If a dog keeper wishes to transfer ownership of the dog(s) to others, the new keeper shall first go through the modification registration procedure at the public security organ responsible for the area of his/her address with the original dog-keeping registration certificate, and then the annual inspection for the dog. The above procedures shall be completed within 30 days after the transfer.

If the dog(s) dies or is lost or unwanted, the dog keeper shall go through the procedures of cancellation of dog-keeping at the original registration authority. Without going through the procedures of cancellation of dog-keeping, the dog keeper shall not be allowed to keep dogs again.
Where a dog keeper indeed has resorted to giving up his/her dog(s) due to certain reasons, he/she shall send the dog(s) to a homeless care center for dogs and go through the procedures of cancellation at the public security organ.
