II. Support Policies

I. Municipal Level

1. Technological innovation: Support will be granted for basic research and commercialization of technological achievements. Enterprises will be encouraged to actively apply for projects related to R&D and commercialization of achievements of disruptive and cutting-edge technologies. Tiered financial support will be granted the projects for device purchase, rent and R&D investment based on different standards by up to RMB2 million in the first year and RMB 5 million through the second to third year. Priority will be given to project applications specialized in development of industrial foundation reconstruction and high-quality development of manufacturing industry led by “little giants”. In addition, the guarantee for first production, testing and use of new products will be enhanced and the development of high-quality scenarios and opening of computing power on intelligent computing platforms will be boosted.

2. Transformation and upgrading: Support will be granted for the digital, intelligent and green transformation of enterprises. Eligible projects will be granted an incentive of up to RMB 30 million, and not less than 30 digital transformation benchmarks for digital transformation will be selected every year.

3. Shoring up weak links in the industrial and supply chains of key industries: To improve the supporting facilities of key industrial chains, enterprises will be organized to make breakthroughs and carry out prototype R&D under the open competition mechanism to select the best candidates, with a subsidy of up to RBM 50 million based on project investment.  “Little giants” will be supported for mergers and acquisitions around the layout of the industrial chains to attract upstream and downstream enterprises to settle in Beijing.

4. Financing support: Enterprises will be supported with subsidies of up to RMB 10 million annually to purchase equipment for R&D, testing, production and the like through financial leasing.

5. Cultivation of listed companies: Enterprises will be encouraged and financially supported to be listed on the National Equities Exchange and Quotations (NEEQ, also known as the new third board). Enterprises that are listed on A-shares market or at major overseas stock exchanges will receive subsidies of not more than RMB 3 million in total for each enterprise from municipal fiscal authority and not less than the municipal subsidies from the district fiscal authorities. In addition, the board of specialized and sophisticated enterprises that produce new and unique products at the Beijing Equity Trading Center will be made good use of to provide enterprises with services such as listing display, custody transactions, investment and financing and training and guidance.

6. Market expansion: The competitiveness of enterprises in overseas markets will be enhanced. Eligible enterprises with project investment in countries along the “Belt and Road”  will be provided with interest subsidies of up to RMB 5 million every year for not more than 3 years and one-time investment subsidies of up to RMB 1 million. Enterprises engaging in  foreign trade businesses that participate in activities such as international exhibitions will be granted financial support of up to 70% of the actual expenses incurred.

7. Intellectual property rights: For the invention patents of specialized and sophisticated SMEs that produce new and unique products, the actually paid patent annuity for the first ten years after applying the national payment reduction policy will be subsidized, and the subsidy will be not more than 30% of the standard amount of the annuity.

8. Enterprise services: The services will be included in the municipal or district “service package” and the scope of relevant financial support at all levels. A communication mechanism for enterprises will be established to unblock the information channels for enterprises, and understand the development status and demands of the enterprises.

1. Support Policies of Dongcheng District

A one-time incentive of RMB 100,000 and RMB 800,000 will be granted to enterprises recognized as specialized and sophisticated SMEs that produce new and unique products in Beijing and as national specialized and sophisticated “little giants” that produce new and unique products, in the previous year, respectively.

3. Support Policies of Fengtai District

A subsidy of up to RMB 3 million in total will be granted to enterprises that have obtained qualifications such as national and municipal key laboratories, enterprise technological centers and other innovative platforms, and specialized and sophisticated “little giants” that produce new and unique products or awards of scientific and technological progress.

5. Support Policies of Mentougou District

A one-time incentive of RMB 200,000 and RMB 800,000 will be granted to the enterprises certified as specialized and sophisticated SMEs that produce new and unique products in Beijing and to those recognized as national specialized and sophisticated “little giants” that produce new and unique products for the first time, respectively, in the principle of non-repetitive incentive for a single enterprise and granting the difference between the two tiers of incentive when an enterprise that receives the lower tier becomes eligible for the higher one. An extra one-time incentive of RMB 100, 000 for entering the District in addition to the above-mentioned incentive will be granted to eligible specialized and sophisticated SMEs that produce new and unique products newly introduced to the District from outside Beijing on or after January 1, 2022 to facilitate the sustained development of the enterprises.

8. Support Policies of Daxing District

An incentive of RMB 200,000 will be granted to the enterprises and private non-enterprise entities in hydrogen energy and commercial aerospace that were recognized as municipal specialized and sophisticated enterprises that produce new and unique products in Beijing for the first time in the previous year. An incentive of RMB 1 million and RMB 500,000 will be granted respectively to the enterprises recognized as national and municipal specialized and sophisticated “little giants” that produce new and unique products for the first time in the previous year. When an entity that has received a lower tier of incentive becomes eligible for a higher tier, the entity will receive the difference between the two tiers.

9. Support Policies of Pinggu District

An incentive of RMB100,000 will be granted to the enterprises recognized as specialized and sophisticated enterprises that produce new and unique products in Beijing; and an incentive of not more than RMB 500,000 will be granted to those recognized as national specialized and sophisticated “little giants” that produce new and unique products. Newly relocated national specialized and sophisticated “little giants” that produce new and unique products in the District will be grant a one-time incentive of not more than RMB 500,000. When an enterprise that has received a lower tier of incentive becomes eligible for a higher tier, the enterprise will receive the difference between the two tiers. There will be no financial incentive for those who maintain the same recognition results after re-examination.

III. Evaluation and Recognition

(I) Recognition Criteria

(III) Recognition of Applicants

1. Evaluation of Innovative SMEs in Beijing

The access for application is open throughout the year and  evaluations are carried out monthly, with the application period starting at 0:00 of the first day and ending at 24:00 of the last day in a month, and enterprises are encouraged to voluntarily log on to the platform for the cultivation of high-quality SMEs for self-assessment. Relevant authorities will implement audits, spot checks, and public announcements.

2. Recognition of Specialized and Sophisticated SMEs that Produce New and Unique Products in Beijing

The access for application is open throughout the year and evaluations are carried out quarterly, with the evaluation period starting at 0:00 of the first day and ending at 24:00 of the last day in a quarter. The publicly announced innovative SMEs are encouraged to voluntarily log on to the platform for the cultivation of high-quality SMEs and file an application in the jurisdiction of their industrial and commercial registration. The competent authorities at district-level will implement preliminary examinations and recommendations, and Beijing Municipal Bureau of Economy and Information Technology will make verification and public announcements on the recommended enterprises.

3. Recognition of National Specialized and Sophisticated “Little Giants” that Produce New and Unique Products

Recognized specialized and sophisticated SMEs that produce new and unique products in Beijing are encouraged to voluntarily log on to the platform for the cultivation of high-quality SMEs to file an application. Beijing Municipal Bureau of Economy and Information Technology will implement preliminary examinations and recommendations and the Ministry of Industry and Information Technology will make verification and public announcements of the recommended enterprises.
