1. Scan the QR code and download the "Taffic Management 12123" (“交管12123”) app.

2. Click "User Registration" in the lower right corner.

3. Enter the number of your identity document (Options: F: identity certificates for foreign nationals; G: identity certificates for diplomats; or I: Foreign Permanent Resident ID Card), your mobile phone number and other personal information.

For example, a foreign national can select "F: identity certificates for foreign nationals" and then "Other identity certificates for foreign nationals" to enter his/her passport number.

4. After finishing registration, each user can visit the app homepage to register his/her motor vehicle and the driving license issued by the People's Republic of China.

►Select a method of payment: Online channels (12123 app, WeChat, Alipay, or the Industrial and Commercial Bank of China app) or offline bank outlets (Branches of Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank, Postal Savings Bank of China, Bank of Communications, China Merchants Bank, Ping An Bank, China CITIC Bank, China Everbright Bank, Shanghai Pudong Development Bank, Bank of Beijing, Beijing Rural Commercial Bank).

►To pay a fine: Scan the QR code through WeChat or Alipay to pay your fines within 24 hours of receiving your Notice of Penalty. Fines can only be paid by other means after 24 hours. Only one payment method can be used.
