shall apply for the Work Permit for Foreigners again

3. For provisions on consular legalization of documents, please refer to the website of China Consular Affairs (website: http://cs.mfa.gov.cn/) or contact the Embassy/Consulate of China.

4. Overseas contract service providers refer to the employees of overseas enterprises that have no legal business entity in China but are engaged in substantially business activities abroad. They provide temporary services in China to perform the service contracts obtained by employers from China, and their remuneration is paid by overseas employers. Service providers shall have educational background and professional and technical qualifications needed for providing the services. The number of service providers shall be determined based on the size of tasks to be fulfilled according to the contract. In addition to all of the above-mentioned materials, overseas contract providers applying for the work permit in China shall also submit the service contract (including both parties to the contract, worksite, contract service contents, applicant's position and job description, work period in China and signature page) obtained in China.

5. Certificate of no criminal record: For Foreign High-End Talents (Category A), the commitment system shall be adopted.

6. For pre-approval by the industry competent authority by law or qualified access professional qualifications, an approval document issued by the industry competent authority or a professional qualification certificate shall be submitted. Instruments approved by the competent industry department include representative certificate, physician's medical license, short-term medical license, employment card, NGO temporary activities record return receipt aboard. Certificates of professional qualification approved by the competent industry department include certificate of chef, qualification certificate of trainer

7. Those who have received the notification but have not accomplish the corresponding application should cancel the previous notification before reapplication.

8. A corresponding individual income tax payment record (the previous Tax Payment Certificates) and proof of salary shall be submitted in handling the next business (including renewal and cancellation).

Note: Proof of salary refers to the screenshot of details of payments of the natural person in electronic tax service.

9. Annual salary refers to a number equals the number presented in the details of payments of the natural person in electronic tax service minus tax-free income.
