Motor vehicle drivers with a driving license issued by this municipality who are unable to renew their license, undergo examinations, or provide the necessary medical certificate before a given deadline due to military service, go abroad and other reasons may apply for an extension to a maximum of three years, though they shall be prohibited from operating a motor vehicle during the extension period.

Due to COVID-19 pandemic, motor vehicle drivers who cannot return to China (or enter the country) in timely manner to renew their driving license upon expiration, undergo examinations, or provide the necessary medical certificate may authorize someone in China to apply in their place. Those who unable to submit proof of identity or an original authorization letter may apply for the extension with a printed copy or photograph.

The extension period may not exceed three years, and the motor vehicle drivers shall be prohibited from driving a motor vehicle during the extension period.

1. The driver’s identity document and the identity documents for any agents submitting an application on the driver’s behalf. A letter of authorization may be submitted separately when the applicant’s signature is absent from the application form. If the application is made online through the "Traffic Management 12123" app, there is no need to submit a physical power of attorney. Applicants currently overseas and unable to submit ID or an original copy of the letter of authorization on account of the pandemic may apply for an extension with photocopies of the required materials.

2. One driver’s photo. (Photo requirements: straight-edged, head uncovered, facing forward, upper body, full-color and taken no more than 6 months before the driver’s license application. White background; no uniforms; the portrait should be clear and layered and appear natural without any obvious distortions. The photo size should be 32mm×22mm,, equivalent to 1 inch, with the head width ranging from 14mm to 16mm and the head length from 19mm to 22mm long.)

Acceptance and Verification: Application materials that meet the requirements are recorded in the system.

Address:

1. Diplomatic personnel and foreign nationals who have changed their name, nationality, or ID are asked to apply in the Office of Vehicle Management; other overseas personnel may apply in the Office of Vehicle Management and its branches.

 

2. Other personnel may apply through the Vehicle Management Office and its branches, traffic brigade and detachment vehicle management stations, a government affairs service center, or a vehicle management service station offering driver’s license services.

 

3. Registered users of the "Traffic Management 12123" app may apply through www.122.gov.cn or the corresponding app.

Office Hours:

The Office of Vehicle Management and its branches, traffic brigade and detachment vehicle management stations: Monday to Friday 08:30-18:00, Saturday and Sunday 09:00-16:00 (except for statutory holidays).

The office hours of municipal and district-level government service centers may depend on the publicly posted ones.

Identity documents:

1. A Resident Identity Card or Temporary Resident Identity Card for residents of Mainland China;

2. An Identity Card or Temporary Identity Card for military personnel (including the armed police force). Before an Identity Card has been issued, valid military credentials issued by the army such as a Military Officer ID Card, a Civilian Cadre ID Card, a Soldier ID Card, a Certificate of Emeritus, or a Certificate of Retirement and domicile certificate issued by the unit above the regimental level in the city of residence may be used; 

3. A Residence Permit for Hong Kong and Macao Residents for residents of Hong Kong SAR and Macao SAR. Alternatively, a valid Mainland Travel Permit for Hong Kong and Macao Residents or a People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, and residence registration certificate issued by the public security organ may be used;

4. A Residence Permit for Taiwan Residents for residents of Taiwan region. Alternatively, a Mainland Travel Permit for Taiwan Residents valid for five years issued by the public security organ, or a Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs and residence registration certificate issued by the public security organ may be used;

5. For overseas Chinese, a Passport of the People's Republic of China and the residence registration certificate issued by the public security organ may be used;

6. For foreign nationals, a passport or other travel document, a visa valid for at least 3 months or the stay permit or residence permit held upon entry into China, or a resident registration certificate issued by the public security organ may be used; foreign nationals who have obtained permanent residency may use the Permanent Residence Permit for Foreigners;

7. For the personnel of foreign embassies and consulates and representative offices of international organizations in China, the valid identity documents issued by the Ministry of Foreign Affairs may be used.
