(First-time Applications for Registration Certificates Not Being Accepted)

The following requirements must be met to replace or renew a Motor Vehicle Registration Certificate:

- The motor vehicle must be registered in Beijing;

- The motor vehicle must not have met or exceeded the mandatory national motor vehicles scrapping standard;

- The applicant must submit the materials required as per the relevant laws and regulations;

- Any motor vehicle owner applying to replace a Motor Vehicle Registration Certificate for a natural person must apply in person and may not authorize another individual to do so on his/her behalf; (If the vehicle owner is unable to file an application in person due to death, being abroad, a serious disease or disability, or other types of force majeure, his/her heir or agent can collect the certificate on his/her behalf with documentation attesting to the veracity of the above-mentioned conditions.)

- The application to replace or renew a Motor Vehicle Registration Certificate during the period of mortgage registration of a motor vehicle must be made jointly by the owner of the motor vehicle and the mortgagee.

1. Identity documents for the motor vehicle owner;

2. If the owner authorizes an agent to go through all necessary procedures for replacement or renewal, the proof of identity of the agent (if the agent is an agency, the proof of identity of the person handling the matter in the agency is needed) and a written authorization from the motor vehicle owner are also required; If the motor vehicle owner is an individual and has applied for online authorization through the  "12123 Traffic Management" mobile app, the agent does not need to submit a paper authorization letter;

3. Any motor vehicle owner seeking to replace the Motor Vehicle Registration Certificate for a natural person must apply in person and may not have engaged anyone to apply in their stead. Motor vehicle owners unable to apply for a replacement certificate due to death, being abroad, a serious disease, or other types of force majeure, may provide the relevant certificates and proof of identity to the agent or heir;

4. Should the original owner fail to provide the current owner of the vehicle with the Motor Vehicle Registration Certificate, a notice of assistance in execution concerning the motor vehicle, which is issued by the supervisory organ in charge or the responsible people's court, or a certificate of the vehicle's registration certificate issued by the responsible people's procuratorate and the administrative law enforcement authority in charge, must be submitted by the current motor vehicle owner to prove that the Motor Vehicle Registration Certificate has not been obtained by the current motor vehicle owner; this applies to the cases where the registered motor vehicles has been confiscated and auctioned by a supervisory organ, people's court, people's procuratorate, and/or administrative law enforcement authority in accordance with the laws, referred for arbitration to the relevant institutions, or disposed of by a supervisory organ, or has its ownership transferred by mediation, ruling, or judgement of a people's court. The Vehicle Management Office shall declare the original Motor Vehicle Registration Certificate invalid and issue a new Motor Vehicle Registration Certificate when transferring the vehicle's registration;

5. The original Motor Vehicle Registration Certificate must be returned if the owner or agent applies for a new one.

3. The applications of foreign-funded enterprises and their Beijing offices, and other individual or institutional motor vehicle owners shall be handled in the branches of the Vehicle Management Office.
