Ⅰ. Application Provisions

For registered motor vehicles, applications for the motor vehicle inspection label shall be submitted in accordance with the following provisions:

i. Commercial passenger vehicles shall undergo an inspection once a year within five years of registration; those reaching or exceeding five years shall undergo an inspection every six months.

ii. Goods-carrying vehicles, and large and medium-sized non-commercial passenger vehicles shall undergo an inspection once a year within 10 years of registration; those reaching or exceeding 10 years shall undergo an inspection every six months.

iii. Dedicated school buses shall undergo an inspection every six months starting from the date of registration.

iv. Non-dedicated school buses shall undergo an inspection every six months after obtaining the school bus plate.

v. Other motor vehicles shall undergo an inspection once a year.

vi. For non-commercial small and mini-sized passenger vehicles (excluding vans), large sedans and motorcycles, safety technical inspections shall be conducted in the sixth and tenth years after registration, and inspection labels for inspection-exempt vehicles shall be obtained in the second, fourth and eighth years. Vehicles that have been registered for over 10 years shall undergo an inspection once a year. Nevertheless, vehicles that have been involved in traffic accidents causing casualties or subject to statutory penalties for illegal modification since the date of manufacture shall follow the original inspection cycles.

vii. Motor vehicles falling under any of the following circumstances shall not be eligible for the inspection exemption policy and shall undergo on-site inspections under original provisions:

  1. Having been involved in traffic accidents causing casualties;

  2. Having Been subject to statutory penalties for illegal modification;

  3. Having been converted from commercial to non-commercial use;

  4. Being vans;

  5. Failing to complete registration procedures within four years after the date of manufacture.

  Ⅱ. Conditions for Application

i. Within three months prior to the expiry of the motor vehicle inspection validity period;

ii. Submission of certificates and documents as required by laws, regulations and departmental rules;

iii. Where a motor vehicle registered outside Beijing cannot undergo inspection at its registration place for legitimate reasons, the vehicle owner may apply for the vehicle inspection label at the vehicle administration office where the vehicle is located (except for large passenger vehicles and school buses);

iv. Schools or school bus service providers shall submit applications for motor vehicle inspection labels to the traffic management departments of public security authorities one month prior to the expiry of school bus inspection validity period;

v. Road traffic safety violations and traffic accidents associated with the motor vehicle shall be settled;

vi. The motor vehicle shall pass a safety technical inspection (inspection-exempt vehicles excluded).

Ⅲ. Circumstances for Refusal of Issuance

i. Where the information recorded on the motor vehicle plate number, driving license, certificate of Compulsory Traffic Accident Liability Insurance for Motor Vehicles, vehicle and vessel tax payment or tax exemption certificate, and motor vehicle safety technical inspection certificate is inconsistent;

ii. Where there are unsettled road traffic safety violations and traffic accidents involving the motor vehicle;

iii. Failure to pay vehicle and vessel tax or obtain Compulsory Traffic Accident Liability Insurance for Motor Vehicles;

iv. Failure to pass the motor vehicle safety technical inspection (inspection-exempt vehicles excluded).

Ⅴ. Processing Locations

i. For motor vehicles that meet national safety technical standards for motor vehicles, applications for the motor vehicle inspection label shall be submitted at the motor vehicle inspection station where the vehicle undergoes inspection. For right three-wheeled motorcycles, applications shall be submitted at the following inspection stations: Xingtong Aimin (兴通爱民), Baotong Shunfa (宝通顺发), CCIC (中检), Konggang Fangxing (空港方兴), Pinggu Kaichao (平谷凯超), Lixin Lanhua (立新兰华), Yanshan (燕山), Beizhong Zhongshun (北重中顺), Huahang Beifang (华航北方), Zhonglian Chengye (中联成业), Beifang (北方), Jingbei (京北) and Heng'anshun (恒安顺) Motor Vehicle Inspection Stations, Mentougou Motor Vehicle Inspection Station and Huairou Motor Vehicle Inspection Station;

ii. For vehicles exempt from safety technical inspection, applications for inspection labels shall be submitted at the General Vehicle Administration Office of Beijing Traffic Management Bureau and its branches, vehicle administration stations of traffic sub-bureaus and brigades, law enforcement stations, motor vehicle registration service stations and the Beijing Municipal Government Service Center;

iii. Motor vehicle owners may also log on to "www.122.gov.cn" or the 12123 mobile app to apply online for inspection labels for inspection-exempt vehicles, and qualified applicants shall receive the inspection labels by post. Owners aged 60 or above may use their relatives' or friends' 12123 app accounts, so that such relatives or friends may submit the application on their behalf via the app. For applicants who receive notification messages pushed by public security traffic management authorities via the 12123 mobile app and confirm their application, an electronic certificate of inspection label will be issued upon review with no separate application required.

VI. Processing Time Limit

For vehicles eligible for inspection exemption, the application for an inspection label shall be processed within 0.5 working days from the date the application is accepted.

For vehicles not eligible for inspection exemption, the application for an inspection label shall be processed within one working day upon acceptance.

Ⅶ. Fee Standard

No fees are charged.

Ⅷ. Required Documents

i. Motor vehicle driving license. For inspection-exempt vehicles, either the driving license or the motor vehicle owner's identity document is acceptable;

ii. Where an agent handles the application, the agent's identity document shall be submitted (If the agent is an entity, the identity document of the handler shall also be submitted) and a written authorization from the motor vehicle owner shall also be provided. For inspection-exempt vehicles, if the owner is an individual and has applied for online authorization via the 12123 mobile app, no paper authorization letter is required;

iii. Certificate of Compulsory Traffic Accident Liability Insurance for Motor Vehicles. Submission shall be waived if the information is verified through online system checks;

iv. Safety technical inspection certificate issued by a qualified motor vehicle inspection institution (inspection-exempt vehicles excluded);

v. Vehicle and vessel tax payment or tax exemption certificate. Submission shall be waived if the information is verified through online system checks.

Ⅸ. Handling Procedures

Acceptance and review: Where the application complies with the applicable requirements, the competent authorities shall collect and retain the submitted documents and input the information, and then issue the motor vehicle inspection label.

Ⅹ. Other Provisions

i. Beijing implements the electronic version of motor vehicle inspection labels. An electronic certificate of inspection will be issued at the same time as the physical inspection label.

ii. Electronic certificates of inspection shall have the same legal effect as paper inspection labels.

Ⅺ. Definition of Terms

i. Motor vehicle owner refers to an individual or entity that owns a motor vehicle.

1. ‌"Individual" means residents of the Chinese mainland and military personnel (including the Chinese People's Armed Police Force), as well as residents of China's Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan region, Chinese citizens residing abroad, and foreigners. 

2. "Entity" means government organs, enterprises, public institutions, social organizations, foreign embassies and consulates in China, foreign representative offices in China, and representative offices of international organizations in China.

ii. Identity document means:

1. For government organs, enterprises, public institutions, and social organizations, the identity document means the ‌Unified Social Credit Code Certificate‌, ‌Business License‌, or ‌Social Organization Legal Person Registration Certificate‌ of the entity, along with a ‌letter of authorization affixed with the entity's official seal‌ and the ‌identity document of the authorized representative‌;

2. For foreign embassies, consulates, foreign representative offices and representative offices of international organizations in China, the identity document means the certificate issued by such embassies, consulates, or representative offices;

3. For residents, the identity document means the ‌Resident ID Card‌ or the ‌Temporary Resident ID Card‌;

4. For military personnel (including the Chinese People's Armed Police Force), the identity document means the ‌Resident Identity Card‌ or the ‌Temporary Resident Identity Card‌. Before a Resident ID Card is obtained: valid military identity documents issued by competent military authorities, such as the Military Officer's Certificate, Civilian Cadre's Certificate, Soldier's Certificate, Veteran Cadre's Certificate, Retiree's Certificate shall serve as identity documents, along with a certificate of residence issued by their unit at or above the regimental level;

5. For residents of China's Hong Kong Special Administrative Region and Macao Special Administrative Region, the identity document means the Residence Permit for Hong Kong and Macao Residents. (Where the permit is issued outside Beijing, an accommodation registration certificate issued by Beijing public security authorities shall also be provided. Submission shall be waived if verified electronically). Alternatively, the Mainland Travel Permit for Hong Kong and Macao Residents or the Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs, plus an accommodation registration certificate issued by public security authorities (submission shall be waived if verified electronically);

6. For non-Chinese persons who are permanent residents of China's Hong Kong Special Administrative Region or Macao Special Administrative Region, the identity document means the Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Nationals) and the accommodation registration certificate issued by the public security authorities. Submission of such certificate shall be waived if verified electronically;

7. For residents of China's Taiwan region, the identity document means the Residence Permit for Taiwan Residents. (Where such permit is issued by authorities of other provinces or municipalities, an accommodation registration certificate issued by local public security authorities shall also be required; submission shall be waived if verified electronically.) Alternatively, the five-year valid Mainland Travel Permit for Taiwan Residents issued by public security authorities or the Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs, together with an accommodation registration certificate issued by public security authorities; submission shall be waived if verified electronically.

8. For Chinese citizens residing overseas, the identity document means the Passport of the People's Republic of China and an accommodation registration certificate issued by public security authorities. Submission shall be waived if verified electronically.

9. For foreigners, the identity document means a valid passport or other international travel documents, a valid visa, stay permit or residence permit with a stay period of three months or longer, plus an accommodation registration certificate issued by public security authorities. Submission shall be waived if verified electronically. The Foreign Permanent Resident ID Card is also acceptable.

10. For staff members of foreign embassies, consulates and representative offices of international organizations in China, the identity document means the valid identity document issued by the Ministry of Foreign Affairs.

Ⅻ. Office Hours

The general Vehicle Administration Office and its branches, and vehicle administration stations of traffic sub-bureaus and brigades: 08:30-18:00 from Monday to Friday, 09:00-16:00 on Saturdays and Sundays (except national statutory holidays);

The office hours of municipal and district government service centers shall be subject to their publicly announced schedules.
