I. Municipal Level
(I) Development Positioning, Layout, and Goals
1. Development Positioning
The technology service industry is one of the two one-trillion-yuan-level industry clusters in Beijing and one of the four innovation-linked industries of "Beijing Services".
2. Development Layout
Beijing will focus development planning on the "three science cities and one economic-technological development area" and Beijing Municipal Administrative Center.
3. Development Goals
Beijing will form more than five industrial clusters with clear positioning, reasonable layout and coordinated development, establish a batch of professional, integrated and market-oriented comprehensive service platforms, cultivate a group of industry-leading enterprises, and form a batch of new business models and modes of technological services. With efforts to establish the brand of Beijing technological services, Beijing will strive to achieve a business revenue of more than CNY 1.25 trillion in technological services by 2025.

(II) Support Policies
1. Support will be granted for the commercialization and industrial application of technological achievements. Beijing will implement the Regulations of Beijing Municipality on Promoting the Commercialization of Technological Achievements and pilot reform tasks in Zhongguancun Science Park. The Municipality will support the construction of third-party proof-of-concept platforms on high-end, precision and sophisticated industries to provide services for institutions of higher education, scientific research institutions, medical and health institutions and enterprises. Beijing will support institutions of higher learning, research institutes, medical and health institutions, enterprises and other innovation entities to engage in industry-university-research institution-medical center collaboration and implement proof-of-concept activities such as technology development, product validation and market application research centering on core technologies and high-value technological achievements. Beijing will support the construction of professional technology transfer centers to provide professional services for commercializing and technological achievements. Support will also be provided for technology transfer agencies to employ technology managers based on market needs and carry out whole-process technology achievement commercialization activities. Micro, small and medium-sized enterprises will be supported to commercialize technological achievements from institutions of higher learning, research and development institutions, and medical and health institutions through the development, transfer and licensing of technologies and achieve large-scale local industrial application. In addition, support will be granted for the establishment of industrial development research institutes that aim at the commercialization and industrial application of technological achievements to cultivate innovation capabilities in sectors from application research and development, commercialization of achievements, and enterprise incubation to industry cultivation.
2. Support will be granted for the construction of public technology service platforms for innovation and entrepreneurship. A batch of common technology platforms will be established in high-end, precision and sophisticated industries to conduct common technology research and development and proof of concept, and provide services for industrial application, focusing on sub-industries and key processes. Enterprises and institutes with research instruments and equipment in Beijing will be supported to participate in the construction of the capital's science and technology platform. This platform will share major research infrastructure and large research instruments with the public and provide testing, inspection and research and development services for enterprises. Micro and small enterprises and entrepreneurial teams will be supported to actively apply for and use the capital's technology innovation vouchers.
3. Efforts will be made to enhance the professional capacity of technology services. Beijing will support the development of branded technology service providers to further enhance their capability in technical development, service provision, and market expansion. Technology service providers will be supported to develop in clusters in key areas such as the Future Science City, Huairou Science City, Beijing Economic- Technological Development Area, and Beijing Municipal Administrative Center. Beijing will support the establishment of professional, open service platforms in engineering technology, testing, and technology consulting, support the establishment of "Internet + innovation and entrepreneurship services" platforms, and support the access of platforms or their professional service function modules to the International Technological Innovation Center, an online service platform. The Municipality will also support technology-related social organizations to enhance their professional service capacity, and support high-quality technology-related social organizations in categories of industrial development, production resources, and comprehensive development to facilitate the industrial promotion, clustering of innovation and entrepreneurship resources, enterprise services, and high-quality development of social organizations. In addition, support will be granted for import and export assessment of high-risk special items to enhance risk assessment capabilities and meet the development needs of the pharmaceutical industry.

4. Support will be granted for the development of branded technology service providers. The support period will generally be not more than 3 years, the annual support amount for each provider will be not more than CNY 3 million, and the annual support amount will be not more than 30 percent of the project budget of the year. The support granted to the providers for the second and third years will be subject to the project's performance assessment in the previous year.
5. Support will be granted for the establishment of professional and open service platforms. According to the service performance of the platform, tiered financial support of not more than CNY 2 million and 1 million will be granted to selected platforms. The amount will not exceed 30 percent of the platform's investment in the previous year.
6. Support will be granted for the clustered development of technology service providers in key regions. Beijing will provide financial support of up to CNY 300,000 to newly established providers and up to CNY 500,000 to selected existing providers with better performance, with the support not exceeding 50 percent of the actual investment of the provider in the previous year.

II. District Level
(I) Beijing Economic-Technological Development Area
1. Key Projects
National Integrated Circuit Innovation Center (Beijing), PCT Patent Pool in Beijing Economic-Technological Development Area, etc.
2. Key Areas
Inspection and testing, technology consulting, high-quality production services, industrial design, research and development outsourcing, etc.
3. Support Policies
(1) The Innovation Growth Program and Innovation Partnership Program will be implemented, providing such support as rent subsidies, interest subsidies, and talent incentives for innovation projects and service providers included in the programs, so as to create a new benchmark for the transfer and commercialization of technological achievements.
(2) Efforts will be made to promote the construction of public technology service platforms and pilot-scale bases such as proof-of-concept centers, prototype centers, and pilot-scale test promotion centers. A financial support of up to CNY 5 million will be granted to platforms serving large enterprises and with high industry influence, based on their service capacity and effectiveness.
(3) Innovation entities will be encouraged to create patent pools centering on core technologies and products in the upstream and downstream of the industrial chain. The annual maintenance fees and other expenses of the patents in the pool will be subsidized, with the maximum amount being CNY 50 million per year.

(II) Changping District
1. Key Projects
Promotion Center for High-end, Precision and Sophisticated Industries of Changping District, Beijing, Jizhi Dongfang, Beihang High-end, Precision and Sophisticated Innovation Center, Tencent Maker Space (Beijing), Cryo-Electron Microscopy Experiment Center, etc.

Research and development design, intellectual property rights, testing and inspection, review and approval, etc.
3. Support Policies
(1) Changping will encourage technology service providers and public service platform operators to file with Changping District Science and Technology Commission, regularly publish the white list of excellent institutions, and support excellent institutions to provide professional, high-level services for high-tech enterprises in Changping District. Changping will guide key parks and innovation and entrepreneurship incubators in the District to strengthen incubation and cultivation services for high-tech enterprises, support them to set up professional teams and build professional service platforms, and provide value-added services such as startup tutoring, early-stage investment, and resource matching for resident enterprises. Financial support will be granted to those with outstanding service results in accordance with the relevant policies of Changping District.

(2) High-level talent forums will be encouraged. Institutes and enterprises with talents in the "Changping Clustering Project" will be supported to organize or host wide-influencing activities in Changping District, such as talent summits, talent exchange conferences, and talent entrepreneurship competitions. The organizers of annually selected projects that promote the talent development environment of Changping District during the activities will be granted subsidies not exceeding 50 percent of the actual expenses of the activities. The subsidies for a single project will not exceed CNY 1 million.

(III) Shunyi District
1. Key Projects

Industrial design, technology promotion and transfer, inspection and testing, business incubation, etc.
3. Support Policies
(1) A financial support of CNY 300,000 will be granted to first-time certified or newly introduced municipal-level technologically advanced service enterprises with the certification in the valid period.
(2) Shunyi will encourage technology trading projects to settle in the District. Special financial support for technological research and development will be granted after the verification of the actually executed amount of trading. Excellent technology trading institutions will be eligible for a support equivalent to 1 percent of the annual technology trading volume and not exceeding CNY 1 million for each institution.
(3) Financial support will be granted to newly introduced or approved national innovation centers and key laboratories, and to newly introduced or approved Beijing-level technology innovation centers, technological research and development institutions, and engineering research centers. Those with national and Beijing-level qualifications are eligible for financial support of CNY 10 million and CNY 1 million, respectively.
(4) A financial support of CNY 300,000 will be granted to first-time identified and newly moved-in national high-tech enterprises that have made contributions to the economic and social development of the locality. A financial support of CNY 100,000 will be granted to national high-tech enterprises that have been re-qualified.
