Urban and rural residents in Beijing can apply for the basic medical insurance of 2023 from November 1, 2022 to January 31, 2023. Fees will be charged in the month following enrollment.

From November, the payment period for Basic Medical Insurance for Urban and Rural Residents will stretch from the 5th to 20th of each month, with banks debiting the corresponding fees from accounts on the 15th of each month. Successful applicants will be eligible to receive all the benefits of the Basic Medical Insurance for Urban and Rural Residents from January 1, 2023 to December 31, 2023.

Notice: Applicants who fail to enroll or make necessary payment prior to January 31, 2023 due to personal reasons will be eligible to receive all the benefits of the Basic Medical Insurance for Urban and Rural Residents from three months after the successful payment to December 31, 2023. Applicants are encouraged to enroll and make payment in the coming weeks to avoid manual reimbursement in 2023 for medical fees incurred in 2022.

The standards for individual contribution in 2023 have been adjusted, with fiscal subsidies having been raised accordingly. Senior citizens will pay CNY 370 per year, students and children CNY 345, and individuals of working age CNY 665. The fiscal subsidy will be CNY 1,665 per year for students and children, CNY 2,295 for individuals of working age, and CNY 4,290 for senior citizens.

Individuals unwilling or unable to enroll in the 2023 Basic Medical Insurance for Urban and Rural Residents shall timely contact the social security offices in the places where they were enrolled previously to withdraw from this medical insurance system and avoid being charged. 

Four payment options:

(A) Mobile banking applications

Mobile banking users of the following banks in Beijing can make payments for themselves or others via the applications of these banks during the payment period: Postal Savings Bank of China, Bank of Beijing, Beijing Rural Commercial Bank, Shanghai Pudong Development Bank, and Bank of China.

(B) Automatic bank debit

The following eligible banks in Beijing will complete the automatic debit on the payment day of each month: Postal Savings Bank of China, Bank of Beijing, Beijing Rural Commercial Bank, Bank of Communications, Shanghai Pudong Development Bank, Huaxia Bank, Agricultural Bank of China, China Construction Bank, China CITIC Bank, China Merchants Bank, China Everbright Bank, China Minsheng Bank, Industrial and Commercial Bank of China, and Bank of China.

For applicants who need to sign the payment agreements, the agreements can be signed through the following banks: Postal Savings Bank of China, Bank of Beijing, Beijing Rural Commercial Bank, Bank of Communications, Shanghai Pudong Development Bank, Huaxia Bank, and Bank of China.

(C) E-tax services

Applicants can visit the official website of Beijing Municipal E-tax Bureau (https://etax.beijing.chinatax.gov.cn/) under the State Taxation Administration of the People's Republic of China to make payments during the payment period.

(D) At bank counters

Applicants or individuals authorized by them can pay at counters of the following banks in Beijing during the payment period: Postal Savings Bank of China, Bank of Beijing, Beijing Rural Commercial Bank, Bank of Communications, Shanghai Pudong Development Bank, Huaxia Bank, Agricultural Bank of China, China Construction Bank, China CITIC Bank, China Merchants Bank, China Everbright Bank, and China Minsheng Bank. Applicants shall bring their identity cards, and authorized individuals shall bring not only their own identity cards but also those of the applicants.

As of December 1, funds in personal medical insurance accounts (including shared accounts of immediate family members) may be used to make payments for Basic Medical Insurance for Urban and Rural Residents.
