For marriages between those with a permanent residence in Beijing and foreigners, overseas Chinese, residents of Hong Kong, Macao, and Taiwan both involved individuals must go to the marriage registration office and adhere to the following procedure.

►List of Application Materials for Beijing Residents:

1. Permanent residence registration (the marital status should be consistent with the actual marital status, in case of any inconsistency, the party concerned shall correct it with the local police station of the jurisdiction where the permanent residence registration lies; If the party concerned has collective registered permanent residence, he/she needs to use the original permanent residence registration to apply);

2. ID card;

3. If the party concerned’ marital status is “divorced”, he/she needs to submit valid divorce documents (divorce certificate, or the divorce judgment from the people’s court, mediation letter for divorce. The first instance judgment should be accompanied by a certificate of effectiveness); if the marital status is “widowed”, a widow certificate (spouse relationship certificate and death certificate) should be submitted.

►List of Application Materials for Foreigners

1. Valid passport or other valid international travel documents;

2. Single status certificate, issued by the local authority of their country of origin, should be notarized and then authenticated by their ministry of foreign affairs (or organizations accredited by the ministry of foreign affairs), then certified by the Embassy and Consulate of the People’s Republic of China in that country; or the document stating the same as issued by the embassy and consulate of that country in China. The personal information on the certificate must be consistent with the information on the valid passport or other valid international travel document (The document has the maximum valid period of 6 months);

3. The Chinese translation of the full-text with the same format (including the situation of the parties, the notary's instructions, the certification of the Ministry of Foreign Affairs, names, locations, signatures, seals and other content) should be provided by a translation agency. It should be submitted with the seal of that translation agency.

►List of Application Materials for Overseas Chinese

1. Valid passport;

2. The document should be issued by the notary office or other competent authority of his/her country of residence and verified by China’s Embassy and Consular in that country, which states that the applicant is unmarried and does not have lineal relative by blood or collateral relatives by blood up to three generations with his/her partner, or the document stating the same as issued by China’s Embassy and Consular in that country. (The document has the maximum valid period of 6 months);

3. If the above documents are in foreign languages, Chinese translation of the full-text with the same format (including both parties’ information, the notary’s instructions, the certificate issued by the Ministry of Foreign Affairs, names, names of the geographical locations, signatures, seals, etc. in all foreign languages) should be provided by a translation agency. It should be submitted with the seal of that translation agency.

►List of Application Materials for Hong Kong Residents

1. The Mainland Travel Permit for Hong Kong and Macao Residents or the Hong Kong and Macao residents’ home return permits, and Hong Kong residents’ ID cards;

2. The marriage record, issued by the Hong Kong Marriage Registry, proves that the applicant does not have lineal relative by blood or collateral relatives by blood up to three generations with his/her partner. The marriage record should be notarized by a notary public recognized by the Ministry of Justice in Hong Kong (The record is valid for 6 months).

► List of Application Materials for Macao Residents

1. Mainland Travel Permit for Hong Kong and Macao Residents or Hong Kong and Macao residents’ home return permits, and Macao ID cards;

2. Marriage record, issued by the Macao Marriage Registry, proves that the applicant does not have lineal relative by blood or collateral relatives by blood up to three generations with his/her partner. The marriage record should be notarized by the Macao Notary Office (The record is valid for 6 months).

►List of Application Materials for Taiwan Residents

1. Mainland Travel Permit for Taiwan Residents or other valid travel documents, and valid ID cards for their residence in Taiwan;

2. Permanent residence registration, issued by the local juristic organization in Taiwan, proves that the applicant does not have lineal relative by blood or collateral relatives by blood up to three generations with his/her partner. The permanent residence registration should be issued by the notary office of the Taiwan District Court (The document is valid for 6 months).

►Three recently-taken couple photos (bare-head, full face), size: 2 inches.

*According to the regulations of the Civil Affairs Department, all the marriage registration agencies will handle cases by appointment only during the COVID-19 period.

1. One of the parties’ hold a Beijing residency status;

2. Both parties should be voluntarily present at the marriage registration authority in person to file for a marriage application;

3. The man is over 22 years old and the woman is over 20 years old;

4. Both applicants have no spouse (unmarried, divorced or widowed)

5. Neither of the applicants suffers from diseases that are medically considered inappropriate for marriage.

6. Applicants have no direct blood relationship and are not related by blood within three generations.


1. Foreign citizens or overseas Chinese who want to register for marriage shall submit a single status certificate. If the documents they submitted cannot specify he/she is single, it cannot be used as a single status certificate. At the same time, the following materials should be attached and used as proof:

1.1. If the party concerned has certificates of “non-impediment” and “legal capacity to marry”, it is necessary for he/she to submit the certificates, issued by the competent authority of the country, to prove that he/she has no spouse.

1.2. If the party concerned hold materials of “no record of marital status”, “with record of marital status” (and divorce judgments and other divorce documents are also provided), no context in marital states or no marriage status column in his/her permanent residence registration , he/she should also submit the single status certificate certified by the Chinese embassy and consulate in that country or the party’s home country’s embassy and consulate in China

1.3. According to the note verbale of China, the countries that have pinpointed the certificates of “non-impediment”, “legal capacity to marry”, “no records of marital status” can prove that the applicant has no spouse. In this case, the above certificates can be regarded as the single status certificate. For example, countries include France, Ireland and South Korea.

2. In some countries, translation is carried out when the single status certificate is issued, but the content certified by the Ministry of Foreign Affairs or its authorized agency has not been translated after the certificate is issued, so the applicant mistakenly believe that the entire documents have been translated. If you have already translated the single status certificate issued abroad, please make sure to translate the untranslated contents such as the notary office’s statement and the certification of the Ministry of Foreign Affairs in Beijing to avoid any delay with your registration.

3. If the overseas Chinese directly acquired the single status certificate at the embassy and consulate of the People’s Republic of China in the country of residence, then, the certificate will be in Chinese and no translation is required.

4.  If the parties need to translate the documents in Beijing, the parties should contact an accredited translation agency. The translated documents will be accepted as long as the Chinese translation from a qualified translation company, and submitted together with a copy of the stamped business license of that company.
