I. Municipal Level

(I) Development Positioning, Layout and Goals

1. Development Positioning

The intelligent manufacturing and equipment industry is one of the top ten high-end, precision and sophisticated industries in Beijing and one of the four advantageous and featured industries of Intelligent Manufacturing in Beijing prioritized by the municipality.

2. Development Layout

For intelligent manufacturing and equipment industry in Beijing, efforts will be made in building multiple clusters, including  innovative industrial cluster demonstration zones in Daxing and Shunyi Districts and key projects in Beijing Economic-Technological Development Area, Changping and Fangshan Districts.

3. Development Goals

(1) By 2025, the intelligent manufacturing and equipment industry will generate an operating revenue of CNY 1 trillion, of which CNY 300 billion will be contributed by the intelligent equipment sector.

(2) Platforms such as innovation centers for intelligent manufacturing systems will be built to enhance the capabilities of independent innovation in key components and intelligent manufacturing systems. By mean of "Intelligence+", intelligent transformation will take place in all industrial enterprises above the designated size, and advanced manufacturing enterprises will be encouraged to shift into all-factor, full-process, and multi-field intelligent collaborative operation. These will forge new competitive advantages based on intelligent manufacturing.

(3) The ten-hundred-thousand-trillion upgrading plan for the manufacturing industry will be fully implemented by 2023 to build ten world-class "smart factories", each with an output value of over CNY 10 billion, support the development of a hundred smart factories/digital workshops, boost the digital and intelligent transformation and upgrading of a thousand manufacturing enterprises, and foster intelligent manufacturing industrial clusters with an output value of over CNY 1 trillion.

(II) Support Policies

1. Support will be granted to enterprises to help them apply for projects of intelligent, digital and green technological transformation. Eligible projects may receive an incentive of up to CNY 30 million.

2. Support will be granted to eligible enterprises to help them set up or acquire new enterprises and carry out projects such as equipment manufacturing and international cooperation in production capacity among the countries along the "Belt and Road". The enterprises will receive loan interest subsidies up to CNY 5 million per year for not more than 3 years and one-time investment subsidies of up to CNY 1 million.

3. Prioritized support will be granted to advanced manufacturing enterprises to help them lease the key equipment and production lines necessary in their research and development, construction, and production process. Each enterprise that declares not less than CNY 10 million on its financial lease contract will be subsidized annually by not more than 5 percent of the contract value and not more than CNY 10 million for 3 years at most.

4. For projects that have been completed between January 1, 2021 and the deadline of application, if their construction periods are no more than 3 years and investments in fixed assets are not less than CNY 5 million, and they satisfy relevant construction standards, the projects will receive tiered incentives equivalent to a certain proportion of the total rewardable investment, specifically, not more than 20 percent for projects of intelligent transformation in technology that meet the Performance Requirements of Beijing Municipality for Projects of Intelligent Transformation in Technology; not more than 25 percent for projects of construction or technological renovation that meet the standards of "Digital Workshops" and "Smart Factories" in Beijing, and not more than 30 percent for projects of construction or technological renovation certified as "Lighthouse Factory" by the World Economic Forum and compliant with the standards for national "Benchmark Intelligent Manufacturers". The incentive is up to CNY 30 million for each enterprise every year.

5. A one-time incentive of not more than CNY 300,000 will be granted to enterprises engaged in advanced manufacturing, basic software, industrial software, and integrated circuit design that have been leveled up from below to above the designated size in the previous year or included in the statistics scope of enterprises above the designated size (except for those on the prohibited list) for the first time by other means. An additional CNY 200,000 will be granted for those recognized as "specialized and sophisticated enterprises that produce new and unique products" and for advanced manufacturing enterprises that are newly built and put into production (business open) in the current year and included in the statistics scope of enterprises above the designated size, the one-time incentive is up to CNY 500,000.

6. A one-time incentive of not more than CNY 500,000 will be granted to the advanced manufacturing enterprises that were included in the statistics scope of enterprises above the designated size (except for those on the prohibited list) and achieved an output value of CNY 100 million or above for the first time in the previous year and enterprises in the software and information service industries (only those coded 64 and 65 in the major categories of the industrial classification for national economic activities) that were included in the statistics scope (except for those on the prohibited list) and achieved an operating revenue of CNY 100 million or above for the first time in the previous year. An additional CNY 200,000 will be granted to those recognized as the "specialized and sophisticated enterprises that produce new and unique products".

II. District Level

(I) Shunyi District

1. Key Projects

Li Auto's global flagship plant, aviation and aerospace clusters in AVIC INTERNATIONAL Beijing Industrial Park, Rolls-Royce aircraft engine maintenance plant, workshop for semiconductor production of Global Power Technology, etc.

2. Key Areas

Smart new energy vehicles, the third generation of semiconductors, aviation and aerospace, etc.

3. Support Policies

(1) Major projects (except for those of industrial real estate and data centers) with a fixed asset investment (excluding the land price) of CNY 50 million or above in real terms that are completed within three years after contract signing will be eligible for an incentive equivalent to 5 percent of the fixed asset investment, up to CNY 30 million.

(2) Industrial enterprises above the designated size with an increase in their output value in the previous year will be eligible for an incentive equivalent to 5‰ of the increase in output value, up to CNY 10 million.

(3) Support will be provided for key enterprises (including newly established and existing ones) to apply intelligent manufacturing equipment and software in key process and use special funds for technological transformation to carry out projects of technological transformation in (and establishment of)  intelligent manufacturing units, intelligent production lines and digital workshops/smart factories. Such projects will receive financial support of up to 30 percent of the investment in equipment and software (or the amount of the financial lease contract), up to CNY 2 million, 3 million and 10 million, respectively.

(4) A project certified as "Lighthouse Factory" by the World Economic Forum will receive a one-time incentive of CNY 1 million. A project recognized as a national intelligent manufacturing benchmark will receive a one-time incentive of CNY 1 million. A project recognized as a digital workshop/smart factory in Beijing will receive one-time incentive of CNY 500,000. An enterprise recognized as a National Manufacturing Innovation Center, National Industrial Design Center, National Quality Benchmark, or "Hidden Champion" in Beijing for the first time will receive a one-time incentive of CNY 1 million. An enterprise recognized as an Industrial Innovation Center, Design Center in High-end, Precision and Sophisticated Industries or Enterprise Technological Center in Beijing will receive a one-time incentive of CNY 500,000.

(II) Changping District

1. Key Projects

SANY, industrial clusters of robots and digital equipment, Xiaomi Smart Industrial Park, Tsinghua University Science City, etc.

2. Key Areas

Energy equipment, engineering machinery, rail transit, robots, etc.

3. Support Policies

(1) Existing manufacturing enterprises are encouraged to widely apply new technologies, new equipment, new processes, new materials, and new energy to carry out technological transformation and upgrading. Enterprises that implement technological transformation projects towards green and intelligent improvements and invest in relevant fixed assets will receive subsidies and incentives.

(2) Enterprises that implement technological transformation projects will receive one-time ex-post financial subsidies or incentives generally in the following year of the launch of the project. One applicant can only apply for the subsidies for one project each year. The project must be implemented within the administrative area of the District, with not less than CNY 2 million of fixed asset investment, and completed within three years. The subsidies for each project shall be not more than 15 percent of the total project investment and not more than CNY 1 million.

(3) Enterprises that implement technological transformation projects will receive one-time financial support of CNY 400,000 if their projects are selected as national and municipal green factories, green supply chains, green parks, green products, or lighthouse factories, or CNY 200,000 if their projects are recognized as intelligent manufacturing benchmarks.

(III) Daxing District

1. Key Projects

Daxing International Aviation Headquarters Park, JD's "Asia One", commercial aerospace industrial base, the next generation of intelligent robots, etc.

2. Key Areas

Aviation and aerospace, intelligent equipment, intelligent robots, rail transit, etc.

3. Support Policies

(1) Support will be granted for the settlement and development of enterprises. Enterprises (except for those on the prohibited list) included in the statistics of enterprises above designated size for the first time within three years from the date of registration will receive financial support for three consecutive years if they witness positive growth each year since their inclusion. The fund for each enterprise is up to CNY 10 million per year.

(2) Support will be granted for the development of industrial clusters. For enterprises with strong independent research and development capabilities and core technologies, if they lease premises with legal formats as office, research and development centers, and production sites, they will receive rent subsidies equivalent to 50 percent of the previous year's rent for three consecutive years after review. The subsidies are up to CNY 5 million for each enterprise every year.

(3) Support will be granted for commercialization of technological achievements, with priority given to industrial application projects in the field of aerospace, such as rockets, satellites and ground terminals. Enterprises that have invested CNY 10 million or above in newly purchased research and development and production equipment in the previous year will receive financial support equivalent to 20 percent of the total equipment investment, up to CNY 20 million for each enterprise every year.

(IV) Beijing Economic-Technological Development Area

1. Key Projects

2. Key Areas

Semiconductor, automotive, aviation and aerospace, etc.

3. Support Policies

(1) Enterprises in the Area that implement technological transformation or intelligent transformation and obtain a single bank loan in the amount ranging from CNY 5 million to 30 million (including CNY 30 million) from a bank within the Area will receive interest subsidies equivalent to 50 percent of the actual interest incurred during the loan period, up to CNY 10 million for each enterprise, on the basis of the increase in output value and reduction in energy consumption.

(2) One-time incentive of CNY 1 million, 3 million, 5 million or 10 million will be granted to satellite and rock network enterprises whose annual output values reach more than CNY 100 million, 300 million, 500 million or 1 billion for the first time, respectively, after approval. When an enterprise that has received a lower tier of incentive becomes eligible for a higher tier, the enterprise will receive the difference between the two tiers. In addition, rent subsidies will be offered to the key satellite and rock network enterprises newly introduced into the Area or new major projects invested by existing satellite and rock network enterprises. The subsidies will be not more than 50 percent of the annual rent paid with a unit rent of up to CNY 1.5/day/square meter.

(3) With a focus on industrial innovation in rockets, satellites, and Beidou applications, and oriented to research and development and industrial application projects of key aerospace products meeting national strategic needs, the satellite and rocket network enterprises meeting the criteria of "Cabbage Heart" Project (an initiative to encourage leading enterprises to tackle key technological bottlenecks and make significant innovations for technological independence) will receive financial support equivalent to 50 percent of their research and development expenses, up to CNY 50 million. Satellite and rocket network enterprises whose research and development investment in the previous year has increased by more than 20 percent year-on-year will be eligible for an incentive equivalent to 20 percent of the increased amount, up to CNY 3 million.

(4) According to the Several Measures of Beijing Municipality to Support the Development of the Satellite Network Industry, enterprises engaged in commercial rocket/satellite research and development, production, or launch operations in Beijing Economic-Technological Development Area in accordance with the law will receive supporting funds of not more than the same amount of municipal subsidies for commercial launch insurance. For the rockets of the same type that have successfully entered orbit, subsidies of not more than 50 percent of the launch measurement and control service fee will be granted for the first to third rockets, up to CNY 2 million each.

(5) One time financial support of CNY 10 million will be granted to newly introduced or newly approved national innovation centers, national key laboratories and national engineering research centers, CNY 1 million will be granted to newly introduced or newly approved municipal technological innovation centers, science and technology research and development institutions, engineering research centers and other qualified organizations in Beijing, and CNY 500,000 to those newly qualified as technological innovation centers in Beijing Economic-Technological Development Area. When an entity that has received a lower tier of support becomes eligible for a higher tier, the entity will receive the difference between the two tiers.

(6) The coordinated development of satellite and rocket network industries is encouraged. Satellite and rocket network enterprises that purchase products from a single enterprise in the Area, with annual orders totaling CNY 10 million or above or from several suppliers in the Area with an increase in orders by CNY 10 million or above will receive an incentive equivalent to 3 percent of the total order amount, up to CNY 3 million. In addition, support will be given for the prioritized implementation of downstream application scenarios in the satellite and rocket network industries in Beijing Economic-Technological Development Area.

(7) Leading satellite and rocket network enterprises are encouraged to accomplish merger and acquisition and reorganization. Enterprises that have completed merger and acquisition with a single loan of more than CNY 50 million from banks in the Area will receive interest subsidies equivalent to 50 percent of the actual loan interests and up to CNY 10 million.
