Beijing has introduced a system of dog registration and annual inspections. All dog owners, both organizations and individuals, must register their dogs and have them undergo annual inspections. Within key management areas, each household is permitted to keep one dog only and that dog must be of a small breed not known for being aggressive.

More aggressive breeds and those whose adult heights exceed 35 centimeters or more than required, such as Mastiffs, Dobermans, St. Bernards and Rottweilers, are prohibited in key management areas. Working dogs trained to assist the visually impaired individuals or individuals with disabilities are exempt from the aforementioned height limitation.

There are also some rules and regulations that dog owners in Beijing should be aware of. For instance, there is a general prohibition on entering public areas such as markets, shops, commercial blocks, parks, and public green spaces. Any dog taken outside for a walk must be on a leash and under the control of an adult at all times. Large and more aggressive dogs must be kept tied up or kept confined in suitable areas and may not be taken outside.

The annual dog inspection for 2023 started on May 1 and will be available until December 31. Dog owners, both organizations and individuals, who have completed registration and inspection procedures in 2022, must do so in 2023 before the end of the period mentioned above at their local public security organs and pay the corresponding fees for management services.
