I. Municipal Level

(I) Development Positioning, Layout and Goals

1.Development Positioning

The industry of new-generation information technology is one of the top ten high-end, precision and sophisticated industries in Beijing and one of the two internationally leading pillar industries in the municipality.

2. Development Layout

A northern belt for research and development innovation and information industry will be created with a focus on Haidian District, Chaoyang District, and Beijing Economic-Technological Development Area.

3. Development Goals

(1) Strive to achieve an operating revenue of CNY2.5 trillion in the industry of new-generation information technology by 2025.

(2) Build a highland for innovation in integrated circuit industry integrating design, manufacturing, equipment and materials and strive to achieve an operating revenue of CNY300 billion in the integrated circuit industry by 2025.

(3) Promote the development and demonstrative application of advanced products and key components of communications network and accelerate the research and development and industrial application of 5G large-scale antenna systems, radio frequency chips and components, filters, and high-end analog-to-digital/digital-to-analog converters.

(4) Promote the development of a collaborative innovation platform for Ultra High Definition Video (UHDV) production technology and an innovative laboratory for Ultra High Definition (UHD) TV application in Beijing, advance research and development on equipment for 4K/8K UHDV recording, editing, production, and coding and decoding, and improve the capacity in new liquid crystal materials, flexible display films and other supporting items.

(5) Establish the Beidou Industry Innovation Center, build a country-leading industry public service platform, create major application scenarios of "Beidou+" and "+Beidou", and enhance the industrial empowerment and comprehensive service capabilities of Beidou applications.

(6) Prioritize the development of virtual reality (VR) industrial parks, support key segments such as near-eye display, rendering computing and sensory interaction, and enrich the supply of VR products and services.

(II) Support Policies

1. Eligible enterprises whose products finish first round of tape-out in integrated circuit design will be granted an amount equal to a certain proportion of the tape-out costs and not more than CNY 30 million for each enterprise.

2. Support will be granted to innovative enterprises in Zhongguancun in high-end, precision and sophisticated industries. Integrated circuit enterprises who purchase qualified EDA design tool software for their research and development efforts will be awarded an amount equal to a certain proportion of the actual procurement costs (including software upgrade fees) and not more than CNY 5 million for each enterprise.

3. For the software and information service enterprises that have invested CNY 5 million or more in fixed assets in software and information service industry in Beijing in 2022 according to statistics and have obtained medium and long-term loans from the bank for purposes such as fixed asset investment and research and development,  a preferential interest subsidy will be provided at a rate of not more than 2 percent of the loans. For leading enterprises in the industrial chain that have obtained working capital loans and have made plans for supplementing and strengthening industrial chains and had the plans approved, an interest subsidy will be provided at a rate of not more than 1 percent of the loans and with an upper limit of CNY 10 million for each enterprise.

4. For software and information service enterprises (coded 64 and 65 in the major categories of the industrial classification for national economic activities) that are included in the statistics of enterprises above designated size in the software and information service industry for the first time in 2022 with an operating revenue of CNY 100 million or above, a one-time incentive of not more than CNY500,000 will be provided, and those entitled "specialized and sophisticated enterprises that produce new and unique products" will be granted an extra CNY 200,000.

5. incentives will be granted to the enterprises in software and information service industry with robust operations. Enterprises in the industry with a net increase of CNY 600 million or above in operating revenue from January to February 2023 at a growth rate of no less than 15 percent will be granted tiered incentives of not more than CNY 6 million.

6. Support will be granted for the research and development of a batch of key software products under the mechanisms such as the open competition to select the best candidates to undertake key research projects, with a maximum subsidy of CNY 30 million for each project. Financial institutions are encouraged to provide medium and long-term loan products such as those for fixed assets and research and development. eligible enterprises will be granted an interest subsidy not more than 2 percent of the loans and up to CNY 10 million for each enterprise.

7. Support will be granted for the verification on Internet 3.0 new technology experience, with subsidies of not more than 30 percent of the project investment or the costs of small-batch product testing and not more than CNY 10 million for each project.

8. Support will be granted for the development of urban computing power centers. An incentive will be given in an amount equal to 25 percent of the fixed asset investment for renovation projects, or 30 percent for data centers transformed into computing power centers or involving waste heat recovery, liquid cooling, and hydrogen energy applications, and not more than CNY 30 million for each project.

9. For enterprises that have invested CNY 10 million or more in fixed assets according to statistics and obtained loans from the bank, an interest subsidy for fixed asset loans and working capital loans will be granted in an amount up to CNY 10 million for each enterprise. For eligible mergers and acquisitions projects or major construction projects, an interest subsidy will be provided at a rate not greater than the loan prime rate (LPR) announced by the People's Bank of China for medium and long-term loans in the same period for not more than 3 years (1 year for mergers and acquisitions projects) and in an amount not more than CNY 30 million every year for each enterprise in principle.

II. District Level

(I) Dongcheng District

1. Key Projects

3. Support Policies

(1) A one-time incentive of CNY 500,000, CNY 1 million to CNY 3 million and CNY 5 million will be granted respectively to enterprises with an operating revenue of CNY 30 million yet less than CNY100 million, 100 million yet less than CNY 1 billion and more than CNY1 billion in the year when they are newly established or newly relocated or the first full fiscal year.

(2) An incentive of CNY 500,000, 1 million, 2 million and 5 million will be granted to enterprises whose annual operating revenue exceeds CNY 500 million, 1 billion, 2 billion, and 5 billion for the first time, respectively.

(3) An incentive will be granted to high-tech enterprises that have obtained an annual cumulative equity investment of CNY 50 million or above from investment institutions. The incentive will be based on 1 percent of the investment they received and not more than CNY 5 million.

(4) A one-time incentive of CNY 2 million will be granted to enterprises that are shortlisted for the first time in China's top 100 Internet companies and China's top 100 companies in software business revenue (without double counting).

(5) Tiered financial support up to CNY 1 million for research and development will be granted to enterprises with an annual operating revenue of CNY 10 million according to their research and development expenses.

(II) Tongzhou District

VR, 5G+8K, AI, human-computer interaction, cyber security, etc.

3. Support Policies

(1) An incentive of up to CNY 1 million will be granted to enterprises accredited as National-level Enterprise Technology Centers and CNY 500,000 to those accredited as Municipal-level Enterprise Technology Centers.

(2) Rent subsidies will be granted to newly relocated or registered software and information service enterprises at 50 percent of the actual unit price, up to CNY 2/square meter per day for not more than 2,000 square meters of the construction areas on lease for up to 2 years, excluding those who received the same type of subsidies at the district level.

(3) Support will be granted for the development of enterprises by means of an incentive for business operation not more than 5‰ of the sales revenue and up to CNY 1 million every year for 3 consecutive years at most.

(4) Support will be granted for financing through equity. Enterprises that obtain equity financing after entering the park will be granted not more than 1 percent of the actual financing amount, up to CNY 500,000.

(5) Enterprises are encouraged to participate in the major strategic tasks of the Ministry of Industry and Information Technology and major and key projects in Beijing. When a project is accepted after inspection, an incentive of CNY 100,000 will be granted to leading applicants or independent applicants, and CNY 50,000 to joint applicants, and the incentive for each enterprise is up to CNY300,000 every year.

(6) Enterprises are encouraged to organize high-end exchanges, exhibitions, forums and competitions of professional skills on cyber security in the park. The costs of venue rental and conference services incurred during these activities will be subsidized in an amount up to CNY 1 million for each applicant per year.

(7) Enterprises are encouraged to build service platforms such as those for inspection of cyber security test products in the park. For the investment in software and hardware procurement incurred during the building of such platforms, subsidies of not more than 30 percent of the actual investment amount and up to CNY 1 million will be provided.

(8) Reduce the cost of enterprise loans and subsidize the enterprises that obtained loans for the purpose of facility construction or production and operation through banks in their residence by 50 percent of the banks' benchmark interest rates for the same period, up to CNY500,000 each year, with each loan fiscally discounted for no more than two years.

(III) Shunyi District

3. Support Policies

(1) Financial support of not more than CNY 30 million will be offered to the enterprises that obtain the land in accordance with the law and actually invest CNY 300 million or above in fixed assets. When an enterprise leases factory buildings in the District with legal formalities and clear ownership and the buildings contribute an output value or operating revenue of over CNY 3,000/square meter per natural year after being put into production, the enterprise is eligible for financial support equivalent to 50 percent of the rent based on the actual rented area inthe previous year (excluding living area and other supporting facilities) and not more than CNY 10 million cumulatively for three years, and will receive a grant equivalent to 5 percent of its investment in fixed assets in the previous year and not more than CNY 10 million cumulatively for three years.

(2) Support will be granted for the listing of enterprises on the stock market. Eligible existing and newly settled enterprises in the District will be offered financial support of up to CNY 12 million in total at important milestones in the listing process, based on different boards and stages of listing.

(3) Support will be granted for the development of industrial collaborative innovation platforms. One-time financial support of up to CNY 20 million and not more than 30 percent of the actual investment within 3 years in project fixed assets will be offered to industrial collaborative innovation platforms, such as those for third-generation and other advanced semiconductor processes, packaging and testing, and reliability testing, that have been recognized by national or municipal authorities in the previous year.

(4) When a newly settled software and information service enterprise above the designated size in the District leases a building area of 500 square meters or above, the enterprise will be subsidized by 50 percent of the actual rent in the current year based on the actual rented area (excluding living area and other supporting facilities) and not more than CNY 10 million cumulatively for three years. The amount of the subsidy shall not exceed 50 percent of the district-level contribution of the enterprise. An enterprise with an increase in its revenue in the previous year will be eligible for a bonus equivalent to 2.5 per-mille of the increase and up to CNY 5 million.

(5) Support will be granted for the development of newly built or introduced secondary nodes for identification analysis of industrial Internet and industrial Internet platforms. A grant of up to CNY 1 million will be offered according to project investment, number of enterprises served by the platform, number of connected equipment on the platform, and annual service income on the platform, among other standards.

(6) Support will be granted for the industrial application of industrial Internet products independently developed by enterprises in core software and hardware of industrial Internet, industrial big data systems, intelligent equipment of edge computing, industrial APPs and the like. Financial support equivalent to 10 percent of the product order amount and not more than CNY 1 million will be offered to each enterprise involving in the research and development.

(7) Industrial and software information service enterprises that have passed level 2, level 3, level 4, and level 5 DCMM certification for the first time will be provided with an incentive of CNY 150,000, 200,000, 250,000, and 300,000, respectively.
