This item is applicable to the following situations:

- The services applied for falls into the scope of authority of each application handling agency; the application materials are complete and conform to the legal form;

- Any road traffic safety violations and traffic accidents involving a motor vehicle have been handled.

Conditions for Application

1. Three months before the expiration of vehicle expiration;

2. Proofs of rules, regulations and related departments;

3. If vehicles registered outside Beijing couldn’t be inspected in the registration place, the owner could apply for the vehicle inspection label at the vehicle management organs in Beijing (except for passenger vehicles and school buses);

4. Road traffic safety violations and accidents related to the vehicle should be processed.

1. One original copy of the motor vehicle owner’s ID (only for check and verification), or one original copy of the driving license. 

2. If being processed by an agent, it is necessary to submit the identification documentation of the agent (agency's information must also be provided) as well as the motor vehicle owner's written authorization. If the motor vehicle belongs to an individual and the owner has applied for the power of attorney online via the 12123 app, the agent does not need to submit written authorization;

3. Certificate of motor vehicle traffic accident liability compulsory insurance; not required for those already completing digital information verification.

4. Certificate of taxation or exemption of vehicle and vessel tax; not required for those already completing digital information verification.

Procedures:

Acceptance and review - collect related materials and input information of eligible applications - approve and issue the Motor Vehicle Inspection Decal.

Within 0.5 working day.

Motor vehicle owners can also log into “www.122.gov.cn” or the 12123 app for processing, and the label will be sent to the owner whose application verified to be qualified. Motor vehicle owners who are over 60 years old can delegate someone to handle all processing on the owner's behalf using their own 12123 app.
