Applicable for:

1. Motor vehicles registered in Beijing;

2. Motor vehicles are during their inspection periods and the validity periods for compulsory traffic accident liability insurance;

3. The owners of motor vehicles are capable of providing the necessary proof required in accordance with the relevant laws, regulations, and departmental rules.

1. Proof of identity or motor vehicle license of the motor vehicle owner;

2. Proof of identity of the agent (the identity document of the operator in the event where the agent is a legal entity) together with the motor vehicle owner's power of attorney if the application is made by an agent; if the vehicle concerned belongs to an individual who has applied for agent services online via the "Jiaoguan 12123" ("交管12123") app, the physical power of attorney is not necessary.

3. A compulsory motor vehicle accident liability insurance certificate, which is not required for the motor vehicle owners having completed e-information verification.

Procedures

After an application is accepted for review, the materials submitted along with it will be verified. Only those applications deemed eligible are collected, and recorded in the system. The motor vehicle inspection pass marks will then be issued. 

Processing Location:

1. Applications for the motor vehicles of foreign embassies/consulates, foreign personnel or foreign institutions are handled by the General Office of Vehicle Management; vehicle owners with Residence Permits for Hong Kong, Macao, or Taiwan Residents may apply at the branch offices thereof; applications for the motor vehicles in other cases are handled by the branch offices;

2. Other individuals in possession of motor vehicles may apply to branch offices of the Office of Vehicle Management, vehicle management offices/stations of traffic management detachments, or government affairs service centers in Beijing.

3. Registered users may apply through the "Jiaoguan 12123" App, and motor vehicle owners aged over 60 may use the accounts of their relatives and friends.

· the Residence permit for Taiwan Residents of the People's Republic of China;

· Mainland Travel Permit for Taiwan Residents issued by the public security organs with a validity of five years;

· Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs of the People's Republic of China;

· temporary accomodation registration certificate issued by the public security organization;

△ Valid identity documentation for Chinese citizens living abroad refers to:

· the People's Republic of China passport, and

· temporary accomodation registration certificate issued by the public security organs;

△ Valid identity documentation for foreigners refers to:

· the valid passport or other international travel document used for entry;

· valid visa or residence permit with a staying period of at least three months;

· temporary accomodation registration certificate issued by the public security organs; or

· foreigner's permanent residence card;

△Valid identification documentation for persons from foreign consulates, embassies, or representative offices of international organizations in China consists of:

· valid identity certificate issued by the Ministry of Foreign Affairs of the People's Republic of China.
